The measure was first debated during the 1990s, and the new resolution follows decades of advocacy from various civil society groups.

For too long we have artificially separated ourselves from nature. We’ve placed an artificial divide between ourselves and the natural world. Our politics, economic models and modern lifestyles reflect this.

This is not natural, and as we are seeing, not healthy or sustainable for the planet or for humanity. The human species is inextricably interconnected with nature. Throughout history, and in all parts of the world, nature is a common denominator. It is the basis of our civilizations, cultures and ways of life. A return to this way of thinking needs to be the basis of any meaningful action to restore the environment, address the climate crisis, and put nature on the path to recovery.

A social dialogue is needed

The Human Rights Council’s recognition that a clean, healthy and sustainable environment is a human right can be a game-changer for people and the planet.

But there is much more needed to make this right a reality for all. States must advance efforts to implement the right working hand-in-hand with civil society, businesses and other stakeholders. They must take urgent environmental action, backed by adequate finance, and support a just transition to a sustainable, human rights-based economy. Businesses should integrate environmental considerations in human rights due diligence processes, fully accounting for how the environmental effects of their activities can also affect human rights.

Those with power and access in fora where environmental policy is being developed, like COP26, should elevate the voices and leadership of affected individuals and communities, who are frequently excluded despite often having the most at stake and the best understanding of effective solutions. While ~30% of humanity does not have access to safe drinking water, UNICEF acknowledges the 200 million hours that women and girls spend collecting water daily as a “colossal waste of their valuable time.” Evidence shows women's participation and decision making in management of local forests significantly improves forest conditions and conservation. And, leadership by Indigenous women, who have sustainably stewarded our natural world for generations, is crucial to preserving life without perpetuating the undue burden on already vulnerable communities.

Economic recovery and environmental action can go hand in hand

This is a clarion call for public engagement and accountability

The pandemic has made clear how shared our environment truly is, and also how unequal. Rich, high emitting countries that have benefited from the forces that created climate change are insulating themselves from those effects, in similar ways to the pandemic. This is a moral issue, but also one of justice. The most urgent changes needed are from these governments – crucially, the G20 countries – to reduce their emissions, which accounts for a staggering 80% of global emissions, and to fully transition to green economies. These countries need to grant, not loan, urgent climate adaptation finance that developing countries have long awaited so as to develop sustainably and build resiliency to the disproportionate impacts of climate change on their populations, many of whom are on the move. They also require parallel loss and damage climate finance to avert and minimize effects, and as compensation for the irreversible damage, forced migration and displacement.

Governments must also ratify and update their laws to uphold the right to a healthy environment to its full extent, including holding businesses, particularly extractive industries compliant. Environmental pollution and climate change have shown to be effective issues in empowering people to action, and climate related litigation has proven effective in Germany and the Netherlands , and in individual rights, where in France, pollution was a factor in determining a migrant’s residency rights . Civil society must seize this opportunity as a clarion call to mobilize public engagement and hold governments to account, where the greatest hope is in the resilient Global South and youth, pointing the way forward.

The right to a healthy environment offers hope to those most impacted

The adoption of the resolution recognizing the right to a healthy environment could offer some hope to many communities around the world already hard-hit by environmental degradation and climate change. To make the enjoyment of the right a reality for those most impacted, governments should recognize the right at the national level and develop strong environmental protection laws and policies to safeguard the rights of at risk populations. This includes requiring businesses to comply with environmental and human rights standards, for example through mandatory climate change due diligence regulations, and ensuring broad participation in environmental decision making by civil society groups and impacted populations – including protecting environmental defenders under threat or attack.

Businesses should comply with existing laws and ensure that their operations, including their global value chains , do not negatively affect the environment or violate the rights of nearby communities, including through rigorous environmental and human rights due diligence. They should stop efforts to silence environmental advocates, for example through baseless nuisance lawsuits—known as strategic lawsuits against public participation , or SLAPPs—and align their business models with international environmental and human rights standards.

On 8 October, loud and unusual applause reverberated around the chamber of the UN Human Rights Council in Geneva. A battle fought for decades by environmental activists and rights’ defenders, had finally borne fruit.

For the first time ever, the United Nations body whose mission is to promote and protect human rights around the world, passed a resolution recognising access to a healthy and sustainable environment as a universal right.

The text also calls on countries to work together, and with other partners, to implement this breakthrough.

“Professionally that was probably the most thrilling experience that I ever have had or that I ever will have. It was a massive team victory. It took literally millions of people, and years and years of work to achieve this resolution”, said David Boyd, UN Special Rapporteur on Human Rights and Environment, who was in the room when President Nazhat Shameem from Fiji, brought down her gavel, announcing the voting results.

43 votes in favour and 4 abstentions counted as a unanimous victory to pass the text that cites the efforts of at least 1,100 civil society, child, youth and indigenous people’s organizations, who have been campaigning for global recognition, implementation and protection of the human right to a safe, clean, healthy and sustainable environment.

But why is this recognition important, and what does it mean for climate change-affected communities?

Here are six key things you need to know, compiled by us here at UN News.

1. First, let’s recall what the Human Rights Council does, and what its resolutions mean

The Human Rights Council is an inter-governmental body within the United Nations system, responsible for strengthening the promotion and protection of human rights around the globe and for addressing situations of human rights violations and make recommendations on them.

The Council is made up of 47 UN Member States which are elected by the absolute majority in the General Assembly and represent every region of the world.

Human Rights Council resolutions are “political expressions” that represent the position of the Council’s members (or the majority of them) on particular issues and situations. These documents are drafted and negotiated among States with to advance specific human rights issues.

They usually provoke a debate among States, civil society and intergovernmental organisations; establish new ‘standards’, lines or principles of conduct; or reflect existing rules of conduct.

Resolutions are drafted by a “core group”: Costa Rica, the Maldives, Morocco, Slovenia and Switzerland, were the countries who brought resolution 48/13 for its adoption in the council, recognising for the first time that having a clean, healthy and sustainable environment is indeed a human right.

2. It was a resolution decades in the making

In 1972, the United Nations Conference on the Environment in Stockholm , which ended with a historical declaration, was the first one to place environmental issues at the forefront of international concerns and marked the start of a dialogue between industrialized and developing countries on the link between economic growth, the pollution of the air, water and the ocean, and the well-being of people around the world.

UN Member States back then, declared that people have a fundamental right to "an environment of a quality that permits a life of dignity and well-being," calling for concrete action. They called for both the Human Rights Council and the UN General Assembly to act.

Since 2008, the Maldives, a Small Island Developing State on the frontline of climate change impacts, has been tabling a series of resolutions on human rights and climate change, and in the last decade, on human rights and environment.

In the last few years, the work of the Maldives and its allied States, as well as the UN Special Rapporteur on Human Rights and Environment and different NGOs, have been moving the international community towards the declaration of a new universal right.

Support for UN recognition of this right grew during the COVID-19 pandemic. The idea was endorsed by UN's Secretary-General António Guterres and High Commissioner for Human Rights Michelle Bachelet, as well as more than 1,100 civil society organisations from around the world. Nearly 70 states on the Human Rights Council also added their voices to a call by the council’s core group on human rights and environment for such action, and 15 UN agencies also sent a rare joint declaration advocating for it.

“A surge in emerging zoonotic diseases, the climate emergency, pervasive toxic pollution and a dramatic loss of biodiversity have brought the future of the planet to the top of the international agenda”, a group of UN experts said in a statement released in June this year, on World Environment Day.

3. It was a David vs Goliath story…

To finally reach the vote and decision, the core group lead intensive inter-governmental negotiations, discussions and even experts’ seminars, over the past few years.

Levy Muwana, a Youth Advocate and environmentalist from Zambia, participated in one of the seminars.

“As a young child, I was affected with bilharzia, a parasitic disease, because I was playing in the dirty water near my household.

A few years later, a girl died in my community from cholera. These events are sadly common and occurring more often.

Water-born infectious diseases are increasing worldwide, especially across sub-Saharan Africa, due to the changing climate”, he told Council members last August.

Muwana made clear that his story was not unique, as millions of children worldwide are significantly impacted by the devastating consequences of the environmental crisis. “1.7 million of them die every year from inhaling contaminated air or drinking polluted water”, he said.

The activist, along with over 100.000 children and allies had signed a petition for the right to a healthy environment to be recognised , and they were finally heard.

“There are people who want to continue the process of exploiting the natural world and have no reservations about harming people to do that. So those very powerful opponents have kept this room from going forward for decades.

It's almost like a David and Goliath story that all of these civil society organizations were able to overcome this powerful opposition, and now we have this new tool that we can use to fight for a more just and sustainable world”, says David Boyd, the UN Special Rapporteur on Human Rights and Environment.

4. But what good is a non-legally binding resolution?

Mr. Boyd explains that the resolution should be a catalyst for more ambitious action on every single environmental issue that we face.

“It really is historic, and it really is meaningful for everyone because we know right now that 90% of people in the world are breathing polluted air.

“So right off the bat if we can use this resolution as a catalyst for actions to clean up air quality, then we're going to be improving the lives of billions of people”, he emphasizes.

Human Rights Council resolutions might not be legally binding, but they do contain strong political commitments.

“The best example we have of what kind of a difference these UN resolutions make is if we look back at the resolutions in 2010 that for the first time recognized the right to water . That was a catalyst for governments all over the world who added the right to water to their constitutions, their highest and strongest laws”, Mr. Boyd says.

The Rapporteur cites Mexico, which after adding the right to water in the constitution, has now extended safe drinking water to over 1,000 rural communities.

“There are a billion people who can't just turn on the tap and have clean, safe water coming out, and so you know, for a thousand communities in rural Mexico, that's an absolutely life-changing improvement. Similarly, Slovenia, after they put the right to water in their constitution because of the UN resolutions, they then took action to bring safe drinking water to Roma communities living in informal settlements on city outskirts”.

According to the UN Environment Programme ( UNEP ), the recognition of the right to a healthy environment at the global level will support efforts to address environmental crises in a more coordinated, effective and non-discriminatory manner, help achieve the Sustainable Developing Goals, provide stronger protection of rights and of the people defending the environment, and help create a world where people can live in harmony with nature.

5. The link between human rights and environment is indisputable

Mr. Boyd has witnessed firsthand the devastating impact that climate change has already had on people’s rights.

In his first country mission as a Special Rapporteur, he met the first community in the world that had to be completely relocated due to rising sea levels, coastal erosion and increased intensity of storm surges.

“You know, from this beautiful waterfront paradise on a Fijian island, they had to move their whole village inland about three kilometers. Older persons, people with disabilities, pregnant women, they're now separated from the ocean that has sustained their culture and their livelihoods for many generations”.

These situations are not only seen in developing countries. Mr. Boyd also visited Norway where he met Sami indigenous people also facing the impacts of climate change.

“I heard really sad stories there. For thousands of years their culture and their economy has been based on reindeer herding, but now because of warm weather in the winters, even in Norway, north of the Arctic Circle, sometimes it rains.

“The reindeer who literally for thousands of years had been able to scrape away snow during the winter to get to the lichens and mosses that sustained them, now can't scrape away the ice - and they’re starving”.

The story repeats itself in Kenya, where pastoralists are losing their livestock because of droughts that are being exacerbated by climate change.

“ They have done nothing to cause this global crisis and they’re the ones who are suffering, and that's why it's such a human rights issue .

“That's why it's such an issue of justice. Wealthy countries and wealthy people need to start to pay for the pollution they've created so that we can help these vulnerable communities and these vulnerable peoples to adapt and to rebuild their lives”, Mr. Boyd said.

6. What’s next?

The Council resolution includes an invitation to the UN General Assembly to also consider the matter. The Special Rapporteur says he is “cautiously optimistic” that the body will pass a similar resolution within the next year.

“We need this. We need governments and we need everyone to move with a sense of urgency. I mean, we're living in a climate, biodiversity, and pollution crisis, and also a crisis of these emerging diseases like COVID which have environmental root causes. And so that's why this resolution is critically important because it says to every government in the world ‘you have to put human rights at the centre of climate action, of conservation, of addressing pollution and of preventing future pandemics’”.

For Dr. Maria Neira, the World Health Organization’s ( WHO ) environment chief, the resolution is already having important repercussions and a mobilizing impact.

“The next step will be how we translate that on the right to clean air and whether we can push, for instance, for the recognition of WHO’S Global Air Quality Guidelines and the levels of exposure to certain pollutants at a country level. It will also help us to move certain legislation and standards at the national level”, she explains.

Air pollution, primarily the result of burning fossil fuels, which also drives climate change, causes 13 deaths per minute worldwide. Dr. Neira calls for the end of this “absurd fight” against the ecosystems and environment.

“All the investments need to be on ensuring access to safe water and sanitation, on making sure that electrification is done with renewable energy and that our food systems are sustainable.”

According to WHO, achieving the goals of the Paris Agreement would save millions of lives every year due to improvements in air quality, diet, and physical activity, among other benefits.

“The climate emergency has become a matter of survival for many populations. Only systemic, profound and rapid changes will make it possible to respond to this global ecological crisis", says the Special Rapporteur.

For Mr. Boyd, the approval of the historical resolution in the Human Rights Council was a ‘paradoxical’ moment.

“There was this incredible sense of accomplishment and also at the exact same time a sense of how much work remains to be done to take these beautiful words and translate them into changes that will make people's lives better and make our society more sustainable”.

The newly declared right to a healthy and clean environment will also hopefully influence positively negotiations during the upcoming UN Climate Conference COP26, in Glasgow, which has been described by the UN chief as the last chance to ‘turn the tide’ and end the war on our planet.

April 18, 2017 — Here at the NOAA Marine Debris Program, Earth Day is every day and we are always encouraging others to get involved and support efforts working toward a clean environment and healthy planet.

Our oceans are filled with items that do not belong there. Huge amounts of consumer plastics, metals, rubber, paper, textiles, derelict fishing gear, vessels, and other lost or discarded items enter the marine environment every day, making marine debris one of the most widespread pollution problems facing the world's ocean and waterways.The ultimate solution to the problem lies with every single one of us—preventing marine debris in the first place.

First, consider how you might personally contribute to marine debris and follow the “4Rs” whenever possible. Refuse unnecessary single-use items, like plastic straws or cutlery when possible. Reduce the amount of waste you produce by choosing products with less packaging. Reuse items when you can and choose reusable items over disposable ones. And, Recycle as much as possible — bottles, cell phones, ink cartridges, and many other items can be recycled.

Next, spread the word to others! Tell your family, friends, community, and more about this important issue and what they can do to help.

Here are a few easy and effective ways you can choose to reduce your daily impact and make a world of difference:

• Bring a bag. Remember to bring reusable bags to the grocery store or for any other shopping activities to reduce consumption of disposable bags.
• Invest in a reusable water bottle. Acquiring a reusable water bottle would not only greatly reduce the amount of single-use plastic you use, but it would also save you money in the long run! If you’re concerned about the quality of your tap water, consider using a water filter.
• Bring your own reusable cup. Think about how many disposable cups are used every day in just your local coffee shop. Bringing a mug for your morning coffee can reduce the amount of waste you produce annually. Imagine how much waste we could reduce if we all made this simple daily change!
• Refuse single-use items. Take note on how often you rely on single-use items and choose to replace them with more sustainable versions. Refusing plastic straws and disposable cutlery when you go out and bringing your own containers for leftovers are a few ways you can start today.
• Avoid products with microbeads. Facial scrubs and beauty products containing plastic microbeads were banned in the United States in 2015, but won’t be fully phased out until 2019. Read the labels when purchasing products and opt for ones that contain natural scrubbing ingredients like salt or sugar.
• Shop in bulk. Consider the product-to-packaging ratio when purchasing items and choose larger containers instead of multiple smaller ones. When you have the option, also consider purchasing package-free foods and household goods.
• Make sure your waste goes to the right place. Do your best to ensure that the waste you dispose of ends up where it should. Recycle the materials that are recyclable in your area and make sure to reduce the likelihood of your garbage ending up in the environment by keeping a lid on your trash can when it’s outside.
• Compost. Composting at home reduces the volume of garbage sent to landfills and reduces the chance of some products becoming marine debris.

These are just a few ways that we can incorporate taking care of our ocean and Great lakes into our everyday lives. By doing our part to work toward a sustainable and debris-free planet, we’ll also be providing others with inspiration and a good example to follow. As individuals we have the potential to make a big difference and together we can change the world.

In addition, the world is suffering from the effects of global warming, which is increasingly causing unpredictable weather. This has contributed to various devastating calamities such as global warming, famine, among others, on the world population.

This raises the need to save our world by trying to solve these challenges. Various organizations around the world have credited global warming with a series of devastating calamities throughout the world. For instance, The Pentagon believes that pollution and its effects in global warming, famine, among other calamities are the destabilizing force in the world as people seek for limited resources.

This is mainly because a polluted world leads to climatic changes, which are closely linked to economic stability as well as security of energy. This paper will try to explore ways of cleaning the earth to make it a better place for the present and future generations (Cleanuptheworld.org. 1).

The world is faced with several issues that need immediate attention. These range from global warming, famine, earthquakes, inadequate drinking water, drought, overcrowding, and increased spread of diseases, among others. Most of these issues have been attributed to our way of living. In fact, some of these issues can be avoided if we could take care of our world.

In essence cleaning our world is an instrumental step towards saving it from harsh calamities such as tornadoes and spread of diseases. To do this, every party needs to be involved. This includes the society, to ensure that their aspirations of a green earth are met. Cleaning the world is a collective responsibility that should encompass every group of people.

This should include the youth, organizations, government institutions, universities, schools, corporate businesses, private sectors, among others. When this is done effectively, pollution of our environment would be greatly reduced, in the process helping in reducing transmission of waterborne diseases, natural calamities, and conflicts, among others.

For, this reason, it is important that cleaning of our world be done regularly to help save it for future generations. Moreover, for this to succeed, youths should be involved. This is mainly because they will suffer from the symptoms of emerging calamities named above. Furthermore, their children will also be affected, and they have the energy to make these changes (VanderMey 58).

Youths are usually instrumental in almost every activity of the society. This is mainly because they posses the energy and numbers required to perform this cause. Educating the youth on how to ensure cleanliness of their environs is critical to survival of future generations. The bible states clearly that cleanliness is next to godliness. This phrase has had a great impact in our society as people try to explore its significance.

In essence, even as we move forward in technologies, social development as well as in our steps with Christ. It is our responsibility to care for the environment. The youth, especially, have a mandate to ensure our world is clean. In this regard, it is important not only to clean the earth during the earth-cleaning day, but also to be aware of our environment and keep it safe.

Another reason why we need to save our environment and clean our world is to protect the lives of endangered species. The changing climates are posing great danger to animals and plants as famine and drought ravage them respectively (Cleanuptheworld.org. 1).

For all the advances that have been made, the worlds still suffers greatly from pollution and careless disposal of wastes that now threaten our very survival. Some of these problems are avoidable, if care can be taken to ensure safe disposal of wastes as well as regular cleaning of our environment.

This will mitigate spread of diseases, effects of global warming, drought and instead improve lives of inhabitants of the earth. There are many ways through which, individuals and organizations can clean up the world. These include buying recyclable products, preparing vegetarian meals fewer times a week.

Others include wise disposal of wastes, cleaning our compounds, among others. This paper will focus mainly on those that affect our youths and that require changes. These include, cleaning our compounds, disposing both recyclable and unrecyclable wastes wisely and safely.

Buying recycled products to help clean our world. Ensuring that we completely use up our clothes before buying new ones and other related materials. In addition, youths need to participate in eco-friendly projects such as tree planting programs, sensitization of the society on importance of conserving our environment as well as cleaning it (VanderMey 58).

These programs are very important in helping to cleanup the world. Moreover, youths should take a significant step to educate the world on health risks and calamities associated with a dirty world.

They should also ensure that they take the initiative to clean streets and other environs during earth clean up day, which usually takes place every third weekend of September. In addition, they should also be proactive to initiating other projects aimed at cleaning the world wherever they are regularly.

This is a call to all the youths in the world, because the repercussions of our mistakes will affect all living things on earth. Every group of individuals has a responsibility of saving our world from pollution. In fact, every organization as well as businesses should adopt eco-friendly methods of production, and waste disposal.

For instance, use of recyclable papers to print in offices and other departments should be adopted to save our trees. In all these, the youth, who form the majority of populations in the world, need to be actively involved in cleaning our world. If this is achieved, then most of the world’s goals will be achieved (VanderMey 58).

Most people keep blaming our governments for global warming due to release of greenhouse gases to the atmosphere. However, even though this is true and should be condemned, our people also need to save their environs from destruction. Cleaning the world is for everyone and should therefore a collective responsibility.

As much as this may be difficult, everyone should do something to clean the world. This starts from simple disposal of wastes to e-commerce, paperless banking, buying of recycled products and reducing carbon emissions, among others. Polluted environment poses hazardous risks to life on earth.

In fact, some calamities have been attributed to a polluted world. These include global warming, drought, famine, economic instability, conflicts among other problems. Countries should therefore ensure that such problems are mitigated on, to promote a better world for the present and future generations (Cleanuptheworld.org. 1).

The modern world is currently faced with various environmental issues that need immediate attention. These range from global warming, famine, earthquakes, inadequate drinking water, drought, and overcrowding, increased spread of diseases, among others. Most of these issues have been attributed to our way of living.

In fact, some of these issues can be avoided if we could take care of our world. This cannot be achieved fully, if everyone looks on governments to reduce fuel emissions. In fact, as much as the governments work towards reducing environmental pollution, steps should be taken by the society to clean their environment.

As has been stated above, this should be done through, among others, actively involving the youth in cleaning our world, buying of recycled and recyclable products such as printing papers, and computers. Other methods include using electronic mails, to save our trees, paperless banking, participating in regular tree planting programs, among others (Parashar 1).

More Youths should be actively involved in cleaning the world since they form the majority of the earth’s population and are strong agents of change. Institutions should also adopt paperless banking as well as e-messages and learning to save our trees. In addition, more people should participate in world earth day to clean the world. It should also be noted that even without waiting for earth cleaning day, people should ensure that their environs are clean (Mika Community Development 1).

You might use plastic water bottles, yogurt cups, and straws for just a day, but they can remain in the environment for years. And that pollution can harm habitats and the animals that live there. Cut down Earth’s trash with these tips. 

Bust the balloons

Balloons eventually fall back down to Earth … and can end up in the ocean, entangling animals or being mistaken for food. Skip the balloons at your next party, and ask friends to do the same. Make pom-pom decorations instead!

Bin for the win

Always throw trash in the can. Garbage left outside might harm wildlife and end up in the ocean. Trash that’s properly brought to a landfill is kept out of the sea.

Fish responsibly

If you go fishing, don’t leave nets or lines in the water. Animals can become entangled in the trash.

Scientists estimate that about half the world’s sea turtles accidentally eat plastic and other trash. Keep the ocean clean by never leaving toys or trash at the beach.

Dump plastic

According to one study, over eight million tons of plastic pollution end up in the ocean each year. Drink from a refillable water bottle, place your sandwich in cloth or a reusable container, and use bar soap instead of bottled.

Garbage club

Form a club in your classroom to reduce your waste at school . Monitor what’s thrown away each week, and think about ways to cut down on those items.

Trash trooper

Participate in a community cleanup . The groups that host the events sometimes weigh the collected trash, which helps leaders make decisions about laws that encourage people to waste less.

Recycle right

People in the United States recycle only about 35 percent of their waste, so recycle what you can. Ask for help to create a paper and plastic recycling program in your classroom.

Business talk

Does your favorite ice-cream shop use plastic spoons? Ask an adult to help you talk to the owner about switching to a non-plastic option. Some kinds of spoons are even edible!

Do-good goodie bag

Don’t fill your birthday goodie bags with plastic yo-yos and other trinkets for your friends. Instead, give them homemade treats or coupons to a local bakery.

Straw sense

Experts estimate that Americans use about 500 million plastic straws a day, and they’re one of the top 10 trash items found during ocean cleanups. If you must use a straw, find a reusable metal straw or a paper version or make your own.

Pest Friends

Ask your parents to buy food and clothes that are made without pesticides—chemicals sprayed on crops to kill bad bugs. The problem? Pesticides also can kill critters like bees that are eco-friendly.

Stuffed with stuff

Items shipped to your home often come wrapped in plastic packaging; toys bought at the store are covered in it. Think about what can be bought secondhand, what can be shared, and what doesn’t need to be purchased at all.

What is an Environment?

Environment refers to the physical, biological and ecological systems and the elements around us. All these elements are present on the earth without human intervention. An environment is made up of several aspects. These include:

• Physical Components: This includes landforms (Mountains, valleys, plains), water bodies (oceans, rivers, ponds, lakes), the atmosphere of the air and finally geological features (rocks, soils and minerals). 
• Biological Components: All living organisms which live in the natural environment fall under this category. It includes microorganisms, plants and animals. 
• Ecosystems:  An ecosystem is a geographical area comprising plants, animals, and other organisms, weather and landscape, which together form a bubble of life. 
• Biodiversity: It comprises all the different types of living organisms one will find in one area. All types of organisms such as fungi, bacteria, plants and animals form biodiversity.

Our environment is a very precious thing which provides us with clean air, fresh water, fertile soil, and a diverse range of ecosystems that support countless species, including humans. However, our actions over the years have only shown that we aren’t grateful. This has led to environmental degradation and climate change has reached a threatening level. Therefore, we must start with immediate actions to save our environment. 

One of the most pressing issues today is climate change. It is largely driven by the burning of fossil fuels, deforestation and several industrial activities. Due to all these activities, there have been dire consequences which can be quite evident through extreme weather events, rising sea levels, and disruptions to ecosystems.

To fight this climate change problem, we will have to work to get cleaner, renewable energy sources. We must also protect and restore our forests as they act as carbon sinks and absorb harmful greenhouse gases. 

Common issues like pollution are creating a huge problem for us as it is poisoning our air, soil and water. To work on this, we must reduce our reliance on single-use plastics and adopt an eco-friendly alternative. On the other hand, industrial emissions and vehicle pollution can be controlled by putting strict actions and electric vehicles can be promoted. For wastewater, it can be treated through responsible waste disposal to prevent contamination of our water bodies. 

Water scarcity is another growing concern. We must ensure that water is used wisely. Additionally, reducing water pollution from industrial and agricultural runoff is essential for the health of our ecosystems and aquatic life.

Biodiversity loss is another critical issue. Deforestation, habitat destruction, and overexploitation of resources are driving many species to extinction. Conservation efforts, protected areas, and sustainable practices in agriculture and fisheries are vital to preserving our planet.

In conclusion, we must address climate change, pollution, biodiversity loss, and water scarcity through a combination of government policies, technological advancements, and individual actions. Our planet’s health is intricately linked to our own.

Regulating the Great Indoors

Scholar argues that environmental law and policy should expand its scope to inside areas.

Americans spend nearly 90 percent of their days indoors. Yet, existing environmental regulations do not cover indoor areas. This begs the question: How safe is the air we breathe inside our own homes?

In a recent paper , Arden Rowell , a professor at the University of Illinois College of Law , argues that effective environmental law and policy should include not only the outside world, but also the inside world.

Most current environmental law and policy echoes popular beliefs about what constitutes the environment—the natural, outside world. Environmental legislation itself, however, does not usually specify that the environment it seeks to regulate is solely the outdoor environment. For example, the U.S. National Environmental Policy Act aims to regulate the “human environment” with no signifiers that the environment constitutes the outdoors alone.

In Rowell’s conception of the environment, land is not devoid of its status as a part of the environment after four walls are built on it. Rowell defines the environment as “an interconnected whole.”

Rowell explains that most statutes governing air pollution typically apply only to outdoor contexts. To illustrate, she points to the federal Clean Air Act , which regulates air pollution, and explains that it only covers outdoor air quality, leaving indoor air quality wholly unregulated by the statute.

Rowell describes various instances where indoor environmental quality issues emerge and are handled only by a “patchwork of legal approaches and theories” that fill in the gaps. She explains that indoor environmental quality issues are covered by other approaches, including tort law, property law, and landlord and tenant law, and by various different federal and state actors.

This patchwork includes regulation by agencies that traditionally do not enforce environmental protections but supplement with indoor air quality recommendations and standards. For example, the U.S. Food and Drug Administration has issued warnings about the carcinogenic effects of inhaling the residual particles left from vaping indoors. And the Occupational Safety and Health Administration has issued standards for indoor air quality in workplaces.

Organizations, such as the World Health Organization , which issued guidance about harmful indoor air pollutants from gas stoves, are another part of the patchwork of law and policy for indoor areas.

And tort law also functions to protect consumers’ indoor environment, providing a means through which consumers or residents can seek recourse for harms caused by environmental quality issues. For instance, scholars have called for tort action to protect inmates experiencing severe illnesses after confinement in a prison built over a toxic waste site.

Rowell argues , however, that this patchwork system is insufficient to ensure safe indoor environments. Instead, she proposes the adoption of comprehensive environmental regulations at the federal level that specifically address indoor air quality.

Rowell suggests that lawmakers should amend environmental statutes to incorporate indoor spaces. Rowell hopes that traditional environmental law experts and environmental researchers can work together with legislators to establish indoor environmental quality standards and regulations. Because many outdoor environmental issues are mirrored in the indoor environment, Rowell notes that lawmakers can apply existing standards and requirements to indoor spaces.

Rowell concedes , however, that concerns about overreaching by the federal government may present challenges in integrating indoor spaces in environmental law and policy.

The Commerce Clause and Property Clause of the U.S. Constitution, for example, would allow the government to regulate many government-owned indoor spaces, some indoor work places, and mobile environments, such as cars and planes.

Regulation that impacts indoor spaces, such as private homes and religious facilities, may be harder to issue because they are not automatically covered by power-granting constitutional clauses. Rowell explains that the government’s ability to exercise federal jurisdiction over privately owned indoor spaces will depend on how broadly the government’s authorities are interpreted.

Rowell concludes that environmental laws that fail to regulate indoor spaces are ineffective at protecting humans from certain environmental hazards. As the outdoor environment becomes increasingly hostile to human life, regulating indoor air quality is integral to protecting human health.
