Introduction on Terrorism Speech

Terrorism poses a major threat to democracy, the rule of law, and the exercise of human rights. Counter-terrorism initiatives that are poorly applied or unnecessarily harsh may, on the other hand, be counterproductive. Although anti-terrorist operations are necessary and justified, counter-terrorism initiatives should not go beyond what is needed to preserve peace and stability, nor should they be used to weaken the rule of law and democracy in the name of saving it. Here, we have provided both long and short speech on terrorism for students of Class 1 to 12.

Long and Short Speech on Terrorism

Today, I am here to deliver a speech on terrorism. After the attacks on the World Trade Center in New York and the Pentagon in the suburbs of Washington, D.C. on September 11, 2001, terrorism has taken on new meaning for most people. Terrorists killed ten times more people in three daring airliner attacks (plus a fourth that crashed when passengers forced the plane to crash land) than in any prior event in the United States, and it did so in a way that surprised nearly the entire world.

Terrorism, on the other hand, is not a modern phenomenon. Historians disagree on when the first act of terrorism took place. However, it was not until the 1790s that the French revolutionary government used the term to describe how they viewed members of the aristocracy, clergy, and those who opposed their regime.

In 2001, the US State Department published one of the most frequently quoted lists of terrorist organizations, which identified 31 such organizations. Some, like al Qaeda or the Real IRA (which split from the main IRA after the latter joined the talks that led to the Good Friday Accords of 1998), are unquestionably worthy of inclusion on such a list. Others, such as the Israeli Kach, the Palestinian Liberation Organization, and the GAM movement demanding Aceh's independence from Indonesia, are more controversial.

Terrorism's meaning reaches well beyond the death and devastation that its perpetrators inflict. As a result, if terrorists succeed in instilling fear in the general population, they will disrupt people's everyday lives, if not their political activities. Terrorism has been a major component in a variety of intractable conflicts. Furthermore, the existence of active extremist groups makes dispute resolution far more complicated.

India has been the target of several terrorist attacks, including the Mumbai Bombings in 1993, the Indian Parliament Attack in 2002, and the Delhi Bombings in 2006, the 26/11 Mumbai attack, the Uri Attack in 2016 and the Pulwama Attack in 2019. The army, Anti-Terrorism Squad or ATS, National Investigation Agency or NIA, and Research and Analysis Wing or RAW were among the responders and negotiators in these attacks.

The Intractable Conflict Knowledge Base concludes most modules with three parts about what people, governments, and third parties may do to resolve the problem at hand. It makes sense to take a somewhat different approach here, one that covers those three layers while still discussing the available alternatives through the lens of two "voices" explored by John Paul Lederach in a remarkable essay written shortly after 9/11 and widely circulated.

The first voice is that of a desire, if not a demand, for justice in the conventional sense, in which terrorists are held responsible for their actions. This desire for what can only be interpreted as revenge is not expressed by those interested in dispute resolution or peace studies. One of the truisms in the analysis of terrorism is that if an attack hits close to home, one's reaction becomes intimate, and this first voice is an inevitable part of anyone's reaction.

At best, it necessitates the use of coercive diplomacy; at worst, it necessitates the imposition of coercion, as in the post-9/11 war on terrorism.

Power alone cannot, however, put an end to terrorism, as at least some national security analysts and policymakers now agree. To do so, we must use conflict resolution techniques built over the last decade or so to resolve the root causes of terrorism, such as empathic listening, reframing, dialogue, analytical problem solving, and coalition-building, among others.

Those people's mentality forces them to commit criminal acts. Terrorism must be eradicated in order to save the lives of innocent people.

Short Speech on Terrorism

Today, I am here to deliver a speech on terrorism. Part of India's battle with terrorism and violent extremism can be traced back to the 1947 religion-based division of the subcontinent, which split it into two countries: India and Pakistan. The worst racial riots in recent history occurred on the subcontinent, which was characterized by widespread violence and acts of terrorism. 

Following the partition, after a brief time of neutrality, Hari Singh, the then Maharaja of Jammu and Kashmir (J&K), formally acceded to India; however, Pakistan, which claims the Muslim majority region, has not acknowledged this act of accession. This territorial dispute is at the center of the two countries' long-running conflict, with each country vehemently opposing the claims of the other. 

Pakistan is also seen as perpetuating the ongoing cross-border violence and supporting terrorist activity in order to destabilize the state of J&K and other parts of the country, according to India. Terrorism and violent extremism are also manifestations of politico-religious violence, ethnic-subregional nationalism, socio-economic conditions, and identity politics, as demonstrated by the number of ongoing insurgencies in India.

Political, religious, cultural, ideological, identity-driven, linguistic, or socioeconomic grievances are the primary causes of terrorism and insurgency in India. Terrorism in India can be narrowly divided into three categories:

In J&K, there is cross-border terrorism.

Terrorism in the outskirts.

As part of the current insurgencies, there has been a lot of extreme violence and extremism.

Due to porous borders with all of its neighbors and a long coastline, India remains extremely vulnerable to international terrorists. As a result, terrorists, and insurgents continue to obtain material and financial support – the key drivers of terrorism – from a range of outlets. 

Terrorist attacks on India have included hijacking and blowing up planes, sabotaging railway lines, kidnapping hostages to meet political demands, suicide attacks, the assassination of two of its Prime Ministers, attacks on places of worship, transportation networks, security forces, and financial centers, communal protests followed by extreme violence, and attacks both by religious and non-religious groups.

Nowadays, terrorism is mostly motivated by religious extremism, which pits one religion against another.

Terrorists commit crimes against innocent civilians in order to force their agenda on others.

Terrorists are the true enemies of humanity, as they seek to destroy human harmony and brotherhood.

Most people do not fully understand what terrorism is and do not have a clear, concise, and complete definition. This ambiguity has been partially aided by modern media, which has termed various acts of violence as "terrorism" in order to convey a message that is often complex and confusing with the shortest amount of airtime or possible printing space. Whether it involves opposers of government or of governments themselves, organized crime organizations or ordinary criminals, mobs or rioters, psychologists or robbers alike, terrorism is commonly referred to as terrorism.

The United Nations' efforts to define the term in the 1970s and 1980s were largely unsuccessful because of differences in opinion on the use of force in the fight for national liberation and independence. Because of these differences, it is not possible to reach an agreement on the Universal Declaration of Terrorism which includes a single, all-encompassing, legally binding statement on terrorism.

Terrorism is always a crime by definition, but it can be a war strategy. There are now more than 200 different definitions of terrorism. Terrorism, on the other hand, does not have a legally binding definition in international society (including the United Nations). Terrorist activities have always been a crime. Terrorism is defined as the motives that lead to crime, whether hijacking, murder, arson, or kidnapping. Terrorism has been used as a military strategy in some lands. Terrorism is a type of war strategy that is not national, as we see it. Because no country normally encourages or engages in such practices, it is described as non-state.

Factors that Cause Terrorism

Political Influence- Revolutionary wars and atrocities, a form of organized political violence perpetrated by a non-governmental organization or party, where the origin of the terrorist theory. They choose terrorism because they do not like the current society and want to change it.

The Feature of Religion- In the 1990s, experts began to argue that a new form of religious terrorism was developing. They cite Al Qaeda, the Aum Shinrikyo (Japanese sect), and Christian identity groups as examples. Martyrdom and other religious views were considered especially dangerous. Terrorism is not “caused” by religions themselves.

Socio-Economic- Ideologies of terrorism mean that certain forms of stigma incite people to commit acts of terrorism, or that they are more open to being recruited by terrorist organizations. Poverty, illiteracy, and the lack of political freedom are just a few examples. On both sides of the debate, there is evidence to support their claims.

Comparisons of different conclusions can be confusing as they do not differentiate between individuals and communities, and do not take into account the complexity of how people feel about injustice or poverty, regardless of their economic status.

Various attempts have been made to differentiate between different types of terrorist acts. It is important to remember, too, that there are many different types of terrorist movements, and no one theory can answer them all. Not only are the policies, members, ideas, and resources of the terrorist organizations different, but they are also the political environment in which they operate. Today, acts of terrorism are largely encouraged by religions throughout the world. Terrorists who are partially or partially motivated by religious authority view violence as a divine obligation or an act of sacrament. Compared with other terrorist groups, it combines different forms of authorization and forgiveness, and these divisive factors make religious terrorism extremely dangerous to the environment.

Different Ideologies 

Left-wing terrorism has a long history of violence against the ruling elite, often perpetrated by the peasantry, driven by the so-called leftist. Marx and Engels' books, on the other hand, set the record straight. All existing social and political alliances in a capitalist society, from a leftist perspective, are inherently exploitative, and radical change in violent ways is needed.

Righted organizations often aim to maintain the status quo or return to the status quo they believe should have been maintained. The views of the right-wing can sometimes include racist ideas. They can force the government to buy land or take action to protect the rights of a few ‘oppressed’ people in a neighboring country (e.g., the Nazi Party in Germany). Terrorist violence against immigrants is also included in this category.

Remarks by President   Biden on the October 7th Terrorist Attacks and the Resilience of the State of Israel and its People | Tel Aviv,   Israel

5:06 P.M. IDT   THE PRESIDENT:  Good afternoon.  Please have a seat.  I come to Israel with a single message: You are not alone.  You are not alone.   As long as the United States stands — and we will stand forever — we will not let you ever be alone.   Most importantly, the — I know the recent terrorist assault on the people of this nation has left a deep, deep wound.   More than 1,300 innocent Israelis killed, including at least 31 American citizens, by the terrorist group Hamas.    Hundreds — hundreds of young people at a music festival of — the festival was for peace — for peace — gunned down as they ran for their lives.   Scores of innocents — from infants to elderly grandparents, Israelis and Americans — taken hostage.   Children slaughtered.  Babies slaughtered.  Entire families massacred.   Rape, beheadings, bodies burned alive.   Hamas committed atrocities that recall the worst ravages of ISIS, unleashing pure unadulterated evil upon the world.   There is no rationalizing it, no excusing it.  Period.   The brutality we saw would have cut deep anywhere in the world, but it cuts deeper here in Israel.   October 7th, which was a sacred to — a sacred Jewish holiday, became the deadliest day for the Jewish people since the Holocaust.  It has brought to the surface painful memories and scars left by a millennia of antisemitism and the genocide of the Jewish people.   The world watched then, it knew, and the world did nothing.  We will not stand by and do nothing again.  Not today, not tomorrow, not ever.   To those who are living in limbo waiting desperately to learn the fate of loved ones, especially to families of the hostages: You’re not alone.   We’re working with partners throughout the region, pursuing every avenue to bring home those who are being held captive by Hamas.   I can’t speak publicly about all the details, but let me assure you: For me as the American president, there is no higher priority than the release and safe return of all these hostages.   To those who are grieving a child, a parent, a spouse, a sibling, a friend, I know you feel like there’s that black hole in the middle of your chest.  You feel like you’re being sucked into it.    The survivor’s remorse, the anger, the questions of faith in your soul.   Starting at — staring at that empty chair, sitting Shiva.  The first Sabbath without them.   They are the everyday things — the small things that you miss the most.    The scent when you open the closet door.  The morning coffee you shared together.    The bend in his smile, the perfect pitch of her laugh, the giggle of your little boy — the baby.   For those who have lost loved ones, this is what I know: They’ll never be truly gone.  There’s something that’s never fully lost: your love for them and their love for you.    And I promise you, you’ll be walking along some days and say, “What would she or he want me to do?”  You’ll smile when you pass a place that reminds you of them.  That’s when you know — when a smile comes to your lips before a tear to your eye — that’s when you know you’re going to fully make it.   That’s what will give you the fortitude to find light in the darkest hours when terrorists believed they could bring down — bring you down, bend your will, break your resolve.  But they never did, and they never will.    Instead, we saw incredible stories of heroism and courage of Israelis taking care of one another.   Neighbors forming watch groups to protect their kibbutz, opening their homes to shelter survivors.   Retired soldiers running into danger once again.   Civilian medics flying across rescue — flying rescue missions.  And off-duty medics at the musical festival caring for the wounded before coming victim — before becoming a victim themselves.   Volunteers retrieving bodies of the dead so families could bury their loved ones in accordance with Jewish tradition.    Reservists leaving behind their families, their honeymoons, their studies abroad without hesitation.   And so much more.   The State of Israel was born to be a safe place for the Jewish people of the world.  That’s why it was born.  I have long said: If Israel didn’t exist, we would have to invent it.     And while it may not feel that way today, Israel must again be a safe place for the Jewish people.  And I promise you: We’re going to do everything in our power to make sure that it will be.   Seventy-five years ago, just 11 minutes after its founding, President Harry S. Truman and the United States of America became the first nation to recognize Israel.  We have stood by your side ever since, and we’re going to stand by your side now.   My administration has been in close touch with your leadership from the first moments of this attack, and we are going to make sure we have — you have what you need to protect your people, to defend your nation.   For decades, we’ve ensured Israel’s qualitative military edge.  And later this week, I’m going to ask the United States Congress for an unprecedented support package for Israel’s defense.   We are going to keep Iron Dome fully supplied so it can continue standing sentinel over Israeli skies, saving Israeli lives.   We have moved U.S. military assets to the region, including positioning the USS Ford carrier strike group in the Eastern Mediterranean, with the USS Eisenhower on the way, to deter — to defer further aggression against Israel and to prevent this conflict from spreading.   The world will know that Israel is — Israel is stronger than ever.    And my message to any state or any other hostile actor thinking about attacking Israel remains the same as it was a week ago: Don’t.  Don’t.  Don’t.      Since this terrorist attack — terrorist attack took place, we have seen it described as Israel’s 9/11.  But for a nation the size of Israel, it was like 15 9/11s.  The scale may be different, but I’m sure those horrors have tapped into so- — some kind of primal feeling in Israel, just like it did and felt in the United States.   Shock, pain, rage — an all-consuming rage.     I understand, and many Americans understand.   You can’t look at what has happened here to your mothers, your fathers, your grandparents, sons, daughters, children — even babies — and not scream out for justice.  Justice must be done.    But I caution this: While you feel that rage, don’t be consumed by it.   After 9/11, we were enraged in the United States.  And while we sought justice and got justice, we also made mistakes.   I’m the first U.S. president to visit Israel in time of war.    I’ve made wartime decisions.  I know the choices are never clear or easy for the leadership.    There’s always costs.    But it requires being deliberate.  It requires asking very hard questions.  It requires clarity about the objectives and an honest assessment about whether the path you are on will achieve those objectives.    The vast majority of Palestinians are not Hamas.  Hamas does not represent the Palestinian people.    Hamas uses innocents — innocent families in Gaza as human shields, putting their command centers, their weapons, their communications tunnels in residential areas.   The Palestinian people are suffering greatly as well.    We mourn the loss of innocent Palestinian lives.  Like the entire world, I was outraged and saddened by the enormous loss of life yesterday in the hospital in Gaza.   Based on the information we’ve seen to date, it appears the result of an errant rocket fired by a terrorist group in Gaza.    The United States unequivocally stands for the protection of civilian life during conflict, and I grieve — I truly grieve for the families who were killed or wounded by this tragedy.    The people of Gaza need food, water, medicine, shelter.    Today, I asked the Israeli cabinet — who I met with for some time this morning — to agree to the delivery of lifesaving humanitarian assistance to civilians in Gaza.  Based on the understanding that there will be inspections and that the aid should go to civilians, not to Hamas, Israel agreed that humanitarian assistance can begin to move from Egypt to Gaza.   Let me be clear: If Hamas diverts or steals the assistance, they will have demonstrated once again that they have no concern for the welfare of the Palestinian people and it will end.  As a practical matter, it will — it will stop the international community from being able to provide this aid.   We’re working in close cooperation with the government of Egypt; the United Nations and its agencies, like the World Food Program; and other partners in the region to get trucks moving across the border as soon as possible.   Separately, I asked Israel that the global community demand that the International Red Cross be able to visit hostages.  I just demanded that the United States fully — a just demand that the United States fully supports.   Today, I’m also announcing $100 million in new U.S. funding for humanitarian assistance in both Gaza and the West Bank.  This money will support more than 1 million displaced and conflict-affected Palestinians, including emergency needs in Gaza.   You are a Jewish state.  You are a Jewish state, but you’re also a democracy.  And like the United States, you don’t live by the rules of terrorists.  You live by the rule of law.  And when conflicts flare, you live by the ru- — law of wars.   What sets us apart from the terrorists is we believe in the fundamental dignity of every human life — Israeli, Palestinian, Arab, Jew, Muslim, Christian — everyone.   You can’t give up what makes you who you are.  If you give that up, then the terrorists win.  And we can never let them win.    You know, Israel is a miracle — a triumph of faith and resolve and resilience over impossible pain and loss.   Think about October 7th — the Jewish holiday where you read about the death of Moses.  A tragic story of a profound loss to an entire nation.  A death that could have left he- — a helpless — hopelessness in the hearts of the entire — of an entire nation.   But though Moses died, his memory, his message, his lessons have lived on for generations of the Jewish people as well as many others — and just as the memory of your loved ones will live on as well.   After reading the story of Moses’s death, those who observe the holiday begin reading the Torah from the very beginning.  The story of creation reminds us of two things.  First, that when we get knocked down, we get back up again and we begin anew.  And second, when we are faced with tragedy and loss, we must go back to the beginning and remember who we are.   We are all human beings created in the image of God with dignity, humanity, and purpose.  In the darkness, to be the light unto the world is what we’re about.   You inspire hope and light for so many around the world.  That’s what the terrorists seek to destroy.  That’s what they seek to destroy but — because they live in darkness — but not you, not Israel.   Nations of conscience like the United States and Israel are not measured solely by the example of their power.  We’re measured by the power of our example.   That’s why, as hard as it is, we must keep pursuing peace.  We must keep pursuing a path so that Israel and the Palestinian people can both live safely, in security, in dignity, and in peace.    For me, that means a two-state solution.   We must keep working for Israel’s greater integration with its neighbors.  These attacks have only strengthened my commitment and determination and my will to get that done.   I’m here to tell you that terrorists will not win.  Freedom will win.

So, let me end where I began.  Israel, you are not alone.  The United States stands with you.   I told the story before and I’ll tell it again of my first meeting with an Israeli prime minister 50 years ago as a young senator.  I was sitting across from Golda Meir at her desk in her office.  And she had a guy named — a guy who later became prime minister sitting next to me, just before the 1973 Yom Kippur War.   And she flipped the maps up and down, te- — telling me how bad things were and how terrible they were.  All of the sudden, she looked and me, and she said, “Would you like a photograph?”

And I looked at her — she got up from her desk and walked out into that hallway — I think it’s marble flooring — walked out in the hallway. 

We walked out, and there were a bunch of photographers standing in front of us.  We were standing shoulder to shoulder.    Without her looking at me, she said to me, knowing I’d hear her, “Why do you look so worried, Senator Biden?”  And I said, “Worried?”  Like, “Of course, I’m worried.”  And she looked at me and — she didn’t look, she said, “We — don’t worry, Senator, we Israelis have a secret weapon: We have nowhere else to go.”   Well, today, I say to all of Israel: The United States isn’t going anywhere either.  We’re going to stand with you.  We’ll walk beside you in those dark days, and we’ll walk beside you in the good days to come.  And they will come.   As you say in Hebrew, which I’m not going to attempt to do because I’m such a terrible linguist, I’ll say it in English, “The people of Israel live.”  “The people of Israel live.”   Israel will be a safe, secure, Jewish, and Democratic state today, tomorrow, and forever.   May God protect all those who work for peace.  God save those who are still in harm’s way.

President Bush's Speech on Terrorism

Following is the transcript of President Bush's speech on terrorism from the White House, as provided by CQ Transcriptions, Inc. Thank you. Thanks for the warm welcome. Welcome to the White House. Mr. Vice President, Secretary Rice, Attorney General Gonzales, Ambassador Negroponte, General Hayden, members of the United States Congress, families who lost loved ones in the terrorist attacks on our nation, my fellow citizens, thanks for coming. On the morning of September the 11th, 2001, our nation awoke to a nightmare attack. Nineteen men armed with box cutters took control of airplanes and turned them into missiles. They used them to kill nearly 3,000 innocent people. We watched the twin towers collapse before our eyes, and it became instantly clear that we'd entered a new world and a dangerous new war. The attacks of September the 11th horrified our nation. And amid the grief came new fears and urgent questions. Who had attacked us? What did they want? And what else were they planning? Americans saw the destruction the terrorists had caused in New York and Washington and Pennsylvania, and they wondered if there were other terrorist cells in our midst poised to strike. They wondered if there was a second wave of attacks still to come. With the twin towers and the Pentagon still smoldering, our country on edge, and a stream of intelligence coming in about potential new attacks, my administration faced immediate challenges. We had to respond to the attack on our country. We had to wage an unprecedented war against an enemy unlike any we had fought before. We had to find the terrorists hiding in America and across the world before they were able to strike our country again. So in the early days and weeks after 9/11, I directed our government's senior national security officials to do everything in their power, within our laws, to prevent another attack. Nearly five years have passed since those initial days of shock and sadness. And we are thankful that the terrorists have not succeeded in launching another attack on our soil. This is not for the lack of desire or determination on the part of the enemy. As the recently foiled plot in London shows, the terrorists are still active, and they are still trying to strike America and they are still trying to kill our people. One reason the terrorists have not succeeded is because of the hard work of thousands of dedicated men and women in our government who have toiled day and night, along with our allies, to stop the enemy from carrying out their plans. And we are grateful for these hardworking citizens of ours. Another reason the terrorists have not succeeded is because our government has changed its policies and given our military, intelligence and law enforcement personnel the tools they need to fight this enemy and protect our people and preserve our freedoms. The terrorists who declared war on America represent no nation. They defend no territory. And they wear no uniform. They do not mass armies on borders or flotillas of warships on the high seas. They operate in the shadows of society. They send small teams of operatives to infiltrate free nations. They live quietly among their victims. They conspire in secret. And then they strike without warning. And in this new war, the most important source of information on where the terrorists are hiding and what they are planning is the terrorists themselves. Captured terrorists have unique knowledge about how terrorist networks operate. They have knowledge of where their operatives are deployed and knowledge about what plots are under way. This intelligence -- this is intelligence that cannot be found any other place. And our security depends on getting this kind of information. To win the war on terror, we must be able to detain, question and, when appropriate, prosecute terrorists captured here in America and on the battlefields around the world. After the 9/11 attacks, our coalition launched operations across the world to remove terrorist safehavens and capture or kill terrorist operatives and leaders. Working with our allies, we've captured and detained thousands of terrorists and enemy fighters in Afghanistan, in Iraq and other fronts of this war on terror. These enemy -- these are enemy combatants who are waging war on our nation. We have a right under the laws of war, and we have an obligation to the American people, to detain these enemies and stop them from rejoining the battle. Most of the enemy combatants we capture are held in Afghanistan or in Iraq where they're questioned by our military personnel. Many are released after questioning or turned over to local authorities if we determine that they do not pose a continuing threat and no longer have significant intelligence value. Others remain in American custody near the battlefield, to ensure that they don't return to the fight. In some cases, we determined that individuals we have captured pose a significant threat or may have intelligence that we and our allies need to have to prevent new attacks. Many are Al Qaeda operatives or Taliban fighters trying to conceal their identities. And they withhold information that could save American lives. In these cases, it has been necessary to move these individuals to an environment where they can be held secretly, questioned by experts and, when appropriate, prosecuted for terrorist acts. Some of these individuals are taken to the United States naval base at Guantanamo Bay, Cuba. It's important for Americans and others across the world to understand the kind of people held at Guantanamo. These aren't common criminals or bystanders accidentally swept up on the battlefield. We have in place a rigorous process to ensure those held at Guantanamo Bay belong at Guantanamo. Those held at Guantanamo include suspected bombmakers, terrorist trainers, recruiters and facilitators, and potential suicide bombers. They are in our custody so that they cannot murder our people. One detainee held at Guantanamo told a questioner questioning -- he said this: I'll never forget your face. I will kill you, your brother, your mother and your sisters. In addition to the terrorists held at Guantanamo, a small number of suspected terrorist leaders and operatives captured during the war have been held and questioned outside the United States, in a separate program operated by the Central Intelligence Agency. This group includes individuals believed to be the key architects of the September the 11th attacks and attacks on the USS Cole; an operative involved in the bombings of our embassies in Kenya and Tanzania; and individuals involved in other attacks that have taken the lives of innocent civilians across the world. These are dangerous men, with unparalleled knowledge about terrorist networks and their plans of new attacks. The security of our nation and the lives of our citizens depend on our ability to learn what these terrorists know. Many specifics of this program, including where these detainees have been held and the details of their confinement, cannot be divulged. Doing so would provide our enemies with information they could use to take retribution against our allies and harm our country. I can say that questioning the detainees in this program has given us information that has saved innocent lives by helping us stop new attacks, here in the United States and across the world. Today I'm going to share with you some of the examples provided by our intelligence community of how this program has saved lives, why it remains vital to the security of the United States and our friends and allies, and why it deserves the support of the United States Congress and the American people. Within months of September 11, 2001, we captured a man named Abu Zubaydah. We believed that Zubaydah was a senior terrorist leader and a trusted associate of Osama bin Laden. Our intelligence community believes he had run a terrorist camp in Afghanistan where some of the 9/11 hijackers trained and that he helped smuggle Al Qaeda leaders out of Afghanistan after coalition forces arrived to liberate that country. Zubaydah was severely wounded during the firefight that brought him into custody. And he survived only because of the medical care arranged by the CIA. After he recovered, Zubaydah was defiant and evasive. He declared his hatred of America. During questioning, he, at first, disclosed what he thought was nominal information and then stopped all cooperation. Well, in fact, the nominal information he gave us turned out to be quite important. For example, Zubaydah disclosed Khalid Sheikh Mohammed, or KSM, was the mastermind behind the 9/11 attacks and used the alias Mukhtar. This was a vital piece of the puzzle that helped our intelligence community pursue KSM. Zubaydah also provided information that helped stop a terrorist attack being planned for inside the United States, an attack about which we had no previous information. Zubaydah told us that Al Qaeda operatives were planning to launch an attack in the United States and provided physical descriptions of the operatives and information on their general location. Based on the information he provided, the operatives were detained; one, while traveling to the United States. We knew that Zubaydah had more information that could save innocent lives. But he stopped talking. BUSH: As his questioning proceeded, it became clear that he had received training on how to resist interrogation. And so, the CIA used an alternative set of procedures. These procedures were designed to be safe, to comply with our laws, our Constitution and our treaty obligations. The Department of Justice reviewed the authorized methods extensively, and determined them to be lawful. I cannot describe the specific methods used. I think you understand why. If I did, it would help the terrorists learn how to resist questioning and to keep information from us that we need to prevent new attacks on our country. But I can say the procedures were tough and they were safe and lawful and necessary. Zubaydah was questioned using these procedures, and soon he began to provide information on key Al Qaeda operatives, including information that helped us find and capture more of those responsible for the attacks on September the 11th. For example, Zubaydah identified one of KSM's accomplices in the 9/11 attacks, a terrorist named Ramzi Binalshibh. The information Zubaydah provided helped lead to the capture of Binalshibh. And together these two terrorists provided information that helped in the planning and execution of the operation that captured Khalid Sheikh Mohammed. Once in our custody, KSM was questioned by the CIA using these procedures. And he soon provided information that helped us stop another planned attack on the United States. During questioning, KSM told us about another Al Qaeda operative he knew was in CIA custody, a terrorist named Majid Khan (ph). KSM revealed that Khan (ph) had been told to deliver $50,000 to individuals working for a suspected terrorist leader named Hambali, the leader of Al Qaeda's Southeast Asia affiliate known as J.I. CIA officers confronted Khan with this information. Khan confirmed that the money had been delivered to an operative named Zuber and provided both a physical description and contact number for this operative.

Based on that information, Zuber (sp) was captured in June of 2003, and he soon provided information that helped lead to the capture of Hambali. After Hambali's arrest, KSM was questioned again. He identified Hambali's brother as the leader of a JI cell and Hambali's conduit for communications with al Qaeda.

Hambali's brother was soon captured in Pakistan, and in turn led us to a cell of 17 Southeast Asian JI operatives. When confronted with the news that his terror cell had been broken up, Hambali admitted that the operatives were being groomed at KSM's request for attacks inside the United States, probably using airplanes. During questioning, KSM also provided many details of other plots to kill innocent Americans.

For example, he described the design of planned attacks on buildings inside the United States and how operatives were directed to carry them out. He told us the operatives had been instructed to ensure that the explosives went off at a point that was high enough to prevent the people trapped above from escaping out the windows. KSM also provided vital information on al Qaeda's efforts to obtain biological weapons. During questioning, KSM admitted that he had met three individuals involved in al Qaeda's efforts to produce anthrax, a deadly biological agent, and he identified one of the individuals as a terrorist named Yazeed. KSM apparently believed we already had this information because Yazeed had been captured and taken into foreign custody before KSM's arrest.

In fact, we did not know about Yazid's role in al Qaeda's anthrax program. Information from Yazid then helped lead to the capture of his two principal assistants in the anthrax program. Without the information provided by KSM and Yazid, we might not have uncovered this al Qaeda biological weapons program or stopped this al Qaeda cell from developing anthrax for attacks against the United States.

These are some of the plots that have been stopped because of the information of this vital program.

Terrorists held in CIA custody have also provided information that helped stop the planned strike on U.S. Marines at Camp Lemonier in Djibouti. They were going to use an explosive-laden water tanker. They've helped stop a planned attack on U.S. -- on the U.S. consulate in Karachi using car bombs and motorcycle bombs. And they helped stop a plot to hijack passenger planes and fly them into Heathrow or the Canary Wharf in London.

We're getting vital information necessary to do our jobs, and that's protect the American people and our allies.

Information from the terrorists in this program has helped us to identify individuals that al Qaeda deemed suitable for Western operations, many of whom we had never heard about before. They include terrorists who were sent to case targets inside the United States, including financial buildings in major cities on the East Coast. Information from terrorists in CIA custody has played a role in the capture or questioning of nearly every senior al Qaeda member or associate detained by the U.S. and its allies since this program began.

By providing everything from initial leads to photo identifications, to precise locations of where terrorists were hiding, this program has helped us to take potential mass murderers off the streets before they were able to kill.

This program has also played a critical role in helping us understand the enemy we face in this war. Terrorists in this program have painted a picture of al Qaeda's structure and financing and communications and logistics.

They have identified al Qaeda's travel routes and safe havens, and explained how al Qaeda's senior leadership communications with its operatives in places like Iraq. They provide information that allows us -- that has allowed us to make sense of documents and computer records that we have seized in terrorist raids.

They've identified voices in recordings of intercepted calls and helped us understand the meaning of potentially critical terrorist communications.

The information we get from these detainees is corroborated by intelligence, and we receive -- that we have received from other sources. And together this intelligence has helped us connect the dots and stop attacks before they occur.

Information from the terrorists questioned in this program helped unravel plots in terrorist cells in Europe and in other places. It's helped our allies protect their people from deadly enemies.

This program has been and remains one of the most vital tools in our war against the terrorists. It is invaluable to America and to our allies.

Were it not for this program, our intelligence community believes that al Qaeda and its allies would have succeeded in launching another attack against the American homeland. By giving us information about terrorist plans we could not get anywhere else, this program has saved innocent lives.

This program has been subject to multiple legal reviews by the Department of Justice and CIA lawyers. They've determined it complied with our laws. This program has received strict oversight by the CIA's inspector general. A small number of key leaders from both political parties on Capitol Hill were briefed about this program. All those involved in the questioning of the terrorists are carefully chosen, and they're screened from a pool of experienced CIA officers. Those selected to conduct the most sensitive questioning had to complete more than 250 additional hours of specialized training before they are allowed to have contact with a -- captured terrorists. I want to be absolutely clear with our people and the world. The United States does not torture. It's against our laws, and it's against our values. I have not authorized it, and I will not authorize it.

Last year, my administration worked with Senator John McCain, and I signed into law the Detainee Treatment Act, which established the legal standards for treatment of detainees wherever they are held. I support this act. And as we implement this law, our government will continue to use every lawful method to obtain intelligence that can protect innocent people and stop another attack like the one we experienced on September the 11th, 2001.

The CIA program has detained only a limited number of terrorist at any given time. And once we have determined that the terrorists held by the CIA have little or no additional intelligence value, many of them have been returned to their home countries for prosecution or detention by their governments. Others have been accused of terrible crimes against the American people, and we have a duty to bring those responsible for these crimes to justice. So we intend to prosecute these men, as appropriate, for their crimes.

Soon after the war on terror began, I authorized a system of military commissions to try foreign terrorists accused of war crimes. Military commissions have been used by presidents from George Washington to Franklin Roosevelt to prosecute war criminals because the rules for trying enemy combatants in a time of conflict must be different from those for trying common criminals or members of our own military.

One of the first suspected terrorists to be put on trial by military commission was one of Osama bin Laden's bodyguards, a man named Hamdan. His lawyers challenged the legality of the military commission system. It took more than two years for this case to make its way through the courts. The Court of Appeals for the District of Columbia Circuit upheld the military commissions we had designed, but this past June, the Supreme Court overturned that decision. The Supreme Court determined that military commissions are an appropriate venue for trying terrorists, but ruled that military commissions needed to be explicitly authorized by the United States Congress.

So today I'm sending Congress legislation to specifically authorize the creation of military commissions to try terrorists for war crimes. My administration has been working with members of both parties in the House and Senate on this legislation. We've put forward a bill that ensures these commissions are established in a way that protects our national security and ensures a full and fair trial for those accused. The procedures in the bill I am sending to Congress today reflect the reality that we are a nation at war and that it is essential for us to use all reliable evidence to bring these people to justice.

We're now approaching the five-year anniversary of the 9/11 attacks, and the families of those murdered that day have waited patiently for justice. Some of the families are with us today. They should have to wait no longer.

So I'm announcing today that Khalid Sheikh Mohammed, Abu Zubaydah, Ramzi bin al-Shibh, and 11 other terrorists in CIA custody have been transferred to the United States Naval Base at Guantanamo Bay.

They are being held in the custody of the Department of Defense.

As soon as Congress acts to authorize the military commissions I have proposed, the men our intelligence officials believe orchestrated the deaths of nearly 3,000 Americans on September the 11th, 2001, can face justice. (Cheers, applause.)

We will also seek to prosecute those believed to be responsible for the attack on the USS Cole, and an operative believed to be involved in the bombings of the American embassies in Kenya and Tanzania.

With these prosecutions, we will send a clear message to those who kill Americans: No longer (sic.25matter) how long it takes, we will find you and we will bring you to justice. (Applause.)

These men will be held in a high-security facility at Guantanamo. The International Committee of the Red Cross is being advised of their detention and will have the opportunity to meet with them. Those charged with crimes will be given access to attorneys who will help them prepare their defense, and they will be presumed innocent. While at Guantanamo, they will have access to the same food, clothing, medical care and opportunities for worship as other detainees. They will be questioned subject to the new U.S. Army Field Manual, which the Department of Defense is issuing today. And they will continue to be treated with the humanity that they denied others. As we move forward with the prosecutions, we will continue to urge nations across the world to take back their nationals at Guantanamo, who will not be prosecuted by our military commissions. America has no interest in being the world's jailer.

But one of the reasons we have not been able to close Guantanamo is that many countries have refused to take back their nationals held at the facility. Other countries have not provided adequate assurances that their nationals will not be mistreated or they will not return to the battlefield, as more than a dozen people released from Guantanamo already have.

We will continue working to transfer individuals held at Guantanamo and ask other countries to work with us in this process. And we will move toward the day when we can eventually close the detention facility at Guantanamo Bay. I know Americans have heard conflicting information about Guantanamo. Let me give you some facts. Of the thousands of terrorists captured across the world, only about 770 have ever been sent to Guantanamo. Of these, about 315 have been returned to other countries so far, and about 455 remain in our custody. They are provided the same quality of medical care as the American service members who guard them. The International Committee of the Red Cross has the opportunity to meet privately with all who are held there.

The facility has been visited by government officials from more than 30 countries, and delegations from international or organizations, as well. After the Organization for Security and Cooperation in Europe came to visit, one of its delegation members called Guantanamo a model prison, where people are treated better than in prisons in his own country.

Our troops can take great pride in the work they do at Guantanamo Bay, and so can the American people.

As we prosecute suspected terrorist leaders and operatives who have now been transferred to Guantanamo, we'll continue searching for those who have stepped forward to take their places. This nation's going to stay on the offense to protect the American people. We will continue to bring the world's most dangerous terrorists to justice, and we will continue working to collect the vital intelligence we need to protect our country.

The current transfers mean that there are now no terrorists in the CIA program. But as more high-ranking terrorists are captured, the need to obtain intelligence from them will remain critical, and having a CIA program for questioning terrorists will continue to be crucial to getting lifesaving information.

Some ask, why are you acknowledging this program now? There are two reasons why I'm making these limited disclosures today.

First, we have largely completed our questioning of the men, and to start the process for bringing them to trial, we must bring them into the open.

Second, the Supreme Court's recent decision has impaired our ability to prosecute terrorists through military commissions and has put in question the future of the CIA program. In its ruling on military commissions, the court determined that a provision of the Geneva Conventions known as Common Article 3 applies to our war with al Qaeda. This article includes provisions that prohibit outrageous upon personal dignity and humiliating and degrading treatment. The problem is that these and other provisions of Common Article 3 are vague and undefined, and each could be interpreted in different ways by an American or foreign judges.

And some believe our military and intelligence personnel involved in capturing and questioning terrorists could now be at risk of prosecution under the War Crimes Act simply for doing their jobs in a thorough and professional way.

This is unacceptable. Our military and intelligence personnel go face to face with the world's most dangerous men every day. They have risked their lives to capture some of the most brutal terrorists on earth, and they have worked day and night to find out what the terrorists know so we can stop new attacks. America owes our brave men and women some things in return; we owe them their (sic) thanks for saving lives and keeping America safe, and we owe them clear rules so they can continue to do their jobs and protect our people.

So I'm -- today I'm asking Congress to pass legislation that will clarify the rules for our personnel fighting the war on terror. First, I am asking Congress to list the specific recognizable offenses that would be considered crimes under the War Crimes Act so our personnel can know clearly what is prohibited in the handling of terrorist enemies.

Second, I'm asking that Congress make explicit that by following the standards of the Detainee Treatment Act, our personnel are fulfilling America's obligations under Common Article 3 of the Geneva Conventions.

Third, I'm asking that Congress make it clear that captured terrorists cannot use the Geneva Conventions as a basis to sue our personnel in courts, in U.S. courts. The men and women who protect us should not have to fear lawsuits filed by terrorists because they're doing their jobs.

The need for this legislation is urgent. We need to ensure that those questioning terrorists can continue to do everything within the limits of the law to get information that can save American lives.

My administration will continue to work with the Congress to get this legislation enacted, but time is of the essence. Congress is in session just for a few more weeks, and passing this legislation ought to be the top priority. (Applause.)

As we work with Congress to pass a good bill, we will also consult with congressional leaders on how to ensure that the CIA program goes forward in a way that follows the law, that meets the national security needs of our country, and protects the brave men and women we ask to obtain information that will save innocent lives.

For the sake of our security, Congress needs to act and update our laws to meet the threats of this new era, and I know they will.

We're engaged in a global struggle, and the entire civilized world has a stake in its outcome. America is a nation of law, and as I work with Congress to strengthen and clarify our laws here at home, I will continue to work with members of the international community who have been our partners in this struggle. I've spoken with leaders of foreign governments and worked with them to address their concerns about Guantanamo and our detention policies. I'll continue to work with the international community to construct a common foundation to defend our nations and protect our freedoms.

Free nations have faced new enemies and adjusted to new threats before, and we have prevailed. Like the struggles of the last century, today's war on terror is, above all, a struggle for freedom and liberty. The adversaries are different, but the stakes in this war are the same. We're fighting for our way of life and our ability to live in freedom. We're fighting for the cause of humanity against those who seek to impose the darkness of tyranny and terror upon the entire world. And we're fighting for a peaceful future for our children and our grandchildren. May God bless you all.

Text of George Bush's speech

Mr Speaker, Mr President Pro Tempore, members of Congress, and fellow Americans:

In the normal course of events, Presidents come to this chamber to report on the state of the Union. Tonight, no such report is needed. It has already been delivered by the American people.

We have seen it in the courage of passengers, who rushed terrorists to save others on the ground - passengers like an exceptional man named Todd Beamer. And would you please help me to welcome his wife, Lisa Beamer, here tonight.

We have seen the state of our Union in the endurance of rescuers, working past exhaustion. We have seen the unfurling of flags, the lighting of candles, the giving of blood, the saying of prayers - in English, Hebrew, and Arabic. We have seen the decency of a loving and giving people who have made the grief of strangers their own.

My fellow citizens, for the last nine days, the entire world has seen for itself the state of our Union - and it is strong.

Tonight we are a country awakened to danger and called to defend freedom. Our grief has turned to anger, and anger to resolution. Whether we bring our enemies to justice, or bring justice to our enemies, justice will be done.

I thank the Congress for its leadership at such an important time. All of America was touched on the evening of the tragedy to see Republicans and Democrats joined together on the steps of this Capitol, singing "God Bless America." And you did more than sing; you acted, by delivering $40 billion to rebuild our communities and meet the needs of our military.

Speaker Hastert, Minority Leader Gephardt, Majority Leader Daschle and Senator Lott, I thank you for your friendship, for your leadership and for your service to our country.

And on behalf of the American people, I thank the world for its outpouring of support. America will never forget the sounds of our National Anthem playing at Buckingham Palace, on the streets of Paris, and at Berlin's Brandenburg Gate.

We will not forget South Korean children gathering to pray outside our embassy in Seoul, or the prayers of sympathy offered at a mosque in Cairo. We will not forget moments of silence and days of mourning in Australia and Africa and Latin America.

Nor will we forget the citizens of 80 other nations who died with our own: dozens of Pakistanis; more than 130 Israelis; more than 250 citizens of India; men and women from El Salvador, Iran, Mexico and Japan; and hundreds of British citizens. America has no truer friend than Great Britain. Once again, we are joined together in a great cause - so honored the British Prime Minister has crossed an ocean to show his unity of purpose with America. Thank you for coming, friend.

On September the 11th, enemies of freedom committed an act of war against our country. Americans have known wars - but for the past 136 years, they have been wars on foreign soil, except for one Sunday in 1941. Americans have known the casualties of war - but not at the center of a great city on a peaceful morning. Americans have known surprise attacks - but never before on thousands of civilians. All of this was brought upon us in a single day - and night fell on a different world, a world where freedom itself is under attack.

Americans have many questions tonight. Americans are asking: Who attacked our country? The evidence we have gathered all points to a collection of loosely affiliated terrorist organizations known as al Qaeda. They are the same murderers indicted for bombing American embassies in Tanzania and Kenya, and responsible for bombing the USS Cole.

Al Qaeda is to terror what the mafia is to crime. But its goal is not making money; its goal is remaking the world - and imposing its radical beliefs on people everywhere.

The terrorists practice a fringe form of Islamic extremism that has been rejected by Muslim scholars and the vast majority of Muslim clerics - a fringe movement that perverts the peaceful teachings of Islam. The terrorists' directive commands them to kill Christians and Jews, to kill all Americans, and make no distinction among military and civilians, including women and children.

This group and its leader - a person named Osama bin Laden - are linked to many other organizations in different countries, including the Egyptian Islamic Jihad and the Islamic Movement of Uzbekistan. There are thousands of these terrorists in more than 60 countries. They are recruited from their own nations and neighborhoods and brought to camps in places like Afghanistan , where they are trained in the tactics of terror. They are sent back to their homes or sent to hide in countries around the world to plot evil and destruction.

The leadership of al Qaeda has great influence in Afghanistan and supports the Taliban regime in controlling most of that country. In Afghanistan, we see al Qaeda's vision for the world.

Afghanistan's people have been brutalized - many are starving and many have fled. Women are not allowed to attend school. You can be jailed for owning a television. Religion can be practiced only as their leaders dictate. A man can be jailed in Afghanistan if his beard is not long enough.

The United States respects the people of Afghanistan - after all, we are currently its largest source of humanitarian aid - but we condemn the Taliban regime. It is not only repressing its own people, it is threatening people everywhere by sponsoring and sheltering and supplying terrorists. By aiding and abetting murder, the Taliban regime is committing murder.

And tonight, the United States of America makes the following demands on the Taliban: Deliver to United States authorities all the leaders of al Qaeda who hide in your land. Release all foreign nationals, including American citizens, you have unjustly imprisoned. Protect foreign journalists, diplomats and aid workers in your country. Close immediately and permanently every terrorist training camp in Afghanistan, and hand over every terrorist, and every person in their support structure, to appropriate authorities. Give the United States full access to terrorist training camps, so we can make sure they are no longer operating.

These demands are not open to negotiation or discussion. The Taliban must act, and act immediately. They will hand over the terrorists, or they will share in their fate.

I also want to speak tonight directly to Muslims throughout the world. We respect your faith. It's practiced freely by many millions of Americans, and by millions more in countries that America counts as friends. Its teachings are good and peaceful, and those who commit evil in the name of Allah blaspheme the name of Allah. The terrorists are traitors to their own faith, trying, in effect, to hijack Islam itself. The enemy of America is not our many Muslim friends; it is not our many Arab friends. Our enemy is a radical network of terrorists, and every government that supports them.

Our war on terror begins with al Qaeda, but it does not end there. It will not end until every terrorist group of global reach has been found, stopped and defeated.

Americans are asking, why do they hate us? They hate what we see right here in this chamber - a democratically elected government. Their leaders are self-appointed. They hate our freedoms - our freedom of religion, our freedom of speech, our freedom to vote and assemble and disagree with each other.

They want to overthrow existing governments in many Muslim countries, such as Egypt, Saudi Arabia, and Jordan. They want to drive Israel out of the Middle East. They want to drive Christians and Jews out of vast regions of Asia and Africa.

These terrorists kill not merely to end lives, but to disrupt and end a way of life. With every atrocity, they hope that America grows fearful, retreating from the world and forsaking our friends. They stand against us, because we stand in their way.

We are not deceived by their pretenses to piety. We have seen their kind before. They are the heirs of all the murderous ideologies of the 20th century. By sacrificing human life to serve their radical visions - by abandoning every value except the will to power - they follow in the path of fascism, and Nazism, and totalitarianism. And they will follow that path all the way, to where it ends: in history's unmarked grave of discarded lies.

Americans are asking: How will we fight and win this war? We will direct every resource at our command - every means of diplomacy, every tool of intelligence, every instrument of law enforcement, every financial influence, and every necessary weapon of war - to the disruption and to the defeat of the global terror network.

This war will not be like the war against Iraq a decade ago, with a decisive liberation of territory and a swift conclusion. It will not look like the air war above Kosovo two years ago, where no ground troops were used and not a single American was lost in combat.

Our response involves far more than instant retaliation and isolated strikes. Americans should not expect one battle, but a lengthy campaign, unlike any other we have ever seen. It may include dramatic strikes, visible on TV, and covert operations, secret even in success. We will starve terrorists of funding, turn them one against another, drive them from place to place, until there is no refuge or no rest. And we will pursue nations that provide aid or safe haven to terrorism. Every nation, in every region, now has a decision to make. Either you are with us, or you are with the terrorists. From this day forward, any nation that continues to harbor or support terrorism will be regarded by the United States as a hostile regime.

Our nation has been put on notice: We are not immune from attack. We will take defensive measures against terrorism to protect Americans. Today, dozens of federal departments and agencies, as well as state and local governments, have responsibilities affecting homeland security. These efforts must be coordinated at the highest level. So tonight I announce the creation of a Cabinet-level position reporting directly to me - the Office of Homeland Security.

And tonight I also announce a distinguished American to lead this effort, to strengthen American security: a military veteran, an effective governor, a true patriot, a trusted friend - Pennsylvania's Tom Ridge. He will lead, oversee and coordinate a comprehensive national strategy to safeguard our country against terrorism, and respond to any attacks that may come.

These measures are essential. But the only way to defeat terrorism as a threat to our way of life is to stop it, eliminate it, and destroy it where it grows.

Many will be involved in this effort, from FBI agents to intelligence operatives to the reservists we have called to active duty. All deserve our thanks, and all have our prayers. And tonight, a few miles from the damaged Pentagon, I have a message for our military: Be ready. I've called the Armed Forces to alert, and there is a reason. The hour is coming when America will act, and you will make us proud.

This is not, however, just America's fight. And what is at stake is not just America's freedom. This is the world's fight. This is civilization's fight. This is the fight of all who believe in progress and pluralism, tolerance and freedom.

We ask every nation to join us. We will ask, and we will need, the help of police forces, intelligence services, and banking systems around the world. The United States is grateful that many nations and many international organizations have already responded - with sympathy and with support. Nations from Latin America, to Asia, to Africa, to Europe, to the Islamic world. Perhaps the NATO Charter reflects best the attitude of the world: An attack on one is an attack on all.

The civilized world is rallying to America's side. They understand that if this terror goes unpunished, their own cities, their own citizens may be next. Terror, unanswered, can not only bring down buildings, it can threaten the stability of legitimate governments. And you know what - we're not going to allow it.

Americans are asking: What is expected of us? I ask you to live your lives, and hug your children. I know many citizens have fears tonight, and I ask you to be calm and resolute, even in the face of a continuing threat.

I ask you to uphold the values of America, and remember why so many have come here. We are in a fight for our principles, and our first responsibility is to live by them. No one should be singled out for unfair treatment or unkind words because of their ethnic background or religious faith.

I ask you to continue to support the victims of this tragedy with your contributions. Those who want to give can go to a central source of information, libertyunites.org, to find the names of groups providing direct help in New York, Pennsylvania, and Virginia.

The thousands of FBI agents who are now at work in this investigation may need your cooperation, and I ask you to give it.

I ask for your patience, with the delays and inconveniences that may accompany tighter security; and for your patience in what will be a long struggle.

I ask your continued participation and confidence in the American economy. Terrorists attacked a symbol of American prosperity. They did not touch its source. America is successful because of the hard work, and creativity, and enterprise of our people. These were the true strengths of our economy before September 11th, and they are our strengths today.

And, finally, please continue praying for the victims of terror and their families, for those in uniform, and for our great country. Prayer has comforted us in sorrow, and will help strengthen us for the journey ahead.

Tonight I thank my fellow Americans for what you have already done and for what you will do. And ladies and gentlemen of the Congress, I thank you, their representatives, for what you have already done and for what we will do together.

Tonight, we face new and sudden national challenges. We will come together to improve air safety, to dramatically expand the number of air marshals on domestic flights, and take new measures to prevent hijacking. We will come together to promote stability and keep our airlines flying, with direct assistance during this emergency.

We will come together to give law enforcement the additional tools it needs to track down terror here at home. We will come together to strengthen our intelligence capabilities to know the plans of terrorists before they act, and find them before they strike.

We will come together to take active steps that strengthen America's economy, and put our people back to work.

Tonight we welcome two leaders who embody the extraordinary spirit of all New Yorkers: Governor George Pataki, and Mayor Rudolph Giuliani. As a symbol of America's resolve, my administration will work with Congress, and these two leaders, to show the world that we will rebuild New York City.

After all that has just passed - all the lives taken, and all the possibilities and hopes that died with them - it is natural to wonder if America's future is one of fear. Some speak of an age of terror. I know there are struggles ahead, and dangers to face. But this country will define our times, not be defined by them. As long as the United States of America is determined and strong, this will not be an age of terror; this will be an age of liberty, here and across the world.

Great harm has been done to us. We have suffered great loss. And in our grief and anger we have found our mission and our moment. Freedom and fear are at war. The advance of human freedom - the great achievement of our time, and the great hope of every time - now depends on us. Our nation - this generation - will lift a dark threat of violence from our people and our future. We will rally the world to this cause by our efforts, by our courage. We will not tire, we will not falter, and we will not fail.

It is my hope that in the months and years ahead, life will return almost to normal. We'll go back to our lives and routines, and that is good. Even grief recedes with time and grace. But our resolve must not pass. Each of us will remember what happened that day, and to whom it happened. We'll remember the moment the news came - where we were and what we were doing. Some will remember an image of a fire, or a story of rescue. Some will carry memories of a face and a voice gone forever.

And I will carry this: It is the police shield of a man named George Howard, who died at the World Trade Center trying to save others. It was given to me by his mom, Arlene, as a proud memorial to her son. This is my reminder of lives that ended, and a task that does not end.

I will not forget this wound to our country or those who inflicted it. I will not yield; I will not rest; I will not relent in waging this struggle for freedom and security for the American people.

The course of this conflict is not known, yet its outcome is certain. Freedom and fear, justice and cruelty, have always been at war, and we know that God is not neutral between them.

Fellow citizens, we'll meet violence with patient justice - assured of the rightness of our cause, and confident of the victories to come. In all that lies before us, may God grant us wisdom, and may He watch over the United States of America.

I thank SOAS and Valerie Amos for bringing us together this evening.

As Valerie said, I had the luck of being working side by side with her to support the most vulnerable of the vulnerable in the most tragic of circumstances.

And I have to tell you that she is a leading humanitarian, a fantastic colleague and a very dear friend.

And I also want to thank all of you for being here to talk about one of the most difficult and challenging issues of our time: Combating the global threat of terrorism, without compromising our respect for human rights.

Let me be clear from the outset: nothing justifies terrorism - no cause, no grievance. 

Nothing can ever excuse the indiscriminate targeting of civilians, the wanton destruction of lives and livelihoods, and the creation of panic for its own sake.

Terrorism has unfortunately been with us in various forms across ages and continents.

But modern terrorism is being waged on an entirely different scale. It is notable for its geographic span. No country can claim to be immune.

It has become an unprecedented threat to international peace, security and development.

As conflicts have grown in intensity and number over the past decade, terrorist attacks have increased and spread, destroying societies and destabilizing entire regions.

Last year, at least 11,000 terrorist attacks occurred in more than 100 countries, resulting in more than 25,000 total deaths and 33,000 people injured.

And while the spotlight tends to focus on terrorism in the West, we should never forget that the vast majority of terrorist attacks take place in developing countries.

In 2016, nearly three-quarters of all deaths caused by terrorism were in just five States: Iraq, Afghanistan, Syria, Nigeria and Somalia.

It was estimated that the global economic impact of terrorism reached US$90 billion in 2015, but this cost may be far higher. And in 2015 again, terrorism costs amounted to 17.3% of GDP in Iraq and 16.8% in Afghanistan.

Modern terrorism is not only different in scale, but also different in nature.

It has grown more complex, and with new modus operandi.

How one cannot be horrified by trucks and cars ramming in a peaceful crowd with the intent of maiming and killing? It happened here in the streets of London, but also in Jerusalem, Barcelona, and more recently in New York. How one cannot be shaken to the core by the views of young girls not more than 10 used as human bomb in Maiduguri, in Nigeria?

It is an assault on our security, and our very humanity.

And the fact that the state of shock and terror of those murderous attacks is nowadays amplified by the 24-hour news cycle, social media and cynical political manipulation makes it even more impactful.

This has brought an acute perception of insecurity among communities that challenge the social fabric.

As Secretary General of an organisation established “to practice tolerance and live together in peace with one another as good neighbours”, I am painfully aware and concerned by the risk of fragmentation carried by global terrorism.

Dear friends,

I am here in London, and just down the road at the British Library you will find original copies of the Magna Carta.

More than 800 years ago, that Charter established that nobody should be imprisoned without due legal process. This established the principle of the rule of law.

And it is no shortcut to suggest that it laid the groundwork for the freedoms and liberties that terrorism directly assaults.

At its core, human rights are a true recognition of our common humanity. They unite people, while terrorism thrives on divisions.

I am here in London humbled by the long journey across history that gave recognition to the aspirations of people to justice, freedom and human rights.

Those are the very aspirations that led so many young men and women when I was living under Salazar’s dictatorship in Portugal to fight for human rights and democracy in my own country.

And I believe it is you, young people, who can take up the torch of those enduring aspirations.

Based on all my experience, and with a sense of urgency, I am here in London to deliver a simple message:

Terrorism is fundamentally the denial and destruction of human rights, and the fight against terrorism will never succeed by perpetuating the same denial and destruction.

We must relentlessly fight terrorism to protect human rights.

And at the same time, when we protect human rights, we are tackling the root causes of terrorism. 

For the power of human rights to bond is stronger than the power of terrorism to divide.

Let me reiterate two important points:

Number one, terrorism should not be associated with any religion, ethnicity or race.

Number two, there is no excuse for terrorism. Let me stress this once more.

Article 5 of the International Convention for the Suppression of Terrorism Bombings states that “such criminal acts (…) are under no circumstances justifiable by considerations of a political, philosophical, ideological, racial, ethnic, religious or other similar nature.”

Contrary to the propaganda of terrorist groups, terrorist acts are not legitimate murders, but murders plain and simple, and as such criminal acts.

But we must admit that there are indeed conditions conducive to terrorism and violent extremism.

If we want to address and avoid the gap between this global threat and our collective response, we need to pin them down.

First, it is clear that terrorist groups exploit conflict zones and ungoverned territories.

While terrorism often starts in conflict zones, it reaches far beyond them, organizing and inspiring attacks and radicalizing people across borders and continents.

Second, lack of development, and inclusive governance, including extreme poverty, inequality, as well as exclusion and discrimination are also drivers for terrorism and violent extremism.

Income inequalities are a growing trend within both developing and developed countries.

A new study on the threat of violent extremism in Africa found that lack of education and poverty were factors behind radicalization. But the final tipping point was often state violence and abuse of power.

93% of all terrorist attacks between 1989 and 2014 occurred in countries with high levels of extra-judicial deaths, torture and imprisonment without trial.

Third, Internet has become an asset for terrorist groups to disseminate violent extremist propaganda, recruiting new converts and raising money.

It was first used in the 90’s by white supremacists in the United States to reach a wider audience easily and cheaply, giving a voice to many forms of racism and Anti-Semitism.

The recruitment of violent extremists through social media is nowadays central to Da’esh’s terrorist campaigns.

Although the drivers of radicalization to violence varied from country to country and even within countries, terrorism draws strength from resentment, humiliation, lack of education.

Terrorism thrives when disenfranchised people meet nothing but indifference and nihilism. It is deeply rooted in hopelessness and despair.

That is why human rights, all human rights, political and civil rights, but also economic, social and cultural rights, are unquestionably a part of the solution in fighting terrorism.

The threat of terrorism is real, dangerous, and unfortunately here for years to come.

Member States have primary responsibility for protecting their citizens. As a former Prime Minister, I know all too well this priority to enhance safety and security.

Military operations in Syria and Iraq have evicted Da’esh from its strongholds in Mosul and Raqqa.

But it would be a mistake to assume that military operations alone will eradicate terrorism.

Technology still enables terrorist groups to reach disenfranchised people everywhere in the world, and impress on them.

That is why a smart and comprehensive counter-terrorism global strategy addressing root causes of violent extremism is all too vital.

I would like to suggest five key counter-terrorism priorities, and underscore how respect for human rights and the rule of law will secure long-term benefits in the fight against it.

Number one, we need much stronger international cooperation on counter-terrorism.

I heard this message loud and clear during the high-level week of my first General Assembly at the United Nations in September. 152 leaders – 80% of all Members of the United Nations – highlighted the need to step up the exchange of information.

In a globalized world, the failings of one of State can quickly become a threat to its neighbors and far beyond. 

Our watchwords should therefore be unity, solidarity and collaboration.

It means unity at the United Nations. One of my first reforms as Secretary-General was to create a Counter-Terrorism Office to coordinate the 38 different UN groups and offices working in this area. I intend in that regard to develop a new UN system-wide Global Counter-Terrorism Coordination Compact.

And it means unity in the international community. There is an urgent need for governments and security agencies to collaborate far more effectively in fighting terror, while respecting human rights.

There is still no consensus on a comprehensive Convention on International Terrorism.

But there are 19 different international conventions and many regional instruments in this field that make it easier to prosecute terrorists, enhance protection, and cooperate in other key areas.

They are true manifestation of the international rule of law.

Signing them and ratifying them is not enough. All governments must get serious about implementing them.

Furthermore, resolutions of the Security Council often complement those Conventions.

The Security Council has imposed sanctions against terrorist groups, but it has also played a leading role to enact common rules on foreign terrorist fighters, financial measures against terrorist groups and more recently international judicial cooperation.

Capacity building and appropriate expertise remain crucial for all Member States to implement those provisions.

Member States also need to increase international efforts to address the sources of financing, including suppressing money laundering and illicit trafficking.

But these multilateral efforts are insufficient against today’s threat.

Security services on the ground also need to get better at exchanging information, and acting on it, respecting, always, human rights.

To give just one example: police in certain countries are divided into local forces, which literally speak different languages and are reluctant to share information.

It is time for a new era of intelligence-sharing, and collaboration to save lives.

As a small contribution to this effort, next year I intend to convene the first-ever UN Summit of Heads of counter-terrorism agencies, to forge new partnerships and build a relationship of trust.

The second key route to more effective counter-terrorism is a sustained focus on prevention.

First, preventing conflict and sustainable development is our first line of defence against terrorism. When I took up the position of Secretary-General, I made this a priority, calling for a surge of preventive diplomacy.

The international community is already addressing some of the drivers of violent extremism. The 2006 UN Global Counter-Terrorism Strategy sets out strategic priorities and comprehensive recommendations. One of its four pillars is ensuring the full respect of human rights and the rule of law when countering terrorism.

Prevention, it’s true, includes deterrence. We need strong cross-border cooperation to make sure that highly-trained terrorists who travel to join conflicts and commit atrocities face prosecution under national laws if they return.

But prevention also means addressing the factors that radicalize young people and make terrorism an attractive option for them.

Second, development is the best way to tackle the poverty, inequality and lack of opportunity and public services that feed despair.

Development is an important goal in itself and should never be seen as a means to an end.

But it is also true that sustainable and inclusive development can unquestionably make a decisive contribution to preventing conflict and terrorism.

The United Nations development system helps governments tackle some of the root causes: poverty, inequality, youth unemployment and the lack of public services, such as health and education.

Right now, United Nations Agencies are supporting national governments in implementing the 2030 Agenda for Sustainable Development – the world’s shared blueprint for peace, prosperity, dignity for all, but also a powerful antidote as such to some of the causes of terrorism.

Third, investment in young people must be a major element of any prevention strategy. Most new recruits to terrorist organizations are between 17 and 27 years old.

Extremist groups can exploit feelings of disillusionment and alienation, offering a twisted sense of purpose to disaffected young people, including women and girls.

One major reason for this is lack of opportunity.

Jobs, education and vocational training for young people must be an absolute priority in national development plans and in international development cooperation.

Young people are an overwhelmingly positive asset to our societies. We must invest in them and empower them.

It is no surprise that the Kingdom of Jordan with so many threats on its borders with Syria and Iraq has wisely lead efforts in the United Nations on the Role of Youth in Countering Violent Extremism and Promoting Peace.

We stand with all young people victims of terrorism from the Chibok girls of Nigeria, to the Yezidi women and girls of Iraq, to young boys coerced into atrocious acts.

Fourth, we must place greater attention to the general inequalities and stereotypes that drive terrorist groups.

Regardless of the religious and philosophical ideology of these groups, one common element of their agendas is a subjugation of women and girls.

In parts of the world they are being sold into sexual slavery to finance terrorist groups and sexual violence itself is used as a tactic of terror.

Fifth, prevention also means winning the fight on Internet.

Terrorists are losing physical ground in Syria and Iraq, but gaining virtual ground in cyberspace. Beating them will require coordinated and determined global action.

Facebook, Microsoft, Twitter and YouTube have launched an anti-terror partnership, the “Global Internet Forum to Counter Terrorism”, aimed at thwarting the spread of extremist content online. This is a start. We need to keep the momentum.

I welcome recent advances in this area by the British, French and Italian governments, at the United Nations General Assembly.

We will never be able to prevent terrorists from communicating entirely. But we must make this as difficult as possible.

Number three, upholding human rights and the rule of law is the surest way to prevent a vicious circle of instability and resentment.

Terrorist groups, including Da’esh and Al Qaeda thrive in conflict zones – Iraq, Syria and Libya most notably. Violations of international humanitarian law are correlated with protracted conflict and radicalization.

I therefore call on all parties to conflict, with a deep sense of urgency, to respect and ensure respect for international humanitarian law and human rights in situations of armed conflict.

Taking all precautions to avoid civilian casualties, giving full access to humanitarian assistance, running detention centres in accordance with the status of prisoners of wars, prohibiting torture: all these measures talk to who we are.

But it is not only about our values. It is also about efficiency.

Those rules have been codified in the nineteenth century to prevent the suffering of war victims in modern conflict.

Henry Dunant was instrumental but lawyers from the United States with the Lieber Code in 1863, Russia with the Martens Clause, the United Kingdom, France and many other countries all contributed.

They go far beyond regulating the conduct of war on the battlefield.

They ensure that lasting peace and reconciliation will be possible.

Facing threats of an unprecedented nature, States are scrambling to enhance efficiency of their counter-terrorism legislation.

Heightened vigilance and targeted surveillance are essential, if we are to disrupt terrorist networks, track their activities and target their finances.

But without a firm basis in human rights, counter-terrorism policies can be misused and abused. They can actually make us less safe, by undermining good governance and the rule of law.

As I said earlier, terrorism is fundamentally the denial and destruction of human rights, and the fight against terrorism will never succeed by perpetuating the same denial and destruction.

This raises very difficult questions: how governments can take preventive security measures without undermining due process and legal safeguards? How can they adapt judicial systems to make them more prepared in face of imminent threats? What legal safeguards should control state surveillance? How can we ensure an effective border control while re-establishing the full integrity of the refugee protection regime?

I firmly believe that the principles of international criminal law offer a unifying framework.

A great Italian thinker during the age of enlightenment Cesare Beccaria laid the groundwork for those principles in 1764: he said there should be no punishment without a law – the right to be presumed innocent until proved guilty according to the law – and that punishment should be proportionate to the crime committed.

Those principles are reflected in international human rights conventions. They remain as relevant as ever.

Unfortunately, counter-terrorist policies may be used – and are being used - to suppress peaceful protests and legitimate opposition movements; to shut down debate; to target and detain human rights defenders; and to stigmatize minorities.

Such measures do not contribute to lasting peace.

Instead, they may contribute to lasting instability and resentment, generating chaos.

I reiterate that societies based on respect for human rights and with economic opportunities for all represents the most tangible and meaningful alternative to the recruitment strategies of terrorist groups.

Fourth, we must win the battle of ideas.

We should never shrink from pointing out the cynicism and errors of terrorism.

At a new “heart of darkness”, we should build a new age of enlightenment.

When terrorists portray violence as the best way of addressing inequality or grievances, we must answer with non-violence and inclusive decision-making. 

When terrorists claim to be punishing people they accuse of betrayal or exploitation, we must point to robust judicial systems and legal accountability.

We must address messages of hate with inclusivity, diversity, the protection of minorities and vulnerable people.

We need to invest in social cohesion, education and inclusive societies where diversity is perceived as a richness, not a threat, and where everybody feels that his or her identity is respected and that they fully belong to the community as a whole.

Political, religious and community leaders must fulfil their responsibilities in promoting a culture of tolerance and mutual respect.

Fighting bigotry and patriarchy; standing up for free media and the right to dissent; promoting the rule of law; demanding accountability and justice – the brave activists and civil society organizations that take on these issues are keeping us all safer.

Deradicalization can work. Repentant terrorists should understand that this change is possible, and we must pay attention on how they turn their back to their false ideals.

Teachers, academics, social workers are on the front line, and they also protect us.

I acknowledge and honour their contribution, and I urge everyone with influence to support them.

Fifth and finally, we must lift up the voices of the victims of terrorism.

Some of our best guides are the victims and survivors of terrorist attacks, who consistently call for accountability and results – not blanket measures or collective punishments.

I welcome the decision of the General Assembly to establish an International Day of Remembrance and Tribute to the victims of terrorism to be observed every year on 21 August.

I pay tribute to the communities around the world that are showing resilience in response to terrorist attacks. They are countering violent extremism every day in their homes, schools and places of worship.

Here in the United Kingdom, the entire city of Manchester came together earlier this year in an inspiring example of solidarity and unity. In London, your mayor, Sadiq Khan, described terrorism as “an assault on our shared values of tolerance, freedom and respect”.

We must resist the stereotyping and seeing vast communities as monoliths if we are to develop effective ways to fight this menace.

Stereotypes have many sources, including the media. We all have a responsibility to base our narratives on facts, and to avoid doing the terrorists’ work for them by demonizing and stigmatizing certain groups.

In some countries, the majority of terrorist plots and attacks are perpetrated by right-wing extremist groups. And yet the media focuses far more on attacks by immigrants or members of ethnic and religious minorities.

Refugees fleeing conflict are frequently targeted. It is a horrible distortion of their plight to accuse victims of terrorism of the crime they have just fled.

We are failing in our duty when we refuse to support all those affected by terrorism: the communities, victims, survivors and their families. These groups constantly remind us that without a criminal process, there is no possibility of justice.

When we respect the human rights of victims and provide them with support and information, we reduce the lasting damage done by terrorists to individuals, communities and societies.

Earlier this year, I sat in a tent in Kabul talking to some of the victims of terrorism. The women I met had been forced from their homes by a wave of bombings. They had lost everything.

They told me of their will to return home, to rebuild their lives, and get their children back into school, as soon as peace and security were re-established.

They had not lost their faith in our common humanity.

They kept hope alive and we must do the same.

We cannot allow terrorism to challenge the fundamental principles enshrined in the United Nations Charter, national Constitutions and international law.

The foundations of our global order are the strongest protection we have against this scourge.

We can only win this fight by upholding the dignity and worth of human person.

Principles however will not be enough: I call on world leaders to lead.

And I want to tell them that beyond security measures, we need education and social cohesion and respect for human rights.

That is how young people keep from false illusions afar, and become clear-thinking and enlightened citizens.

We have work to do, and I urge you all to join.

Distinguished Chairperson, Ministers, Excellencies, and fellow delegates. I am delighted to attend this 3 rd No Money for Terror event.

Ladies and gentlemen, terrorism remains a clear and present danger, a most serious threat to safety and security.

Combatting terrorist financing is an essential element of counter-terrorism, and is central to the mandate of the Financial Action Task Force, the FATF.

Part of the FATF’s work is setting global standards to prevent terrorist financing, detailing measures that all countries should implement.

Through its work, the FATF is playing a key role in the fight against terrorism.

I will be focusing my intervention on three aspects:

  • One: the evolving terrorism financing threat, specifically what it is and how it is changing geographically and ideologically;
  • Two: the impact of new tools and technologies, and
  • Finally: FATF’s work to strengthen national responses to terrorist financing.

First: Emerging risks and trends in TF

As part of the FATF’s strategic focus on countering terrorist financing, we continue to actively monitor evolving terrorist financing risks.

  • In 2015, the FATF issued its first report on the Financing-of-the-terrorist-organisation-ISIL.pdf
  • In 2018, the scope was broadened to include Al-Qaeda and its affiliates .
  • Since then, we have been regularly tracking the risks associated with ISIL, AQ and its affiliates through regular reports that are made available to all FATF Global Network members.

In addition to these regular updates, the FATF is scanning for new trends and methods relating to terrorist financing.

This includes analysing new methods of generating and moving funds, such as online crowdfunding, and studying the risks of terrorist financing associated with ethnically or racially motivated terrorism. 

This focus on both traditional and emerging risks enables the FATF to better help countries in tackling terrorist financing.

Evolving threat

I will now speak specifically on the evolving terrorist threats emanating from two distinct categories of actors.

  • ISIL, AQ and their affiliates, and
  • ethnically or racially motivated terrorist individuals and groups.

First on ISIL, AQ and their affiliates. While both networks have suffered operational setbacks in the past few years, they continue to capitalise on conflicts and instability to exert influence over large geographic areas in the Middle-East and in Eastern, Central and Western Africa, attracting recruits and resources from all over.

These groups are engaged in a broad range of criminal activities to raise funds, including through the illegal contraband trade, extortion, looting, kidnapping for ransom and abuse of non-profit organisations.

We also see them smuggling cash and relying heavily on money value transfer services, in particular hawalas.

However, we have recently been observing changes in the mode of financing of ISIL and AQ with the use of crypto assets.

These groups have been increasingly exploiting crypto assets to raise and move funds both within the terrorist organisation itself, and more widely at regional levels - between the core group and its affiliates.

We can deduce that this is most likely the result of increased familiarity of these avenues among members, including its senior leadership.

They frequently have used digital platforms to request donations, such as through crowdfunding, and to collect membership fees.

They have specifically asked for payment in the form of crypto assets. These individuals and groups have also engaged in overt commercial activities to raise funds.

These include organising concerts, selling merchandise, whether online or through front companies, and purchasing real estate.

More broadly, as terrorist groups are increasingly denied access to traditional financial services, including to financial institutions and mainstream money value transfer service platforms, they are shifting to more covert means of transferring and managing funds.

This includes using crypto assets for fundraising and money transfers - even creating their own stablecoins - and turning to alternative tailored crowdfunding platforms when they are banned from mainstream ones for violating their terms of service.

Use of technology by countries to combat CFT

While it is of concern that these terrorist groups are leveraging new technologies, we – law enforcement, regulators, supervisors – must be ambitious in considering how experts in counter-terrorism and countering the financing of terrorism can use them too.

Indeed at the recently concluded Special Meeting in New Delhi last month, the Counter Terrorism Committee unanimously adopted the Delhi Declaration on countering the use of new and emerging technologies for terrorist purposes.

The FATF on its part has been assessing the impact of new technologies for operational agencies.

Some agencies have developed or sourced digital solutions to transform their workflows relating to anti-money laundering and counter terrorist financing, and to understand emerging risks.

Yet the progress of adapting to new technologies, especially by law enforcement agencies, is still slow.

This must improve, and improve quickly.

We need to fully exploit the capabilities that technology bring.

Two important ways to enhance our efforts are:

  • First, countries need to embrace the use of advanced analytics and data pooling to better sense-make, derive insights into what is going on, and have the benefit of evidence to drive policy and operational actions; and
  • Second, countries need to collaborate with the private sector. Public-Private Partnerships - enabled by tools such as encryption and privacy-enhancing technologies can help build trust, make for greater understanding and alignment of purpose and objectives, and overcome obstacles to collaboration.

Better data sharing between jurisdictions and between financial institutions and consequently better quality STRs enable counter-terrorism investigators to see more pieces of the puzzle, and enhances their ability to uncover terrorist networks.

FATF’s work to strengthen countries’ responses to TF

At the core of the FATF’s work to help countries tackle terrorist financing is an effective risk assessment process.

The FATF Recommendations require each country to identify, assess and understand the terrorist financing risks it faces, and to take appropriate action to mitigate them.

The ultimate aim of this process is to dismantle and disrupt terrorist networks.

To help countries achieve this, the FATF developed terrorist financing risk assessment guidance in 2019 , recognising that countries were experiencing challenges in this area.

This guidance assists practitioners, particularly in lower capacity countries, in assessing terrorist financing risks at the national level by providing examples of good practices, relevant training courses and practical examples.

With a stronger understanding of the risks, countries can better adapt their responses to the terrorism and terrorist financing threats they face.

All but two FATF members have by now carried out a national risk assessment on terrorist financing.  

Investigation and prosecution of terrorist financing is also key.

Assessments conducted by the FATF, and its Global Network have highlighted that many countries have major or fundamental weaknesses in investigating and prosecuting those who finance terrorism.

In response to this finding, the FATF developed tailored guidance in 2021 to help investigative and prosecutorial authorities by sharing real life cases. This builds upon the other guidance that FATF has issued:

To successfully tackle the threat of terrorism and their devastating impact, we must be fully invested in combating terrorist financing as a key pillar of this fight.

As many of us here today are well aware, terrorism remains a clear and present danger.

The FATF will continue to monitor the evolving and emerging risk areas, as well as supporting countries in strengthening their response to terrorist financing risks.

We will do our part.

But collectively, we must do more.

Countries must invest in new tools and capabilities to track evolving threats and respond to them.

We need national authorities to remain fully committed to working together and with industry on detecting, tracking and disrupting the financial flows that support terrorism.

We need a strong global network to tackle the terrorism threat.

No single country can achieve success alone.

This must be a highly collaborative effort: nationally, regionally and internationally.

It is only through our concerted - and collaborative – efforts, that we can be successful in this fight against terrorist financing & terrorism and prevail. Let there be No Money for Terror!

Disbelief in humanity raises after seeing a terrorist activity, this gives birth to another terrorist. There exist different types of terrorism in different parts of the country and abroad.

Today, terrorism is not only the problem of India, but in our neighboring country also, and governments across the world are making a lot of effort to deal with it. Attack on world trade center on September 11, 2001, is considered the largest terrorist attack in the world. Terrorism has become a global threat which needs to be controlled from the initial level. Terrorism cannot be controlled by the law enforcing agencies alone. The people in the world will also have to unite in order to face this growing threat of terrorism.

Hon’ble Principal, Vice Principal, Respected Fellow Teachers and My Dear Students – I welcome you all to our school seminar hall. First of all, let me wish warm greetings to everyone present here!

Just like always, we have again assembled to discuss and exchange our thought process on the most pertinent issues that concern us and our country at large. And today, we are going to discuss yet another burning issue from which the whole world is suffering, i.e. Terrorism. Since I feel so strongly about this subject; I have chosen this topic in order to raise awareness of my students and make them realize in what ways it has affected the world. Though my personal opinion is not different from the rest of the world, I would still like to share it with you all and say that terrorism has caused a major havoc on our planet and unsettled the lives of everybody. It is owing to the growing terrorist attacks that many brave soldiers and countless innocent people are losing their lives; the world’s economy has suffered a serious breakdown and most important of all it has created a fear in everyone’s heart that their lives are not safe anywhere.

If you reverse the clock time, you will realize that the history is replete with the horrifying incidents of terrorist attacks. We can never sleep carefree at night, cannot walk freely on streets because in some way or the other we live under a constant threat of attack that hovers around and mainly because of the growing terrorist attacks and cases of murder. This is the reason we are often being told by our loved ones to avoid being at crowded places, especially during the festive seasons. Terrorism is that activity, which is purposely carried out by a group of men or several terrorist organizations to generate fear or panic amongst the masses with the sole aim to cause damage to their lives and property. It is such a hideous exercise to unsettle people’s peaceful lives and destroy their families.

The wound of Mumbai Terrorist Attack, i.e. 26/11 is still not healed and the world is witnessing an alarming rate of increase in such activities: from Pakistan bomb attacks to terrorist attacks on Mumbai Taj Hotel, from the Twin tower attack in America to bombings in London. These heinous activities are carried out by the terrorist groups without any fear in their hearts.

Unfortunately, people like us become terrorists, whose minds are brainwashed by the terrorist organizations (belonging to such places as Afghanistan, Iraq and Taliban), to that extent that they are even willing to become suicide bombers and become appalling examples of human weapon to be used by the terrorist groups.

The aim of these terrorist activities is to wear down the social, economical and political machinery of our country or other countries in the world. As per the statistics revealed to the public, the country US spends nearly $5 million every year in order to combat terrorism. In fact, our country is also showing an active participation to uproot this issue; through an alliance called POTA, which is formed by our Indian government to deal with this growing threat.

So let’s take a pledge together that we will put every bit of our efforts to stop these heinous activities of crime and murder and strengthen our country by enlightening the people and raising their consciousness towards it.

Warm Greetings to the Hon’ble Chairman of ABC Social Activist Group, Committee Members and Dear Audience!

I welcome you all to the 26 th Annual Discussion Program organized to raise consciousness of the people towards the sensitive issues that our country is grappling with. And since the news of terror attacks and bomb blasts always remain in the news highlights, I considered to take up this topic for today’s discussion and analysis.

Even though the cases of criminal violence and war threats have been making rounds since the time of human existence; the whole idea of terrorism shrouded in a form of political brutality traces its roots in le terreur, i.e. the revolution in France. In the beginning, a word to define the callous attitude of a revolutionary government regime (where around forty thousand people were beheaded) during the late 19 th century was referred to as the act of “terrorism” implying almost solely to the anti-government group violence, like the Russian Narodnaya Volya , i.e. “Will of the People”. It is since then that the designation of terrorist groups or their actions has differed with the changing political aims and assumptions.

There are many questions that are raised on terrorism, such as how terrorism facilitates the disruption of a national political system or its social institutions? In what way terrorism act as a catalyst for a rapid social change? Then, in what manner can terrorism define the social correlation between a frustrated minority and the ruling political group, or between a deprived group and one that enjoys a complete monopoly by employing force? A comprehensive sociological view on terrorism is only possible through the discussion of political events that unfold on a large scale, not only in terms of cumulative numerical statements, but also by examining its impact on the society.

There is no reason to deny that terrorism demobilizes and discourages populations and creates ruptures in a society even though in a striking contrast it also works as an integrative mechanism in bringing people together for a common goal. Terrorism creates chaos in a society and disrupts the law and order of a state or a country, i.e. kidnapping or killing of people from one sect by another sect on religious grounds or owing to the sub-cultural distinctions. However, no act of terrorism can ever be a method for speeding up the historical changes or a ploy for achieving any goals.

A recent terrorist attack that took place was on July 11, 2017. It was an attack on Amarnath Yatra in Anantnag where seven casualties were recorded and more than 19 people got severely wounded. Another incident that preceded it was the 2017 Bhopal-Ujjain bombing terror attack on a passenger train that occurred on 7 th March. The bombing incident unfolded at Jabri Railway Station in the district of Shajapur, Madhya Pradesh, wounding 10 travelers.

Even though sociologically terrorists may not be able of toppling up the social order; however they do create ruptures within that order and weaken the administrative capacity of the officials as well as the ruling elite.

It is, therefore, not right to encourage or shelter the anti-social elements in our society and we all should become a little more pro-active in terms of keeping a close watch on our surroundings and reporting things to police if we observe anything suspicious. This is all I have to say!

Good Morning Ladies and Gentlemen!

Before this event begins, I would like to thank all the people for gathering here and take this opportunity to say a few words on terrorism. As we all know that today this event is organized in this area to spread awareness about terrorism amongst people. It has become very important for people to understand what is terrorism actually?

Terrorism could be defined simply as it is an unlawful act that is to create violence among people. Now-a-days fear of terrorism is spreading rapidly all over the world. Terrorists spread terrorism on the name of religion and people are living in a fear of losing lives of their loved ones, especially those who are living in vulnerable places. There are many terrorists groups such as ISIS, AL-QUAEDA, etc. Directly or indirectly, whole world is getting affected by the spread of terrorism. Terrorist activities take place due to political, religious, personal and ideological gains. As the whole world is suffering from this problem called terrorism, thus it could be solved internationally. Only one or few countries are not responsible for it.

India had faced many problems as a nation in her entire history and terrorism is a biggest of them. There are many instances where the country had gone through the fear of terrorism and the most obscene attack was on the Taj Hotel which had left an awful impact on a whole country. The country had faced a huge loss of lives and had gone through economical crises during this attack. These kinds of attacks exercised by those terrorists are for their political and other unjustified gains. They do unjustified killings for their unjustified demands. These attacks aimed to demobilize people and make the whole country suffer in various aspects.

Many people from our own country are in the support of these terrorist attacks and they think that what these terrorists are doing to their own country is justified and this is meriting shame for us. All these attacks exercised to create hoax among people. Recently, terrorists attacked pilgrims in South Kashmir’s Anantnag due to which seven of those pilgrims were killed including five women and 12 got injured. Is it still justified to kill those innocent people? No religion says to kill people, but they are only people who do killings on the name of religion. Thus, India is spending a lot of money on country’s security every year to stop attacks done on the nation and to fight against terrorism, but these groups of terrorists are so highly trained that they still manage to secretly enter in our country. Our country may not be the safest country, but it has the latest technological security devises to fight against these terrorists groups.

The world can overcome this dangerous problem only when the awareness among people will increase and when the countries will come together to solve this problem with unity.

On this note, I would like to end my speech and extend special thanks to all of you for joining us today and for making this event such a success.

Respected principal, Respected Teachers and My Dear Friends!

As we all know that today this event is organized in this auditorium to spread knowledge about terrorism amongst young generations and as a head girl I would like to take this opportunity to say few words on terrorism. As we all are cognizant of today’s biggest problem of the entire world and thus it is very important to understand that what is terrorism and why is terrorism? To use unlawful violence against people or property to achieve political objectives is called terrorism. The spread of terrorism is for their political and personal gains.

We all know that our country had gone through many internal and external threats in the history, but terrorists had disseminated its roots all over the country that it has become very difficult to counter it. It has its huge impact, especially on our country’s youth. Many children, especially from Islam community are getting trapped in their net of violence. Our country is getting victimized many times by those terrorists and hence there are many examples of their attacks. Recently, there were two such cases in 2017. First, on March 7, 2017 terrorists had attacked Bhopal-Ujjain passenger train with bombs. The bombing occurred at Jabri Railway Station of Shajapur district of Madhya Pradesh in which 10 passengers got injured. Secondly, on July 11, 2017 terrorists attacked Amarnath Yatra in Anantnag of Jammu and Kashmir. In this attack seven pilgrims were dead and six pilgrims got injured. These killings of innocent people are totally unjustified and such attacks are completely unlawful.

Due to these attacks our country had suffered from huge loss of lives and economical instability. Although, these attacks were mostly occur under the northern-western region of the country. The most effected state of our country is Jammu and Kashmir. The people living in this state are still living under fear of these terrorists’ attacks. But these days terrorists are striving to spread their roots deep down in this whole country as well as in the whole world.

Not only we, but the whole world is suffering due to these terrorists groups. Many countries like Iraq and Iran got trapped almost fully under these groups. The people living in these countries are still fighting for their freedom. Terrorism is a cause of different ideologies and religions of people. Religion varies from place to place on this earth and due to this when two different people of different religion meet; it causes a clash of different ideologies. We all have to understand that every person has its own way of thinking and set of beliefs.

Thus, terrorism is not only a specific country’s problem and this whole world wants to get rid of the terrorism. It is absolutely impossible for one country to solve the problem of terrorism. It is an international problem and thus action should be taken internationally by every country.

On this note I would like to conclude my speech and you may have your snacks now.

Hello everyone, thank you for assembling at the seminar today. First of all, I would like to welcome the honourable Chief Guest, Respected Principal, Vice Principal, Respected Fellow Teachers and dear Students.

Today is the annual day of our school and like every year, we keep a session for discussing the burning issues that concern our society, family and ourselves. This year, we have chosen the topic ‘Terrorism’. It is not only highly pertinent in India; it also disturbs the harmony of the entire world; thereby disrupting the peace and harmony of every individual.

Terrorism can be defined as the application of violence and bloodshed with the main purpose of advancing the ideological or political objective at the cost of the common people. Terrorism can be imposed in various forms with different causes and results. While terrorism always has a hazardous result, its root cause can be social, religious or political differences and ethnic when one class or community of people is suppressed by another.

It is mainly adopted by some anti-social elements for drawing attention of the political parties and the citizens towards a particular issue. While terrorism is a global issue, it has rapidly increased in India post the Independence and today, it has become the most critical issue faced not only by the innocent civilians, but also by the political parties who somewhere or the other are responsible for such heinous activities.

Some places in India such as Jammu and Kashmir, South and East Central India (Naxalites), Assam (ULFA), Jharkhand, West Bengal and many more are highly affected by terrorism. According to M. K. Narayanan (National Security Advisor), there are approximately 800 terrorist cells that are operating in India.

You all must be watching in the news that most of the terrorist activities in Kashmir, Pakistan induced i.e. ISI (Inter-Services Intelligence) as alleged by Media, while the Pakistani Government denies the same every time.

Out of various other causes, religious cause is one of the most critical reasons of terrorism in India, due to its sensitivity and influence on youth generations. Many people have misconceptions about how they view ‘religion’ and some anti-social elements take advantage of this and brainwash the minds of innocent youths converting them in terrorists. Report says that the majority of the deaths and incidents in India have occurred due to religion-induced terrorism.

Other causes of terrorism can be economic causes such as unemployment in the rural areas, missing land reforms, exploitation and abuse of poor and uneducated labourers by the land-owners, etc. These and other reasons have resulted in various terrorist groups such as the Maoist, Marxist, etc. functioning under various names.

Social issues such as unemployment, poverty, un-education, lack of basic amenities and infrastructure such as proper healthcare and transport systems, etc may also create rage amongst the common civilians against the government creating different terrorist groups.

Terrorism is a very critical issue of India today and it is equally hazardous for the entire world. Terrorism not only threatens the humanity, it also disturbs the law, peace and harmony. I, therefore through this seminar, appeal to the all of you, especially the youths that you should stay away from all such elements who influence you in the name of religion, social or economic cause. Terrorism is not the solution of any issue; it in fact only results in bloodshed of the innocent people who are in no way responsible for the current situation of the country.

Honorable Principal, Vice Principal, respected teachers and my dear students - I welcome all of you to our school seminar hall. First of all I want to warmly congratulate everyone here!

As always, we have gathered again to discuss our views and relevant issues that concern us and our country at large and our burning issue today is terrorism from which the whole world is suffering. I look forward to talking about this topic. I have chosen this topic to create awareness about it among my students and let them know how it has affected the world.

Though my personal opinion is no different from the rest of the world but still I would like to share it with you and say that terrorism has caused great havoc on our planet and destabilized the lives of all of us. Many brave soldiers and countless innocent people have lost their lives due to the increasing terrorist attacks. The economy of the world has suffered huge losses and most importantly it has instilled so much fear in everyone's heart that their life is not safe anywhere.

If you can reverse the hands of the clock, you will know that history is full of horrific incidents of terrorist attacks. We cannot sleep comfortably at night, cannot walk easily on the streets because we are always under threat of terrorist attacks which are due to increasing terrorist attacks killings. This is the reason why we often save our loved ones from gathering in crowded places, especially during the festive season. Terrorism is the activity that is intentionally used by a group of terrorist organizations to cause harm to normal life and property with the aim of creating fear or terror among the public. It is a disgusting practice to disturb the peaceful life of the people and destroy their families.

The wounds of Mumbai terrorist attacks (ie 26/11) are yet to be healed and such activities are increasing continuously in the world. For example from the Pakistan bombings to the terrorist attacks on the Mumbai Taj Hotel, from the bombings in America to the Twin Tower attacks. These heinous activities are carried out fearlessly by terrorist organizations.

Unfortunately only people like us become terrorists whose minds are manipulated by terrorist organizations (belonging to places like Afghanistan, Iraq and Taliban). They even set out to become suicide bombers and choose to become human weapons by terrorist groups.

The purpose of these terrorist activities is to disorder the social, economic and political machinery of our country or other countries of the world. According to publicly disclosed figures, the US spends about $5 million every year to combat terrorism. In fact our country is also showing active participation to address this issue. An alliance called POTA, created by our Indian government to tackle this growing menace, is trying to fight it.

So let us pledge that we will do everything possible to stop these heinous activities of crimes and murders and make our country strong by making people aware.

Terrorism creates anarchy in the society and also creates disturbance in the law and order of a state or country i.e. kidnapping or killing people of another sect on religious grounds due to sub-cultural differences. However, terrorism can never be a way to achieve a goal through a historical change.

A recent terrorist attack took place on July 11, 2017. The attack was on the Amarnath Yatra in Anantnag where seven murders took place and over 19 people were seriously injured. Earlier there was another incident which happened on 7th March 2017 when a terrorist bomb blast attack on Bhopal-Ujjain train passenger took place. The bomb blast incident took place at Jibri railway station in Shahpur, Madhya Pradesh in which 10 passengers were injured.

Terrorists may not be able to disturb the social order but they weaken the society in such a way that affects the administrative ability of the officials and ruling elite.

So our society does not have the right to encourage or shelter anti-social elements and if we see something suspicious then we all should be a little more vigilant in keeping a close watch on our surroundings and reporting everything to the police . That's all I have to say!

India had to face many different problems throughout its history as a nation, the biggest being terrorism. There are many instances when the country went through the fear of terrorism for example the attack on the Taj Hotel which had a catastrophic effect on the entire country. The country suffered heavy losses in this attack and went through an economic crisis. These types of terrorist attacks are carried out by terrorists for political and other unfair advantage. They kill innocent people for their unreasonable demands. The purpose of these attacks is to intimidate people and to spread economic, social damage across the country.

Many people of our country are in support of these terrorist attacks and they feel that whatever these terrorists are doing for their country is justified and it is really a matter of shame for us. All these attacks have worked to spread fear among the people. Recently, terrorists attacked pilgrims in South Kashmir's Anantnag, due to which seven pilgrims were killed, including five women and 12 persons were injured. Is it fair to kill innocent people? No religion teaches to kill people but there are some people who commit murders in the name of religion. Thus India is spending a lot of money on security every year to prevent attacks on itself and fight terrorism but terrorist groups are so highly trained that they secretly enter our country's border. Our country is not the safest country but it has the resources to fight against these terrorist groups.

The world can overcome this dangerous problem only when awareness will increase among the people and all the countries will stand together to solve this problem together.

Like every year, today is our annual school day and today we have gathered here to discuss our society, family and other worrisome issues. This year, we have chosen 'Terrorism' as our theme, it is not only widely spread in India but it is affecting the unity of the whole world and hindering the peace and harmony of every person. .

Terrorism can be defined as an ideology that achieves the main objective of furthering its political and economic interests by sacrificing the lives of common people through violence and bloodshed. With various actions and measures, the growing effect of terrorism can be stopped. The result of terrorism is always dangerous, its root cause may be social, religious or political, caste differences and exploitation or retaliation of one class or community of people by another.

It is mainly adopted by some anti-social elements to draw the attention of political parties and citizens towards a particular issue. Though terrorism is a global issue and its rise in India after independence has accelerated and today, it has become the most worrying issue for innocent citizens, for this many political parties are also responsible for this heinous crime somewhere.

The regions of India like Jammu and Kashmir, South and East Central India (Naxals), Assam (ULFA), Jharkhand, West Bengal have been heavily affected by terrorism. According to MK Narayanan (National Security Advisor), there are around 800 terrorist organizations operating in India.

You all must have seen the news that most of the Pakistani terrorist activities in Kashmir are inspired by ie ISI (Inter-Services Intelligence), while the Pakistani government always denies this.

Terrorism is a very important issue of India today and it is equally dangerous for the whole world. Terrorism is not only fatal and a nightmare for humanity, but it also affects law, peace and harmony. Therefore, through this seminar, we appeal to all of you, especially the youth, that you should stay away from all such elements which affect you in the name of religion, social or economic reason. Terrorism is never a solution to an issue, in fact it is only a result of the blood of innocent people who are not responsible for the present situation of the country.

Mr. Speaker, Mr. President Pro Tempore, members of Congress, and fellow Americans:

In the normal course of events, Presidents come to this chamber to report on the state of the Union. Tonight, no such report is needed. It has already been delivered by the American people.

We have seen it in the courage of passengers, who rushed terrorists to save others on the ground—passengers like an exceptional man named Todd Beamer. And would you please help me to welcome his wife, Lisa Beamer, here tonight.

We have seen the state of our Union in the endurance of rescuers, working past exhaustion. We have seen the unfurling of flags, the lighting of candles, the giving of blood, the saying of prayers—in English, Hebrew, and Arabic. We have seen the decency of a loving and giving people who have made the grief of strangers their own.

My fellow citizens, for the last nine days, the entire world has seen for itself the state of our Union—and it is strong.

Tonight, we are a country awakened to danger and called to defend freedom. Our grief has turned to anger, and anger to resolution. Whether we bring our enemies to justice, or bring justice to our enemies, justice will be done.

I thank the Congress for its leadership at such an important time. All of America was touched on the evening of the tragedy to see Republicans and Democrats joined together on the steps of this Capitol, singing “God Bless America.” And you did more than sing; you acted, by delivering $40 billion to rebuild our communities and meet the needs of our military.

Speaker Hastert, Minority Leader Gephardt, Majority Leader Daschle and Senator Lott, I thank you for your friendship, for your leadership and for your service to our country. 

And on behalf of the American people, I thank the world for its outpouring of support. America will never forget the sounds of our National Anthem playing at Buckingham Palace, on the streets of Paris, and at Berlin's Brandenburg Gate.

We will not forget South Korean children gathering to pray outside our embassy in Seoul, or the prayers of sympathy offered at a mosque in Cairo. We will not forget moments of silence and days of mourning in Australia and Africa and Latin America.

Nor will we forget the citizens of 80 other nations who died with our own: dozens of Pakistanis; more than 130 Israelis; more than 250 citizens of India; men and women from El Salvador, Iran, Mexico and Japan; and hundreds of British citizens. America has no truer friend than Great Britain.  Once again, we are joined together in a great cause—so honored the British Prime Minister has crossed an ocean to show his unity of purpose with America. Thank you for coming, friend.

On September the 11th, enemies of freedom committed an act of war against our country. Americans have known wars—but for the past 136 years, they have been wars on foreign soil, except for one Sunday in 1941. Americans have known the casualties of war—but not at the center of a great city on a peaceful morning. Americans have known surprise attacks—but never before on thousands of civilians. All of this was brought upon us in a single day—and night fell on a different world, a world where freedom itself is under attack.

Americans have many questions tonight. Americans are asking: Who attacked our country? The evidence we have gathered all points to a collection of loosely affiliated terrorist organizations known as al Qaeda. They are the same murderers indicted for bombing American embassies in Tanzania and Kenya, and responsible for bombing the USS Cole.

Al Qaeda is to terror what the mafia is to crime. But its goal is not making money; its goal is remaking the world—and imposing its radical beliefs on people everywhere.

The terrorists practice a fringe form of Islamic extremism that has been rejected by Muslim scholars and the vast majority of Muslim clerics—a fringe movement that perverts the peaceful teachings of Islam. The terrorists' directive commands them to kill Christians and Jews, to kill all Americans, and make no distinction among military and civilians, including women and children.

This group and its leader—a person named Osama bin Laden—are linked to many other organizations in different countries, including the Egyptian Islamic Jihad and the Islamic Movement of Uzbekistan. There are thousands of these terrorists in more than 60 countries. They are recruited from their own nations and neighborhoods and brought to camps in places like Afghanistan, where they are trained in the tactics of terror. They are sent back to their homes or sent to hide in countries around the world to plot evil and destruction.

The leadership of al Qaeda has great influence in Afghanistan and supports the Taliban regime in controlling most of that country. In Afghanistan, we see al Qaeda's vision for the world.

Afghanistan's people have been brutalized—many are starving and many have fled. Women are not allowed to attend school. You can be jailed for owning a television. Religion can be practiced only as their leaders dictate. A man can be jailed in Afghanistan if his beard is not long enough.

The United States respects the people of Afghanistan—after all, we are currently its largest source of humanitarian aid—but we condemn the Taliban regime.  It is not only repressing its own people, it is threatening people everywhere by sponsoring and sheltering and supplying terrorists. By aiding and abetting murder, the Taliban regime is committing murder.

And tonight, the United States of America makes the following demands on the Taliban: Deliver to United States authorities all the leaders of al Qaeda who hide in your land. Release all foreign nationals, including American citizens, you have unjustly imprisoned. Protect foreign journalists, diplomats, and aid workers in your country. Close immediately and permanently every terrorist training camp in Afghanistan, and hand over every terrorist, and every person in their support structure, to appropriate authorities. Give the United States full access to terrorist training camps, so we can make sure they are no longer operating.

These demands are not open to negotiation or discussion. The Taliban must act, and act immediately. They will hand over the terrorists, or they will share in their fate.

I also want to speak tonight directly to Muslims throughout the world. We respect your faith. It's practiced freely by many millions of Americans, and by millions more in countries that America counts as friends. Its teachings are good and peaceful, and those who commit evil in the name of Allah blaspheme the name of Allah.  The terrorists are traitors to their own faith, trying, in effect, to hijack Islam itself. The enemy of America is not our many Muslim friends; it is not our many Arab friends. Our enemy is a radical network of terrorists, and every government that supports them.

Our war on terror begins with al Qaeda, but it does not end there. It will not end until every terrorist group of global reach has been found, stopped, and defeated.

Americans are asking, why do they hate us? They hate what we see right here in this chamber—a democratically elected government. Their leaders are self-appointed. They hate our freedoms—our freedom of religion, our freedom of speech, our freedom to vote and assemble and disagree with each other.

They want to overthrow existing governments in many Muslim countries, such as Egypt, Saudi Arabia, and Jordan. They want to drive Israel out of the Middle East. They want to drive Christians and Jews out of vast regions of Asia and Africa.

These terrorists kill not merely to end lives, but to disrupt and end a way of life. With every atrocity, they hope that America grows fearful, retreating from the world and forsaking our friends. They stand against us, because we stand in their way.

We are not deceived by their pretenses to piety. We have seen their kind before. They are the heirs of all the murderous ideologies of the 20th century. By sacrificing human life to serve their radical visions—by abandoning every value except the will to power—they follow in the path of fascism, and Nazism, and totalitarianism. And they will follow that path all the way, to where it ends: in history's unmarked grave of discarded lies.  

Americans are asking: How will we fight and win this war? We will direct every resource at our command—every means of diplomacy, every tool of intelligence, every instrument of law enforcement, every financial influence, and every necessary weapon of war—to the disruption and to the defeat of the global terror network.

This war will not be like the war against Iraq a decade ago, with a decisive liberation of territory and a swift conclusion. It will not look like the air war above Kosovo two years ago, where no ground troops were used and not a single American was lost in combat.

Our response involves far more than instant retaliation and isolated strikes. Americans should not expect one battle, but a lengthy campaign, unlike any other we have ever seen. It may include dramatic strikes, visible on TV, and covert operations, secret even in success. We will starve terrorists of funding, turn them one against another, drive them from place to place, until there is no refuge or no rest. And we will pursue nations that provide aid or safe haven to terrorism. Every nation, in every region, now has a decision to make. Either you are with us, or you are with the terrorists. From this day forward, any nation that continues to harbor or support terrorism will be regarded by the United States as a hostile regime.

Our nation has been put on notice: We are not immune from attack. We will take defensive measures against terrorism to protect Americans. Today, dozens of federal departments and agencies, as well as state and local governments, have responsibilities affecting homeland security. These efforts must be coordinated at the highest level. So tonight I announce the creation of a Cabinet-level position reporting directly to me—the Office of Homeland Security.

And tonight I also announce a distinguished American to lead this effort, to strengthen American security: a military veteran, an effective governor, a true patriot, a trusted friend—Pennsylvania's Tom Ridge. He will lead, oversee and coordinate a comprehensive national strategy to safeguard our country against terrorism, and respond to any attacks that may come.

These measures are essential. But the only way to defeat terrorism as a threat to our way of life is to stop it, eliminate it, and destroy it where it grows.

Many will be involved in this effort, from FBI agents to intelligence operatives to the reservists we have called to active duty. All deserve our thanks, and all have our prayers. And tonight, a few miles from the damaged Pentagon, I have a message for our military: Be ready. I've called the Armed Forces to alert, and there is a reason. The hour is coming when America will act, and you will make us proud.

This is not, however, just America's fight. And what is at stake is not just America's freedom. This is the world's fight. This is civilization's fight. This is the fight of all who believe in progress and pluralism, tolerance and freedom.

We ask every nation to join us. We will ask, and we will need, the help of police forces, intelligence services, and banking systems around the world. The United States is grateful that many nations and many international organizations have already responded—with sympathy and with support. Nations from Latin America, to Asia, to Africa, to Europe, to the Islamic world. Perhaps the NATO Charter reflects best the attitude of the world: An attack on one is an attack on all.

The civilized world is rallying to America's side. They understand that if this terror goes unpunished, their own cities, their own citizens may be next. Terror, unanswered, can not only bring down buildings, it can threaten the stability of legitimate governments. And you know what—we're not going to allow it.

Americans are asking: What is expected of us? I ask you to live your lives, and hug your children. I know many citizens have fears tonight, and I ask you to be calm and resolute, even in the face of a continuing threat.

I ask you to uphold the values of America, and remember why so many have come here. We are in a fight for our principles, and our first responsibility is to live by them. No one should be singled out for unfair treatment or unkind words because of their ethnic background or religious faith.

I ask you to continue to support the victims of this tragedy with your contributions. Those who want to give can go to a central source of information, libertyunites.org, to find the names of groups providing direct help in New York, Pennsylvania, and Virginia.

The thousands of FBI agents who are now at work in this investigation may need your cooperation, and I ask you to give it.

I ask for your patience, with the delays and inconveniences that may accompany tighter security; and for your patience in what will be a long struggle.

I ask your continued participation and confidence in the American economy. Terrorists attacked a symbol of American prosperity. They did not touch its source. America is successful because of the hard work, and creativity, and enterprise of our people. These were the true strengths of our economy before September 11th, and they are our strengths today.

And, finally, please continue praying for the victims of terror and their families, for those in uniform, and for our great country. Prayer has comforted us in sorrow and will help strengthen us for the journey ahead.

Tonight I thank my fellow Americans for what you have already done and for what you will do. And ladies and gentlemen of the Congress, I thank you, their representatives, for what you have already done and for what we will do together.

Tonight, we face new and sudden national challenges. We will come together to improve air safety, to dramatically expand the number of air marshals on domestic flights, and take new measures to prevent hijacking. We will come together to promote stability and keep our airlines flying, with direct assistance during this emergency.

We will come together to give law enforcement the additional tools it needs to track down terror here at home. We will come together to strengthen our intelligence capabilities to know the plans of terrorists before they act, and find them before they strike.

We will come together to take active steps that strengthen America's economy, and put our people back to work.

Tonight we welcome two leaders who embody the extraordinary spirit of all New Yorkers: Governor George Pataki, and Mayor Rudolph Giuliani. As a symbol of America's resolve, my administration will work with Congress, and these two leaders, to show the world that we will rebuild New York City.   

After all that has just passed—all the lives taken, and all the possibilities and hopes that died with them—it is natural to wonder if America's future is one of fear. Some speak of an age of terror. I know there are struggles ahead, and dangers to face. But this country will define our times, not be defined by them. As long as the United States of America is determined and strong, this will not be an age of terror; this will be an age of liberty, here and across the world.

Great harm has been done to us. We have suffered great loss. And in our grief and anger we have found our mission and our moment. Freedom and fear are at war. The advance of human freedom—the great achievement of our time, and the great hope of every time—now depends on us. Our nation—this generation—will lift a dark threat of violence from our people and our future. We will rally the world to this cause by our efforts, by our courage. We will not tire, we will not falter, and we will not fail.

It is my hope that in the months and years ahead, life will return almost to normal. We'll go back to our lives and routines, and that is good. Even grief recedes with time and grace. But our resolve must not pass. Each of us will remember what happened that day, and to whom it happened. We'll remember the moment the news came—where we were and what we were doing. Some will remember an image of a fire, or a story of rescue. Some will carry memories of a face and a voice gone forever.

And I will carry this: It is the police shield of a man named George Howard, who died at the World Trade Center trying to save others. It was given to me by his mom, Arlene, as a proud memorial to her son. This is my reminder of lives that ended, and a task that does not end.

I will not forget this wound to our country or those who inflicted it. I will not yield; I will not rest; I will not relent in waging this struggle for freedom and security for the American people.

The course of this conflict is not known, yet its outcome is certain. Freedom and fear, justice and cruelty, have always been at war, and we know that God is not neutral between them.

Fellow citizens, we'll meet violence with patient justice—assured of the rightness of our cause, and confident of the victories to come. In all that lies before us, may God grant us wisdom, and may He watch over the United States of America.

The causes of these attacks are the spreading of hatred among two communities, religion or nationalities. Instead of solving the issues, they take the decision of attacking the innocent citizens. This spreads threat across the whole country.

Just like always, we have again assembled to discuss and exchange our thought process on the most pertinent issues that concern us and our country at large. And today, we are going to discuss yet another burning issue from which the whole world is suffering, i.e. Terrorism. Since I feel so strongly about this subject; I have chosen this topic in order to raise awareness of my students and make them realize in what ways it has affected the world. Though my personal opinion is not different from the rest of the world, I would still like to share it with you all and say that terrorism has caused a major havoc on our planet and unsettled the lives of everybody. It is owing to the growing terrorist attacks that many brave soldiers and countless innocent people are losing their lives; the world’s economy has suffered a serious breakdown and most important of all it has created a fear in everyone’s heart that their lives are not safe anywhere.

If you reverse the clock time, you will realize that the history is replete with the horrifying incidents of terrorist attacks. We can never sleep carefree at night, cannot walk freely on streets because in some way or the other we live under a constant threat of attack that hovers around and mainly because of the growing terrorist attacks and cases of murder. This is the reason we are often being told by our loved ones to avoid being at crowded places, especially during the festive seasons. Terrorism is that activity, which is purposely carried out by a group of men or several terrorist organizations to generate fear or panic amongst the masses with the sole aim to cause damage to their lives and property. It is such a hideous exercise to unsettle people’s peaceful lives and destroy their families.

The wound of Mumbai Terrorist Attack, i.e. 26/11 is still not healed and the world is witnessing an alarming rate of increase in such activities: from Pakistan bomb attacks to terrorist attacks on Mumbai Taj Hotel, from the Twin tower attack in America to bombings in London. These heinous activities are carried out by the terrorist groups without any fear in their hearts.

Unfortunately, people like us become terrorists, whose minds are brainwashed by the terrorist organizations (belonging to such places as Afghanistan, Iraq and Taliban), to that extent that they are even willing to become suicide bombers and become appalling examples of human weapon to be used by the terrorist groups.

The aim of these terrorist activities is to wear down the social, economical and political machinery of our country or other countries in the world. As per the statistics revealed to the public, the country US spends nearly $5 million every year in order to combat terrorism. In fact, our country is also showing an active participation to uproot this issue; through an alliance called POTA, which is formed by our Indian government to deal with this growing threat.

So let’s take a pledge together that we will put every bit of our efforts to stop these heinous activities of crime and murder and strengthen our country by enlightening the people and raising their consciousness towards it.

Warm Greetings to the Hon’ble Chairman of ABC Social Activist Group, Committee Members and Dear Audience!

I welcome you all to the 26 th Annual Discussion Program organized to raise consciousness of the people towards the sensitive issues that our country is grappling with. And since the news of terror attacks and bomb blasts always remain in the news highlights, I considered to take up this topic for today’s discussion and analysis.

Even though the cases of criminal violence and war threats have been making rounds since the time of human existence; the whole idea of terrorism shrouded in a form of political brutality traces its roots in le terreur, i.e. the revolution in France. In the beginning, a word to define the callous attitude of a revolutionary government regime (where around forty thousand people were beheaded) during the late 19 th century was referred to as the act of “terrorism” implying almost solely to the anti-government group violence, like the Russian Narodnaya Volya , i.e. “Will of the People”. It is since then that the designation of terrorist groups or their actions has differed with the changing political aims and assumptions.

There are many questions that are raised on terrorism, such as how terrorism facilitates the disruption of a national political system or its social institutions? In what way terrorism act as a catalyst for a rapid social change? Then, in what manner can terrorism define the social correlation between a frustrated minority and the ruling political group, or between a deprived group and one that enjoys a complete monopoly by employing force? A comprehensive sociological view on terrorism is only possible through the discussion of political events that unfold on a large scale, not only in terms of cumulative numerical statements, but also by examining its impact on the society.

There is no reason to deny that terrorism demobilizes and discourages populations and creates ruptures in a society even though in a striking contrast it also works as an integrative mechanism in bringing people together for a common goal. Terrorism creates chaos in a society and disrupts the law and order of a state or a country, i.e. kidnapping or killing of people from one sect by another sect on religious grounds or owing to the sub-cultural distinctions. However, no act of terrorism can ever be a method for speeding up the historical changes or a ploy for achieving any goals.

A recent terrorist attack that took place was on July 11, 2017. It was an attack on Amarnath Yatra in Anantnag where seven casualties were recorded and more than 19 people got severely wounded. Another incident that preceded it was the 2017 Bhopal-Ujjain bombing terror attack on a passenger train that occurred on 7 th March. The bombing incident unfolded at Jabri Railway Station in the district of Shajapur, Madhya Pradesh, wounding 10 travelers.

Even though sociologically terrorists may not be able of toppling up the social order; however they do create ruptures within that order and weaken the administrative capacity of the officials as well as the ruling elite.

It is, therefore, not right to encourage or shelter the anti-social elements in our society and we all should become a little more pro-active in terms of keeping a close watch on our surroundings and reporting things to police if we observe anything suspicious. This is all I have to say!

Good Morning Ladies and Gentlemen!

Before this event begins, I would like to thank all the people for gathering here and take this opportunity to say a few words on terrorism. As we all know that today this event is organized in this area to spread awareness about terrorism amongst people. It has become very important for people to understand what is terrorism actually?

Terrorism could be defined simply as it is an unlawful act that is to create violence among people. Now-a-days fear of terrorism is spreading rapidly all over the world. Terrorists spread terrorism on the name of religion and people are living in a fear of losing lives of their loved ones, especially those who are living in vulnerable places. There are many terrorists groups such as ISIS, AL-QUAEDA, etc. Directly or indirectly, whole world is getting affected by the spread of terrorism. Terrorist activities take place due to political, religious, personal and ideological gains. As the whole world is suffering from this problem called terrorism, thus it could be solved internationally. Only one or few countries are not responsible for it.

India had faced many problems as a nation in her entire history and terrorism is a biggest of them. There are many instances where the country had gone through the fear of terrorism and the most obscene attack was on the Taj Hotel which had left an awful impact on a whole country. The country had faced a huge loss of lives and had gone through economical crises during this attack. These kinds of attacks exercised by those terrorists are for their political and other unjustified gains. They do unjustified killings for their unjustified demands. These attacks aimed to demobilize people and make the whole country suffer in various aspects.

Many people from our own country are in the support of these terrorist attacks and they think that what these terrorists are doing to their own country is justified and this is meriting shame for us. All these attacks exercised to create hoax among people. Recently, terrorists attacked pilgrims in South Kashmir’s Anantnag due to which seven of those pilgrims were killed including five women and 12 got injured. Is it still justified to kill those innocent people? No religion says to kill people, but they are only people who do killings on the name of religion. Thus, India is spending a lot of money on country’s security every year to stop attacks done on the nation and to fight against terrorism, but these groups of terrorists are so highly trained that they still manage to secretly enter in our country. Our country may not be the safest country, but it has the latest technological security devises to fight against these terrorists groups.

The world can overcome this dangerous problem only when the awareness among people will increase and when the countries will come together to solve this problem with unity.

Respected principal, Respected Teachers and My Dear Friends!

As we all know that today this event is organized in this auditorium to spread knowledge about terrorism amongst young generations and as a head girl I would like to take this opportunity to say few words on terrorism. As we all are cognizant of today’s biggest problem of the entire world and thus it is very important to understand that what is terrorism and why is terrorism? To use unlawful violence against people or property to achieve political objectives is called terrorism. The spread of terrorism is for their political and personal gains.

We all know that our country had gone through many internal and external threats in the history, but terrorists had disseminated its roots all over the country that it has become very difficult to counter it. It has its huge impact, especially on our country’s youth. Many children, especially from Islam community are getting trapped in their net of violence. Our country is getting victimized many times by those terrorists and hence there are many examples of their attacks. Recently, there were two such cases in 2017. First, on March 7, 2017 terrorists had attacked Bhopal-Ujjain passenger train with bombs. The bombing occurred at Jabri Railway Station of Shajapur district of Madhya Pradesh in which 10 passengers got injured. Secondly, on July 11, 2017 terrorists attacked Amarnath Yatra in Anantnag of Jammu and Kashmir. In this attack seven pilgrims were dead and six pilgrims got injured. These killings of innocent people are totally unjustified and such attacks are completely unlawful.

Due to these attacks our country had suffered from huge loss of lives and economical instability. Although, these attacks were mostly occur under the northern-western region of the country. The most effected state of our country is Jammu and Kashmir. The people living in this state are still living under fear of these terrorists’ attacks. But these days terrorists are striving to spread their roots deep down in this whole country as well as in the whole world.

Not only we, but the whole world is suffering due to these terrorists groups. Many countries like Iraq and Iran got trapped almost fully under these groups. The people living in these countries are still fighting for their freedom. Terrorism is a cause of different ideologies and religions of people. Religion varies from place to place on this earth and due to this when two different people of different religion meet; it causes a clash of different ideologies. We all have to understand that every person has its own way of thinking and set of beliefs.

Thus, terrorism is not only a specific country’s problem and this whole world wants to get rid of the terrorism. It is absolutely impossible for one country to solve the problem of terrorism. It is an international problem and thus action should be taken internationally by every country.

Speech on Causes/Root of Terrorism in India – Terrorism Speech 5

Hello everyone, thank you for assembling at the seminar today. First of all, I would like to welcome the honourable Chief Guest, Respected Principal, Vice Principal, Respected Fellow Teachers and dear Students.

Today is the annual day of our school and like every year, we keep a session for discussing the burning issues that concern our society, family and ourselves. This year, we have chosen the topic ‘Terrorism’. It is not only highly pertinent in India; it also disturbs the harmony of the entire world; thereby disrupting the peace and harmony of every individual.

Terrorism can be defined as the application of violence and bloodshed with the main purpose of advancing the ideological or political objective at the cost of the common people. Terrorism can be imposed in various forms with different causes and results. While terrorism always has a hazardous result, its root cause can be social, religious or political differences and ethnic when one class or community of people is suppressed by another.

It is mainly adopted by some anti-social elements for drawing attention of the political parties and the citizens towards a particular issue. While terrorism is a global issue, it has rapidly increased in India post the Independence and today, it has become the most critical issue faced not only by the innocent civilians, but also by the political parties who somewhere or the other are responsible for such heinous activities.

Some places in India such as Jammu and Kashmir, South and East Central India (Naxalites), Assam (ULFA), Jharkhand, West Bengal and many more are highly affected by terrorism. According to M. K. Narayanan (National Security Advisor), there are approximately 800 terrorist cells that are operating in India.

You all must be watching in the news that most of the terrorist activities in Kashmir, Pakistan induced i.e. ISI (Inter-Services Intelligence) as alleged by Media, while the Pakistani Government denies the same every time.

Out of various other causes, religious cause is one of the most critical reasons of terrorism in India, due to its sensitivity and influence on youth generations. Many people have misconceptions about how they view ‘religion’ and some anti-social elements take advantage of this and brainwash the minds of innocent youths converting them in terrorists. Report says that the majority of the deaths and incidents in India have occurred due to religion-induced terrorism.

Other causes of terrorism can be economic causes such as unemployment in the rural areas, missing land reforms, exploitation and abuse of poor and uneducated labourers by the land-owners, etc. These and other reasons have resulted in various terrorist groups such as the Maoist, Marxist, etc. functioning under various names.

Social issues such as unemployment, poverty, un-education, lack of basic amenities and infrastructure such as proper healthcare and transport systems, etc may also create rage amongst the common civilians against the government creating different terrorist groups.

Terrorism is a very critical issue of India today and it is equally hazardous for the entire world. Terrorism not only threatens the humanity, it also disturbs the law, peace and harmony. I, therefore through this seminar, appeal to the all of you, especially the youths that you should stay away from all such elements who influence you in the name of religion, social or economic cause. Terrorism is not the solution of any issue; it in fact only results in bloodshed of the innocent people who are in no way responsible for the current situation of the country.
