Introduction
The Ghana Education Service (GES) was established, as part of the Public Service of Ghana, in 1974 by NRCD 247 and was subsequently amended by NRCD 252, 357 and SMCD 63. Under the forth Republican Constitution of Ghana, these earlier legislations have been amended by Acts of Parliament, including Act 506 (1994) and Act 778 (2008). The GES is governed by a fifteen-member Council called the GES Council.
Vision Statement
The Ghana Education Service (GES) seeks to create an enabling environment in all educational institutions and management positions that will facilitate effective teaching and learning and efficiency in the management of the attainment of the goals of the Service.
Mission Statement
To ensure that Ghanaian children of school-going age are provided with quality formal education and training through effective and efficient management of resources to make education delivery relevant to the manpower needs of the nation.
Mandate of GES
GES is responsible for the implementation of pre-tertiary educational policies of the Government to ensure that all Ghanaian children of school-going age irrespective of tribe, gender, disability, religious and political affiliations are provided with good quality formal education.
Objectives of GES
The objectives of GES are in accordance with the National Policy Objectives espoused in the Education Strategic Plan (ESP). The key objectives of the Service are as follows:
- Increase inclusive and equitable access to and participation in education at all levels
- Ensure provision of life skills training and management of personal hygiene, family life, gender, health, HIV/AIDS/STIs, etc.
- Improve the quality of teaching and learning
- Improve the Management of education service delivery
There are four (4) main programmes under the GES and these include:
- Pre-tertiary education management including Headquarters Divisions, Regional and District directorates
- Basic Education, comprising Kindergarten, Primary and Junior High Schools
- Secondary Education comprising SHS and TVET
- Special and Inclusive Education
Meanwhile, Basic Education has been redefined to include Secondary Education as part of the Government’s new policy initiative on Pre-tertiary Education.
The functions of GES are as follows:
- To provide and oversee Basic Education, Senior High Education, Technical Education as well as Special Education
- To register, supervise and inspect private pre-tertiary educational institutions
- To submit to the Minister the recommendations for educational policies and programmes
- To promote the efficiency and full development of talents among its members
- To register teachers and keep an up-to-date register of all teachers in the public system
- To carry out such other functions as are incidental to the attainment of the functions specified above.
- To maintain professional standards and the conduct of its personnel

PROGRAMMES UNDER THE GES
To enable the GES achieve these set principles, it runs well structured programmes. There are four (4) main programmes under the GES. These are:
- Pre-tertiary education management including Headquarters Divisions , Regional and District directorates
- Basic Education, comprising Kindergarten , Primary and Junior High Schools
- Secondary Education comprising Senior high School ( SHS ) and Technical and Vocational Education Training ( TVET )
- Special and Inclusive Education

Latest Changes At The GES Headquarters: Divisions, Units and Directors
The Ghana Education Service (GES) has recently implemented significant changes at its headquarters, aimed at enhancing operational efficiency and service delivery. The restructuring involves the creation of new divisions and units to streamline functions and better address educational challenges. Key divisions now include the Human Resource Management and Development (HRMD) Division, Schools & Instructions Division, and Special Education Division. New units such as the Policy Planning and Research Unit and the ICT and Innovation Unit have been established to support data-driven decision-making and technological integration. In leadership, experienced directors have been appointed to head these divisions, ensuring specialized oversight and strategic direction. With a focus on improving the teaching profession, NTC registers and licenses teachers, sets professional standards, and implements measures to enhance teacher quality and effectiveness in the classroom.
NaSIA conducts inspections of schools across the nation to assess their adherence to educational standards. The agency’s evaluations contribute to the continuous improvement of schools and the overall education system.
Promoting a reading culture and access to information, GhLA manages libraries across Ghana. The agency provides resources, services, and initiatives that support learning, research, and intellectual growth.
GETFUND is tasked with mobilizing funds to support educational infrastructure, facilities, and research in Ghana. The agency plays a vital role in ensuring that educational institutions have the necessary resources for effective learning environments.
CEA – Complementary Education Agency
CEA focuses on alternative and complementary education programs, catering to learners who may have missed out on formal education or need additional support. The agency’s initiatives aim to provide equitable access to education for all.

AN ACT to consolidate with amendments the law relating to the establishment of the Ghana Education Service and to provide for related matters.
Establishment of the Ghana Education Service
Section 1 - Establishment of the Ghana Education Service
In accordance with clause (1) of article 190 of the Constitution there is established the Ghana Education Service.

Deputy Directors-General of GES
The Pre-tertiary Education Act 2020, Act 1049 has outlined the appointment and functions of the Deputy Directors-General of the Ghana Education Service (GES).
The Education Service shall have two (2) Deputy Directors-General. These are;
1. Deputy Director-General in charge of Quality and Access (QA).
2. Deputy Director-General in charge of Management Service (MS).
Appointment of Deputy Directors-General of the Ghana Education Service (GES)
According to the Pre-tertiary Education Act 2020, Act 1049, the President of the Republic of Ghana is responsible for the appointment of two Directors-General of the Ghana Education Service (GES).
The Pre-tertiary Education Act 2020, Act 1049 says;
Deputy Directors-General
21. (1) The President shall, in accordance with article 195 of the Constitution, appoint two Deputy Directors-General for the Education Service.
(2) The Deputy Director-General shall hold office
(a) for a term of four years and is eligible for re-appointment for another term only; and
(b). subject to any other terms and conditions specified in the letter of appointment.
Functions of Director-General of Ghana Education Service (GES)
22. (1) Deputy Director-General shall
(a). assist the Director-General in the performance of functions of the Director-General; and
(b). perform any other functions that may be assigned by the Director-General.
2. A Deputy Director-General is responsible to the Director-General in the performance of functions.
3. The more senior Deputy Director-General shall act as Director-General in the absence of the Director-General.
Article 195 of the 1992 Constitution
The Article 195 of the 1992 Constitution gives powers to the President of the Republic of Ghana to appoint Public Officers which include the Deputy Directors-General of GES.
195 Appointments, etc. of Public Officers
(1) Subject to the provisions of this Constitution, the power to appoint persons to hold or to act in an office in the public services shall vest in the President, acting in accordance with the advice of the governing council of the service concerned given in consultation with the Public Services Commission.
(2) The President may, subject to such conditions as he may think fit, delegate some of his functions under this article by directions in writing to the governing council concerned or to a committee of the council or to any member of that governing council or to any public officer.
(3) The power to appoint persons to hold or act in an office in a body of higher education, research or professional training, shall vest in the council or other governing body of that institution or body.
