International candidates must have a college-level education equivalent to a four-year United States baccalaureate degree. There are a number of universities around the world that offer three-year undergraduate programs. If you received a bachelor’s degree upon completion of one of these undergraduate programs, you are eligible to apply to Wharton’s doctoral programs. Many candidates from three-year programs have a master’s degree as well, but it is not required.

Application Requirements for International Students

When applying, you need to carefully review the requirements for submitting all of your transcripts and student records. These include all post-secondary educational institutions you have attended, including technical and professional schools.

There is not a limit on the number of international students who will be accepted into the Doctoral Programs each year. Acceptance is based on academic history, test results, recommendations, and personal statement.

Language Proficiency

The TOEFL (Test of English as a Foreign Language) is required if you are an international applicant whose native language is not English. Please carefully review all the requirements for the exam explained in Standardized Test Scores .

International students who are accepted into the program and whose first language is not English may be required to take the SPEAK test offered through the English Language Programs office.

This test is used to determine/confirm a student’s fluency in English. If test results indicate a student would benefit from additional language instruction, arrangements will be made for summer class work and tutoring. Students will be expected to complete this additional work to ensure their proficiency in written and spoken English in professional settings.

In order to maintain legal student status in the United States, international PhD students must be enrolled for a full-time course load, which means a minimum of three courses per semester. Full-time enrollment does not include audits or incompletes. Below are two scholarships – both with a deadline of Jan. 25, 2022 – offered to students wanting to apply to the Graduate School, Washington University in St. Louis:

Chancellor’s Graduate Fellowship

Graduate students with strong academic records, and a keen interest in diversity and service can apply for this Chancellor’s Graduate Fellowship where they will receive academic, professional and personal support. You need to have a US undergraduate degree and have a desire to become a college or university professor.

Fellowship winners enjoy an annual stipend of US$36,720 (2021-22 rate), full tuition coverage, an educational allowance of US$1,500 and priority housing. 

Spencer T. and Ann W. Olin Fellowship for Women in Graduate Study

This Fellowship – co-sponsored by the University and the Monticello College Foundation – is especially created to encourage more women to take up graduate study, and serve society afterwards.

The successful recipients will receive an annual stipend worth US$36,720 and a US$600 travel award besides full tuition remission throughout their programme.

PhD Scholarship 6: University of Minnesota Twin Cities

The University of Minnesota Twin Cities is well recognised as one of the most famous public research universities in the US. Over 50,000 students study at this university, which spans five campuses including the main Twin Cities campus.

The Diversity of Views and Experiences (DOVE) Fellowship Programme is available for exceptional research graduate students with diverse life and educational backgrounds who are underrepresented within graduate programmes.

They need to be nominated first by the Director of Graduate Studies in their respective graduate programme; they will get a stipend worth US$25,000, academic tuition for up to 14 graduate-rate credits per semester, health insurance subsidy and dental care.

Through this Donald D. Harrington Graduate Fellows Programme Fellowship , recruited talented students are envisioned to share their knowledge and success with future generations. A stipend of US$40,000 for 12 months, tuition and required fees, an allowance for student medical insurance, and US$2,000 for miscellaneous expenses make up this generous funding package; the deadline is Jan. 24, 2022.

PhD Scholarship 8: University of Oregon

An international applicant is anyone who is not a US citizen or permanent resident of the United States at the time of application to Chicago Booth. Here’s what you need to know about Chicago Booth PhD requirements for international applicants.

When to Apply

The application deadline for Fall 2024 admission has now passed. You will be notified of your admissions decision by email no later than early March. For more information about applying, see Application Process . Please note that all international applicants must determine if they meet the University of Chicago’s English-language requirements by either taking the TOEFL or IELTS exam and receiving the minimum accepted scores, or if eligible, receiving a language requirement waiver. Academic Requirements

To be considered for admission, you must have the equivalent of a four-year bachelor’s degree from an accredited university (or expect to receive one by the time you enter the program).

Booth reserves the right to review the academic records of all international applicants to determine whether their academic credentials from a non-US institution are comparable to a US bachelor’s degree.

Applicants holding only professional diplomas or higher certificates or members of professional associations such as the Institute of Chartered Accountants are not qualified to apply for admission unless they also hold recognized university degrees.

Academic Records

You must submit academic records (transcripts or mark sheets) with grading scales for each year of college or university education completed or in progress, as well as copies of degrees awarded. Records must provide information on the content and quality of your performance, courses taken each year, and grades received. Class rank should be noted whenever possible.

You must submit both original language records and official English translations . All translations must be literal and complete versions of the original records, and must be prepared or verified by someone whose position requires a knowledge of both English and the original language. All supporting materials must also be in English.

Please upload all required academic records to the online application system. If you are admitted, you will be required to submit official academic records and official copies of degrees awarded (and official English translations where applicable). Photocopies and facsimiles of the documents are not acceptable.

Fluency in English

If English is not your native language, you will need to meet the University of Chicago’s English-language requirements by taking either the Test of English as a Foreign Language (TOEFL) or the International English Language Testing System (IELTS).

Sending Your Scores

Please have your TOEFL scores sent directly from the testing agency to the Stevens Program. The Chicago Booth Stevens Program TOEFL code is 1819.

Please contact the Booth PhD office with your IELTS TRF number.

TOEFL or IELTS score reports are valid for two years, and scores will be considered expired if a test was taken more than two years prior to Chicago Booth Stevens Program’s application deadline. For admission for Autumn 2022, scores from tests taken prior to December 15, 2019, are considered expired. If your score has expired, you must retake the examination and submit the official scores before the application deadline. We will not accept photocopies of expired scores while awaiting the official results of a recent examination. Scores must be sent directly from TOEFL or IELTS.

Minimum Test Score Requirement

TOEFL Internet-based (iBT): 100 overall score, no subsection requirements

IELTS Overall score of at least 7, with sub scores of at least 7 each

TOEFL/IELTS Waivers

The English-language requirement may be waived if: English has been a primary language of communication and schooling for you since childhood; or you completed a degree or were enrolled for at least one academic year (two semesters or three quarters) in full-time status in a degree-seeking program within the last ten years prior to the deadline for this application at an accredited, English-medium, post-secondary institution in one of the following countries or territories: Antigua and Barbuda, Australia, The Bahamas, Barbados, Canada, Dominica, Grenada, Guyana, Hong Kong, Ireland, Jamaica, New Zealand, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Singapore, South Africa, Trinidad and Tobago, the United Kingdom, or the United States.*

*Note: This applies only to English-medium universities in these countries or territories. Study in English-medium universities in any other countries or territories not listed here does not qualify you for a waiver.

Waivers only apply to those who have studied full-time for at least one academic year in a degree-seeking program in one of the countries/territories listed above. Employment in an English-speaking country alone does not make you eligible for a waiver.

NOTE: The above-listed circumstances are the ONLY circumstances that qualify you for a waiver. Students who have only taken an ESL course, been an exchange or visiting student at a qualifying institution, studied less than full-time (or have not completed a degree or at least one year of full-time study at a qualifying institution), and/or students who have worked in the United States or other English-speaking countries only are NOT eligible for a waiver. 

If you meet the above criteria, the TOEFL/IELTS requirement will be automatically waived upon review of the relevant transcripts.We cannot assist in determining your eligibility for the waiver based on the primary language criteria described above. Falsifying this information, as with any information on the application, may lead to revocation of an offer of admission.

Student Visas

Visa eligibility forms are issued upon admittance to the program. Depending on your nationality and particular circumstances, you will receive either the I-20 or the DS-2019 form. These forms enable you to obtain an F-1 or a J-1 visa, respectively, when presented to a US consul. You will need to verify financial support before a visa eligibility form can be issued. A financial resource statement will be sent upon admittance.

International students need to prepare some additional admissions materials along with the rest of their applications:

• TOEFL : Required if you have not graduated from a college or university in which all instruction is conducted in English. Please send scores to school code 9828. Your official score report must be received by the application deadline.
• Transcript Evaluation : International transcripts must be evaluated by the  World Education Services (WES) . Evaluations should include a course-by-course analysis indicating the type of degree received, the U.S. equivalency of the degree, the graduation date, and a cumulative grade point average. Please be sure to upload all evaluations to your online application. The transcript evaluation must be received by the application deadline, as original transcripts from your international university cannot be used in place of the transcript evaluation.
• Nursing Credential Evaluation : If you have a nursing credential from outside the United States, you will need to have your credentials evaluated. Please visit CGFNS International, Inc.  to obtain an evaluation.

Financial Aid

Beginning in Fall 2021, Columbia Nursing will fund international PhD students. Funding includes tuition and fees, Student Health Services health insurance, and a stipend. International applicants are encouraged to visit the Columbia University  International Students & Scholars Office  for information about housing, Visas, and other topics.

Student housing is not guaranteed to any Columbia Nursing student and is lottery-based. However, first priority is given to international students. International students interested in on-campus housing should complete a housing application by the deadlines posted on the On-Campus Housing website.

For the past several years, the United States has been the go-to destination for competitive, graduate degree-seeking international students. Especially in the STEM fields, large numbers of international students are choosing U.S. universities and colleges for their Ph.D. programs and research opportunities.

More people in the United States are earning their doctoral degree. According to the National Center for Education Statistics , the number of doctoral degrees conferred increased 15% between 2009–10 and 2019–20 at private nonprofit institutions. There are many reasons people choose to pursue a doctoral degree, including:

• First Things First: Choosing the Right Program for Your Interests and Career Goals

So you have decided that you want to earn your Ph.D. abroad. With so many reputable graduate programs available in the United States, how do you choose which one is right for you?

The best way to narrow down your list is through a little advanced research that compares what you want in a program with what a program has to offer:

• First, compile a list of what is important to you in a graduate program. 
• Include your interests, goals, desired areas of research, and the traits that are most important to you in a graduate degree environment. 
• Compare this list to the programs you are considering, and see how they match up. 

Aside from research focus and program specifics, you should also consider degree funding. If you are looking for someone to help you pay for your doctorate through a grant, scholarship, fellowship, trust, or gift of some other kind, where and how much funding you are offered can play a big role in which program you choose. 

Another way to narrow down your choices is to consider the following question: do the program/school’s graduates have careers that I would like to have?

Often, programs will disclose the jobs that their graduates accepted shortly after graduation as well as the careers they hold currently. This can be a good indicator of how well their degree and training prepared them to enter the field.

Here's what a strong ph.d. application looks like for international students.

Your application is a presentation of yourself on paper — your accomplishments, interests, research, and work experience. A strong Ph.D. applicant will meet all of the requirements for admission, and will demonstrate a unique determination to advance their chosen field of study. 

Generally, international applications must submit an online application and application fee, transcripts, english proficiency test scores, GRE test scores and letters of recommendation.

International Requirements

• Complete the online application (Make sure you answer all questions correctly)
• A $75 application fee (collected online)
• Copies of transcripts from all institutions of higher education previously attended or currently attending (confirm with your program if unofficial transcripts can be used during admissions review).
• Three letters of recommendation 
• Proof of English language proficiency: TOEFL or IELTS scores ( Required for students applying from countries that do not meet SMU’s TOEFL exemption policy)
• Official scores for the Graduate Record Examination (GRE) (check department requirements)
• Video essay (Required for some Dedman College applicants)

It is important to note the   application deadlines   so that all your materials are submitted in a timely manner.

English Language Proficiency Exam (TOEFL/IELTS)

The  Test of English as a Foreign Language, or TOEFL , and the  International English Language Testing System (IELTS)  evaluate students’ proficiency in four areas of English language skills — reading, writing, listening, and speaking. 

A TOEFL/IELTS score is required of all international applicants from countries where English is not the native language. Your test scores must be within the past two years of the application deadline; otherwise, you must retake the test.  For more information on the guidelines surrounding testing, including minimum score requirements for admission at SMU, please visit the  international applicant page of the Moody School of Graduate and Advanced Studies SMU . 

Why take IELTS/TOEFL?

English proficiency tests are important because they demonstrate your ability to function and learn within the English language, a necessary skill for all Ph.D. students in the U.S. IELTS and TOEFL are both widely used and trusted to be accurate. Due to the strict nature of both tests, you can be sure your score is an accurate representation of your understanding of English. 

 If you score well enough, it might also help you secure a teaching assistantship — and the funding that goes along with it. To serve as a teaching assistant while you earn your Ph.D., your school needs to know that you can accurately communicate the lessons and grade papers and assignments appropriately.

Beyond your academic goals, a good IELTS/TOEFL score can also help you secure a job. Whether you want to work for a multinational company, a government agency or in education, your score will help demonstrate to employers that you have a strong understanding of English. 

Tips for Acing the IELTS/TOEFL

Here are six helpful tips for the IELTS/TOEFL

• Know the test format Having a good grasp of the number of questions, sections, the length of the test, and the types of questions that will be asked will help you to feel more prepared going into the test. The fewer surprises the better, so spend some time learning about what will be on the test.
• Create a study plan Name specific strategies for learning to speak, read, write, and listen in English. You can find many english proficiency test exercises online that will help you outline what and how to study.
• Take as many practice tests as you possibly can Practice tests, especially ones published by the testing companies themselves, will help you familiarize yourself with the material.
• Set a goal score Setting a goal will keep you motivated, focused, and will help you measure your progress throughout your time taking practice tests.
• Enlist support Ask family, friends, tutors, and anyone else to help you practice your English language skills.
• Retake the test Trying again is an option if you leave enough time to retake the test.

Graduate Record Examination (GRE)

Many graduate programs in the United States require students to submit official scores from the   Graduate Record Examination (GRE) . The GRE is a test that measures a student’s proficiency and skills in several areas, necessary for graduate education. The test focuses on three areas of competency: verbal reasoning, quantitative reasoning, and analytical writing. To succeed in taking the GRE, students should   study the structure   and   scoring methodology of the test . 

Students have the option to take the test on paper or online, and should choose the arrangement that works best for them. The test is offered in more than 160 countries, and is administered at 700 test centers around the world. Results can be sent electronically to the program of your choice (SMU’s code is 6660). Most graduate programs require applicants to take the GRE within five years of application.

However, check whether or not your program still requires the GRE . Some programs have opted to be test optional, but English language proficiency test scores are still required by all programs.

Video Essay — Dedman College Applicants Only

A video essay is required for certain Dedman College  Ph.D. applicants. You are required to submit a video essay if:

• You submitted a TOEFL/IELTS speaking score below 23 (TOEFL) or 6.5 (IELTS).
• You are applying to the Statistics or Biostatistics PhD programs.

If you receive a higher score than those listed above, the video essay is optional.

Students should not be nervous about the   video essay portion of the application . This is an opportunity for you to speak directly to your admissions committee via a recorded response about your passions and strengths. The best thing students can do to prepare for the video essay is to practice a lot, and to think about it like a job interview.

How does the video essay work?

Students will be asked to record their answer to just one question. Students can practice as many times as they want, but they are only allowed two chances to record their final answers. Students will be asked one randomized question from one of the following three categories: 

• Interest in SMU and/or their desired degree program 
• Personal characteristics, leadership skills, and activities
• Academic and research experience 

Transcripts

Unofficial transcripts are accepted during the application phase for applicants applying to Dedman College of Humanities and Sciences or the Lyle School of Engineering. Upon admission to SMU, you will need to send official transcripts, certified and translated if from a foreign institution, directly from each school of higher education you attended. Applicants applying to the Meadows School of the Arts or Simmons School of Education and Human Development must provide official transcripts at the time of application. 

Applicants must also provide a copy of their diploma in the original language and in English. The translation of these documents should effectively and accurately explain the title of the course from its native language, so the faculty can understand what it is.

Meadows School of the Arts and Simmons School of Education and Human Development also require transcript evaluations for international applicants. All foreign transcripts must be accompanied by a professional evaluation and an official transcript, including an English translation if it is not in English, and course descriptions or syllabi. Dedman College applicants must provide an official transcript evaluation if they hold a 3-year Bachelor’s degree in order to demonstrate equivalency of a 4-year U.S. Bachelor’s degree.

It is the student's responsibility to procure this evaluation and to assume financial responsibility for it. Because of the importance of this information, SMU only accepts evaluations from the following agencies of proven reliability:

The above services' evaluations should include an explanation that the institution is recognized by the ministry of education in the home country and is generally considered to offer at least the equivalent of U.S. higher education credit. In addition, it should include an explanation of the credits, the grading system and course levels, as well as a course-by-course evaluation.

The expertise and reliability of a professional evaluation report is recognized worldwide and is likely to be accepted by other academic institutions, employers and state licensing boards. However, the report is not binding to SMU and it will be considered a recommendation for SMU's independent decision of the credit to be given. Information and applications from the agencies are available online.

Letters of Recommendation

As part of your application, you will need to  submit three letters of recommendation . When choosing the three individuals who will write your letters of recommendation, you should choose people who know you well and can speak specifically to your accomplishments. Unless you have specific and extensive work experience in your chosen field, the best recommendations for Ph.D. applicants are from academic references. 

Be sure to provide them with all the materials they need to craft your letter, and plenty of time to submit it before the deadline.

Depending on the school or college to which you apply, you may be asked to submit additional documents to support your application, such as a resume, personal statement, audition video or portfolio.

Understanding fees, funding, taxes, and visas for international students.

Once admitted, international students must provide a Certification of Finance Form or Letter of Financial Backing as evidence of financial support. A Letter of Financial Backing may be signed by a parent or sponsor, but   must   be certified by a bank. These documents must be notarized and on file with the university to begin the process to obtain an I-20, as well as a visa and passport. 

The cost to obtain a Ph.D. in the U.S. will vary depending on your school, program and whether or not you qualify for funding, like scholarships, grants and fellowships.

Funding Your Ph.D. 

There are several different options for   funding your Ph.D. degree   as an international student in the U.S., the most common of which include: 

• fellowships 
• teaching and research assistantships 
• grants and scholarships

This section will briefly describe the differences between each, which funding sources are available for international students at SMU, and resources to help you find and apply for each type of funding.

Fellowships in the U.S. for International Students

Fellowships are gifts of money, offered by either the university or external benefactors, that are commonly given to students as a merit-based award. Fellowship funding can last anywhere from one year, to the whole duration of a student’s Ph.D. program. Fellowships are frequently used to sponsor a student and   fund proposed research   that will advance their specific area of study. 

At SMU, tuition fellowships are available from the university, and are awarded on a competitive basis for both merit and need. If a program offers departmental funding, students are considered at time of application and do not need to fill out an additional fellowship application. Sometimes additional documentation is required, in which case the department will contact the student directly. 

You can also research additional external fellowships through websites such as   ProFellow   and   GoGrad .

Teaching and Research Assistantships

Teaching and research assistantships are available from the departments. 

Teaching assistantships are positions in which students support department faculty members in their various courses. Some of these positions will involve work helping the professor prepare materials for the class, and in some cases graduate assistants you may be asked to teach the class yourself. 

Research assistantships are similar, in that you will support a department faculty member in their lab and research while receiving compensation, but you will not be involved in classroom interactions.

Similarly to fellowships, they are awarded on a competitive basis for both merit and need, and students are considered for these opportunities at the time of their application. Assistantships cover a student’s tuition and fees and can, in addition, pay stipends for designated work in the departments. 

Grants and Scholarships

Grants and scholarships are both gifts of free money from both private and public institutions that will not need to be paid back after you finish your Ph.D. These types of funds are usually earmarked for students from specific ethnicities, countries, or with particular skills or other qualifications. The best way to take advantage of grants and scholarships is to begin your research early and apply for as many as possible. 

International students are not eligible for U.S. Government grants, but there are plenty of opportunities from private institutions — some even offer fully-funded scholarships or grants for international graduate students. You can find   grants and scholarships specifically for international students   on websites such as   GreatCollegeDeals   and   CollegeScholarships.org .

Private   loans are offered to international students   through a variety of different institutions. Students can borrow up to the total amount of the cost of their education and education related expenses, after financial aid is applied, to be paid back to the institution with interest upon completion of your degree. 

You will need to apply for these loans, which will include providing the lender with some financial information. International students applying for loans will often be   required to have a creditworthy cosigner   on the loan who is a U.S. citizen or a non-citizen permanent resident. 

Websites such as   International Student Loan   and   IEFA   can help you find and compare loans, interest rates, and repayment plans. 

Every international student is required to file a tax return if they were in the US during the previous calendar year. These need to be submitted by April 15th of each year. You must file a tax return (or in some circumstances   Form 8843 ) to comply with a F-1 visa, even if you didn’t earn any money in the U.S.. 

If you received income in the US in the last calendar year, you will need to file both   Form 8843   and most likely   Form 1040NR-EZ . There are several options for completing your tax paperwork:

• File online, by purchasing a tax code for an online program facilitated by the International Student and Scholar Services Office (ISSS)
• Fill out hard copies and mail them directly to the Internal Revenue Service (IRS)
• Pay a professional to file them for you

Immigration Laws and Obtaining A Visa

International students will need to acquire several documents to legally study in the United States. At SMU, our Office of   International Student and Scholar Services   works with students directly to process their visa paperwork. The office will contact students directly through email, to help get paperwork in order and remind students if anything is still missing.

After being accepted by SMU, a   Student and Exchange Visitor Program (SEVP) certified school , international students will begin the process of filling out your paperwork to study in the U.S.. Follow this easy step-by-step list will help ensure international students complete each necessary component.

How to Apply For A Student Visa to Study in the United States:

• Your designated school official (DSO) will send you an   I-20 to complete
• Pay Your   I-901 SEVIS Fee   (make sure to keep your receipt — you will need it!)
• Apply for a U.S. Visa   (F-1 student visa status) 
• Arrive at U.S. Port of Entry (schedule arrival within 30 days of official program start date listed on your I-20)
• Once international students arrive in the US, they will be met by a U.S. Customs and Border Patrol (CBP) officer. Be prepared to present the following:
• Acceptance letter from your SEVP-certified school
• Evidence of financial support
• Name and telephone number of your DSO 
• Once international students have been admitted, they will receive a   form I-94 , “Arrival and Departure Record”
• International students   must maintain their status   as a fulltime student, until they have completed their chosen degree program 

After one full year of study, international students are eligible to take an annual vacation. Students who wish to find part time employment must speak with their DSO first to ensure that they meet all the necessary requirements.  

F-1 students should   speak with their DSO   if they are planning to do any of the following:

• Change their major, program, or degree level.
• Change their education level.
• Transfer to a new school or take a leave of absence.
• Take a break from school.
• Travel outside the United States.

Southern Methodist University offers several resources to international graduate students, designed to make their time here safer, more comfortable and more enjoyable. We understand that being thousands of miles away from home can be difficult, and we want to make your experience at SMU as fulfilling as possible. From a place to live, to a place to go when you get sick — you will find the resources you need to make Dallas feel like a home to you while you earn your Ph.D.

SMU provides funding to cover the cost of premiums for the Student Health Insurance plan for all full-time enrolled Ph.D. students who meet the   eligibility requirements . 

Coverage is provided for up to five years, with the goal of improving the quality of life for students and removing a significant financial burden so students can focus on their doctoral studies. 

Students who elect to accept the university’s health insurance plan have access to the Dr. Bob Smith Health Center, located on SMU’s campus. Your insurance covers all services offered, including comprehensive quality medical services, dental services, counseling services, and health promotion. 

Annual health maintenance such as flu shots are free to students, and the Health Center hosts a pharmacy for students to easily access medications and prescriptions.

Tell us a little about where you are from and your educational background.

I am from the southern part of Brazil, from a city close to Florianópolis (which is the capital of the State of Santa Catarina). Even the capital is a small town compared to Dallas, the whole metropolitan area of Florianópolis has around 1 million inhabitants, so coming to a big city has been a big change! Regarding my educational background I received my bachelor’s degree in economics from the State University of Santa Catarina. Right after graduating, I enrolled in a master’s program in economics in the Federal University of Pernambuco.

What was your primary motivation for applying to an international graduate school?

There were two main reasons. The first one is that there were more options that would let me achieve a educational background with higher quality levels than what were available and feasible to me back home. And the second was to have the experience of living in a different country and being in contact with different cultures.

What made you choose SMU over other schools?

The deciding factor was being at a place that you felt welcome in. The team that did the recruitment in my PhD program did an amazing job with that. I already was inclined about choosing SMU, but the environment sealed the deal.

Was there anything you found challenging about applying to an international school?

Yes, for sure. The biggest hurdle was the language. I am not a native English speaker, so adapting and breaking the ice in conversations was difficult.

Is there any advice you would give an international student applying to SMU?

Start early and get you application package ready to go when you need it. The whole application process is already stressful enough without the pressure of not meeting the deadlines. Moreover, be in touch with the people that are on the other side of the application process, let your recruiters know about any question or concern that you may have.

Is there anything you have found difficult about attending an international school?

The language barrier was scary initially, but the community does a good job of making you feel safe and included!

What is one thing you would recommend doing in Dallas, to all international students attending SMU for the first time?

Not exactly in the city of Dallas, but close by there is the Fort Worth Stockyards, which gave me a little bit of the feeling of being in an old western movie. It was a great experience getting to know the area and checking out the longhorn bulls!

A PhD in USA takes approximately 5 – 6 years of full-time study and can cost between $12,000 – $45,000 per academic year. PhD programs in USA differ from that in the UK and Europe in that students must first take taught classes, coursework and exams before starting their research project.

Why Do a PhD in USA?

The United States has long had some of the most distinguished universities and advanced PhD programmes in the world. Combined with curriculum flexibility, rigorous teaching methods, vast funding opportunities, breathtaking campuses and significant career prospects, it’s no wonder that it is one of the most sought-after study destinations for research students.

In addition to comprehensive training standards, here are a few other reasons why a student may choose to undertake their PhD in the United States:

• Longer learning timeframes – A PhD in the US lasts longer than a PhD in the UK or Europe. This allows students to more confidently transition from undergraduate to postgraduate studies; more commonly referred to as ‘graduate studies’ in the US. This gives you the opportunity to learn more about your subject, research methods and academic writing in general before starting your research project.
• World-class universities – It’s no secret that some of the most well-known higher education institutions that continue to dominate global rankings are based in the United States. Universities in USA

Universities in the United States can be divided into two types: public universities and private universities.

Public universities are financed by the state in which they are based. Because of this, public universities charge less for students from within the state and more for students from outside the state, including international students.

Private universities are not financed by their state, but by private donors, research funds and tuition fees. For this reason, private universities generally charge higher tuition fees than public universities and require all students to pay the same amount, regardless of whether they come from out-of-state or abroad.

According to the Times Higher Education World University Rankings 2021 , eight of the top ten universities in the world are located in the United States. These are:

Method of Study

The main difference between a PhD in the US and a PhD in Europe lies in the program structure. Whereas a European PhD essentially consists of a single phase lasting three to four years , an American PhD consists of three different phases, each with its own time frame.

• Phase One – The first phase lasts approximately two years and focuses on building a basic foundation for the doctoral student. This phase consists largely of taught components such as lectures, tutorials and laboratory sessions, in which the student learns more about theoretical concepts and research methods within their discipline.
• Phase Two – The second phase can be considered an assessment phase, which runs both periodically alongside and at the end of the first phase. Here, students complete coursework and take exams on the basis of the material they have covered of which they must pass in order to proceed to the third phase.
• Phase Three – The third phase lasts approximately three years and resembles the European PhD structure. During this period, the student undertakes an independent research project, including forming a research design, conducting experiments, writing a thesis (more commonly referred to in the USA as a dissertation) and sitting a viva exam.

Teaching Requirements

Besides structure, a key difference between a PhD program in the US and in Europe is the focus on teaching requirements. In the US, doctoral students are expected to lecture, lead tutorials, host laboratory sessions, mark coursework and provide office hours for undergraduate students. Although students studying in European will likely contribute to these at some point during their study, this would normally be on a voluntary basis and involve less time commitment.

Research Flexibility

Another difference is project flexibility. In Europe, students typically apply to a PhD project predetermined by a supervisor, and although there may be some scope to adapt the project, depending on the funding provider , it will usually be limited to how the project is carried out rather than what it is about. In the US, however, a student applies to become a doctoral candidate within a department rather than applying for a particular research project. This is because students are expected to decide on their thesis topic (also commonly referred to as a dissertation research topic) near the end of their first phase after they have developed a better understanding of their subject and know where their interests lie. Therefore, research students in the US generally have more flexibility and influence in the direction of their research than students in the United Kingdom or Europe.

PhD Admission Requirements in USA

PhD admission into US universities can be highly competitive, both because of the limited number of positions and the large number of annual applicants.

The eligibility requirements for a doctoral program in the USA can generally be divided into four sections:

• Grade Point Average (GPA) – in the US, a scoring system known as Grade Point Average is used to measure academic ability. A student’s GPA is calculated as a weighted score of the subjects they study during their undergraduate degree; an equivalent score is calculated by universities for international applicants. Although universities rarely set minimum GPA requirements for doctoral study, it’s worth being aware that a GPA of 3.0 is equivalent to a UK second class honours (2:1); the typical entry requirement for UK universities.
• Graduate Records Exam (GRE) – most universities will require you to take a series of examinations known as Graduate Records Exams, which are used to determine your suitability for graduate study. GREs will assess your analytical, reasoning and critical thinking skills as well as your depth of your subject.
• Student aptitude – in addition to academic ability, US universities also look for characteristics of a strong researcher. These include traits such as engaging in the subject in your own time, e.g. by attending talks and conferences, demonstrating a high degree of independence and enthusiasm, and a general passion for your subject.
• English Language Proficiency – international students whose first language is not English must sit language exams such as IELTS or TOELF to demonstrate their English language proficiency.

International students will also require a F1 student visa in order to study in the US, however, you would typically apply for this after you have secured a place into a doctorate program.

How to Apply for PhD in USA

When applying for a PhD position at a graduate school, the application process will differ between universities, however, they will all typically ask for the following:

• Academic CV – a short document summarising your educational background and current level of experience .
• Personal statement – a document which outlines why you believe you are suitable for PhD study and your passion for the subject.
• Academic transcripts – a complete breakdown of the modules and their respective marks you have taken as part of your previous/current degree.
• GRE scores – a transcript of your Graduate Records Exam results.
• Research statement – a condensed version of a research proposal outlining your general research interests, if required.
• Recommendation letters – references from several academic referees who endorse your qualities as a person, your abilities as a student and your potential as a doctoral researcher.

Application Deadlines and Fees

Since PhD programs in the United States have taught components, they commence at the same time as all other taught degrees, and therefore share the same application deadlines and start dates. This corresponds to an application period that typically begins in August and ends in February. Admission decisions are typically made in April, with successful students starting in August/September.

When you apply to a graduate school, you will be expected to pay a fee for each doctorate application to cover the school’s administrative costs for processing your application. The fee varies from university to university, but typically ranges from $50 to $100 .

Funding your PhD in USA

It’s very common for a PhD student to receive financial aid in the form of a PhD scholarship; in fact, this will be the case for the vast majority of students in the US.

PhD funding can be ‘fully funded’ covering the student’s graduate program tuition fees, accommodation and living costs, or ‘partially funded’ covering the student’s tuition fee only in part or full.

Besides funding, a graduate student can take on an assistantship, such as a graduate teaching assistant or research assistant, in which they take on a part-time salaried position at the university alongside their studies.

Due to the international and collaborate nature of American universities, there are also a number of international scholarships available, such as the Fulbright Scholarship and the AAUW International Fellowship .

PhD Duration in USA

In the US, a PhD takes approximately 5 – 6 years to complete if studying full-time, and 8 – 10 years if studying part-time.

If you already have a Master’s degree, your first phase can be shortened by one year at the discretion of the university.

Cost of a PhD in USA

The cost of a PhD program in the US can vary considerably depending on the type of university, i.e. whether it’s a public or private university, the doctoral course, i.e. whether it’s in a STEM subject such as computer science, engineering or a non-STEM subject, and whether you are a home or international student.

In general, however, the typical annual tuition fee for a PhD in the US is between $12,000 and $45,000 per academic year.

As with any doctoral degree, additional costs may include travel for collaborations, bench fees, accommodation and living expenses.

A PhD is the highest degree awarded at global universities. The study is based on a substantial research project in an area of academic interest, typically up to 100,000 words in length, written as a thesis which must be defended in an oral examination at the end of the program. One of the most resourceful steps you can take in this process (that many applicants overlook) is reaching out to institutions before applying. Most universities have a dedicated admissions office that fields incoming queries from prospective international students. Consider reaching out and asking them about available resources, such as:

• Career counseling
• Scholarship opportunities
• Mental health counseling
• Global student services

Another way to get connected with institutions of interest is to reach out to faculty, alumni, or current students through your personal network or mutual connections. If you don’t have any, don’t fret.

Tomo Yamamoto, associate director of International Enrollment Marketing at Northeastern University, says, “reaching out to a relevant department, or even professors when possible, is a really good place to start.” Generally, universities are vying for great candidates to apply to their programs—particularly international students with interesting backgrounds—so don’t hesitate to reach out and ask for more inside perspectives.

Consider the Requirements

In your research, you’ll come across different requirements for different universities in the application and enrollment process. Many of these requirements apply to all students, international and otherwise. For example, while most universities are now test-optional as a result of the pandemic, some colleges still require scores from a standardized test (e.g., SAT, ACT, or GRE) as part of the application process.

As an international student, you’ll want to be vigilant as you look into these requirements since there will likely be additional prerequisites. For example, the TOEFL or IELTS exams, which are meant to demonstrate proficiency in English, are common application requirements for international students.

Obtain Your Student Visa

Obtaining your student visa can be a long and arduous process, but a good institution will have the resources to guide you. For example, Northeastern provides step-by-step instructions for those applying for an F-1 student visa and J-1 student visa , depending on whether you’re an incoming full-time international student or on an exchange program with a government, organization, or university sponsorship, respectively.

In general, you will need to take the proper steps to enter the U.S. and start your academic career. Look into the first steps of obtaining your student visa; usually, it will be to submit visa-supporting documents, such as Form I-20, Form DS-2019, and a valid passport.

Maintaining Your Status

Once you’ve embarked on student life in the U.S., your journey has only begun. Once abroad, it’s essential to maintain your status of full-time, on-ground enrollment at your institution to ensure your visa remains valid and you can legally remain in the country. Remember, failure to do so can result in serious consequences.

The good news is that most institutions have a dedicated department to ensure their international students meet their visa requirements and maintain valid immigration status. As an international student, it’s important to reach out to your Office of Global Services or equivalent resource to make sure you’re doing everything needed to maintain your status.

The full-time credit conditions vary slightly by institution, but generally, they require a certain amount of class hours or credits for the term, a certain level of performance in those classes, and a certain percentage of in-person course enrollment. For example, according to Northeastern’s Office of Global Services, guidelines on maintaining status for undergraduate students include a minimum of 12 credit hours per term and a maximum of one online course. However, because these requirements are different at each university, it’s critical that you reach out to your dedicated office.

Challenges of Studying in the USA

Moving to and living in a new country can be challenging, especially when studying abroad. However, with proper preparation and the right tools, you can overcome these obstacles.

Cost of Living

What may frighten prospective international students in many cases is the cost of living in the U.S. Cities like New York and San Francisco are infamous for their inflated housing prices and high cost of living. In addition to these high prices, tuition for U.S. universities in these cities also runs high. However, international students who maintain F-1 visa status may be eligible for on-campus work. If you’re interested in this option, it’s highly recommended to continually check on-campus job postings.

As Yamamoto puts it, “The tuition and other related costs are public on the university website. Cost of living can vary depending on each student’s lifestyle and preferences.” However, both of these aspects add up to a total investment in your education abroad. As such, it’s important to research future return-on-investment prospects as a part of your preparation process. Look into potential job opportunities that support work visas, offer a rewarding average salary, and project positive job market predictions to ensure you’ll have ROI-positive options when you graduate.

Applying for a Visa

There are several potential obstacles, based on students’ individual situations, to keep in mind while applying for your student visa. For instance, politics and global current events might impact how long it takes to get a visa. In extreme cases, this can even affect whether you are eligible to receive one. It’s important to apply for the relevant visa in a timely manner to prepare for any unexpected roadblocks.

Another tip is to utilize external resources that could also help. Yamamoto suggests that “international students check the U.S. embassy website to receive more up-to-date information from the U.S. government about student visas and the application process.”

Cultural Differences

Cultural differences can be difficult to adapt to. People might speak differently than you’re used to, come off as rude or loud, or expect different social norms from you. In class, it could be difficult to speak up at the right time or take a little longer than you’d like to make friends.

But as every immigrant, ex-pat, and international student will inevitably tell you, it always gets better. Scholarships are available to international female graduate students. Applicants must be fluent in English and enrolled at a US university.

IBM PhD Fellowship Awards Program

The IBM PhD Fellowship Awards Program is an intensely competitive program attracting exceptional doctoral students worldwide who wish to study, intern, or conduct research in the United States. PhD students must have an interest in computer science, electrical engineering , cyber security, mobile computing , data analytics , social technologies, or material sciences. For consideration, candidates must have completed at least one year of their PhD program, reside in any nation except US embargoed countries, and meet visa requirements.

Graduate degree programs at Rochester Institute of Technology were named among the best in the nation, according to U.S. News & World Report.

In the U.S. News & World Report Best Graduate Schools 2024 , RIT’s Saunders College of Business tied for 97th as one of the top full-time MBA programs .

New methodologies for ranking full-time MBA programs placed more emphasis on earnings. This ranking factor assessed how each school’s post-graduate salaries across different professions compared with other schools’ post-graduate salaries in those professions.

This change was made to account for the importance of compensation for prospective business school students, the varying vocational interests of students at different schools, and to more fully refine the impact business schools have on their graduates’ starting salaries.

U.S. News is delaying the publication of this year’s best engineering schools due to questions about new ranking indicators pertaining to bibliometric data. Concerns arose about the consideration of affiliated institutions in this area. Results for the best medical schools are also under review.

Typically, US News & World Report ranks annually graduate programs in six fields—business, education, engineering, law, medicine, and nursing to help prospective students make informed decisions. These data-driven rankings have been based on enrollment numbers, job placement rates, faculty statistics, and other indicators.

U.S. News also periodically ranks programs in 12 academic disciplines based on academic reputation. This year, RIT’s computer science MS program in the Golisano College of Computing and Information Sciences tied 70th in the nation.

RIT programs ranked in prior years, based on peer assessment, remain tied:

• 65th for the health care management MS program offered by the College of Health Sciences and Technology;
• 78th for physics ( astrophysical sciences and technology Ph.D. program) offered by the College of Science;
• 188th for the physician assistant MS program offered by the College of Health Sciences and Technology .
• 6th for photography and 23rd among fine arts MFA program, offered in the College of Art and Design ; and
• 119th for the bioinformatics MS program offered by the College of Science.

Peer assessment data regarding the academic quality of programs came from deans, program directors, and senior faculty. U.S. News also surveyed professionals who hire or work with new graduates with degrees from the six disciplines ranked annually.

An introductory course on human rights law is a start, but a good human rights law program should have a variety of related course offerings.

The Human Rights Clinic at the University of Miami School of Law "played a major role in my decision of where to attend law school,” says Gita Howard, a human rights attorney who graduated from the Florida law school in 2021.

Howard’s initial interest in pursuing international human rights law was formed during the many summers she spent in India growing up. She says she developed a nuanced understanding of global issues and a drive to create a positive global impact.

“International human rights law seemed like a tangible and meaningful way to pursue my passion for social change.”

Finding a strong human rights law program is important to prepare students for a successful career as a human rights lawyer, experts say. Here are the top features they say students should be looking for in a program.

A Broad Selection of Human Rights Law Courses

An introductory course on human rights law is a start, but a good human rights law program should have a variety of related course offerings, experts say.

Prospective students should research whether the program offers courses “on the full spectrum of international human rights law,” says Diane A. Desierto, professor of law and global affairs at the University of Notre Dame Law School in Indiana, where she also is faculty director of the LL.M. in International Human Rights Law and founding director of the Global Human Rights Clinic.

Such courses should include civil, political, economic, social, cultural, developmental, environmental and labor topics, “as well as the frontier courses on the expanding applications of international human rights law across public law and private law ,” she says.

Desierto says students should also find out whether a program offers legal and interdisciplinary methods, as well as theoretical and experiential opportunities to gain expertise in international human rights law.

Experienced Human Rights Law Faculty

Other features to look for in a program are faculty actively working on human rights law projects, faculty publishing human rights law papers and scholar-practitioners.

Notre Dame's program, for example, enables students “to customize their learning, training, and mentoring according to specific professional objectives across different forms of human rights law practice,” Desierto says. The small class sizes mean students have access to one-on-one mentoring and customized learning from different experts throughout the university and its global campuses abroad.

Students already in law school who want to specialize in human rights "should be researching which faculty are specializing in human rights in their scholarship and courses,” says Anna Ivey, founder of Ivey Consulting, which helps people apply to selective U.S. colleges and law schools.

An Impressive Job Attainment Record

Desierto says it's important to look into whether a program invests in the well-being and success of their students during and after graduation.

“Our program does this extensively during the student's matriculation into the program, as well as in supporting postgraduate clerkships and internships in international, regional and national courts and tribunals and organizations,” Desierto says. The program measures success by how its students "flourish and succeed in their work of striving for human rights outcomes in their respective countries and communities."

It's also important to find out whether alumni are working with major human rights institutions. Ivey recommends students check law schools' social media platforms, such as LinkedIn, "to see what alums work in the field to get a sense of the alumni network for that specialization.”

A Human Rights Clinic or Law Journal

Participating in a human rights law clinic or contributing to human rights law journals is important on the resumes of aspiring human rights lawyers, as positions in the field are competitive, experts say.

“Human rights clinics provide a really critical opportunity for students to develop their knowledge of human rights law, as well as practice the necessary skills to succeed in the field under the guidance of experts,” Howard says.

For example, the Human Rights Clinic at the University of Miami provides students with experiential learning opportunities in U.S. and international human rights litigation and advocacy, allowing students to work with the United Nations and the African Court on Human and Peoples' Rights.

“Its inspiring professors and meaningful projects gave me the skills, support and network necessary to pursue a career in human rights law,” Howard says.

Apart from looking at whether a law school offers clinics or journals dedicated to human rights law, Ivey recommends looking at whether such a journal “hosts some kind of annual symposium on the topic.”

Other activities, such as participation in relevant student groups, are important, experts say. For example, Howard served as president and co-founder of the Human Rights Society, an advocacy organization at her school.

Scholarships and Fellowships

Law school can be expensive and human rights law may not pay as well as other law specialties, so scholarship opportunities are an important consideration, experts say.

Experts say a law school’s investment in human rights law can be seen in scholarships offered to students in the discipline. Students can check a school's website for scholarship information. Notre Dame's program typically provides full scholarships for 15 to 20 students, Desierto says.

There are also fellowships available during and after law school. Twice, Howard was a HOPE Fellow, receiving funding to pursue public interest summer jobs while in law school. She spent her first summer interning at the Tibetan Legal Association in Dharamsala, India, and her second summer as an intern for the U.N.'s Office of Legal Affairs in the general legal division.

“After law school, a common way to break into the human rights field is through a fellowship with a human rights organization,” Howard says.

Howard received a Human Rights Program Fellowship from her law school with a placement at Human Rights First, a nonprofit, nonpartisan international human rights organization. After her fellowship, she was brought on as an associate attorney. She notes that fellowship opportunities often require funding from a student's law school, as well.

“It can be helpful for students to research whether fellowship funding is currently or potentially available at a prospective law school,” Howard says.

International Student Information

The Department of Chemistry encourages international students to apply to the graduate program and believes that the department is enhanced by the diversity and different perspectives that the international students bring. Approximately 20-25 percent of our graduate students are international students.

Incoming Students

First-year graduate students without a fellowship are expected to teach as a teaching assistants (TAs). International students are required to take a  SPEAK test  to demonstrate their ability to speak clearly and listen effectively, if the language of instruction at their undergraduate or master’s institution was not in English.

International students who receive a TOEFL score of 110 or less and/or a speaking score of 26 or less may be invited to attend a 5-week summer  International TA (ITA) course, which occurs in July-August.

The incoming students are required to attend an  Orientation  organized by the International Student Services (ISS) in August.

About the MPA/ID Program

Training for development practitioners.

The MPA/ID Program is a rigorous, economics-centered program designed to train the next generation of practitioners and leaders in the field of global development.

Within a multidisciplinary core curriculum,  you will take advanced economics and quantitative methods sequences  with an emphasis on key policy applications to development. You will also complete core courses in economic development, politics, political philosophy, and management—integrated with the theory and practice of development.

In your second year, you’ll choose from elective options at HKS, at the other graduate schools at Harvard—such as  Business ,  Design ,  Education ,  Law , and  Public Health  as well as the  Faculty of Arts and Sciences —and at Massachusetts Institute of Technology.

You will gain professional expertise through the case workshop and speaker series, a required summer internship , and an integrative capstone paper .

Second Year Policy Analysis : Using Your Toolkit 

The Second Year Policy Analysis (SYPA) serves as the capstone experience for the MPA/ID Program. You will choose a current development issue of interest to you; select your faculty advisor; and draw on the tools of economics, management, and political analysis to define the problem, analyze the evidence, develop alternatives, and provide specific policy recommendations for a concrete development problem.

Summer Internships : Out of the classroom, into the field

During the summer between your first and second year, you will engage in a development project, typically in a low- to middle-income country other than your own. This field experience allows you to apply the skills you’ve acquired during your first year and explore a new organization, substantive area of interest, or part of the world.

STEM Eligibility

The MPA/ID Program is a designated STEM-eligible program (Science, Technology, Engineering, and Mathematics). Students with F-1 visas may apply to work in the United States for two additional years  beyond the standard 12-month Optional Practical Training (OPT)  following graduation.

Degree Requirements

The MPA/ID Program consists of four semesters of full-time coursework in residence at HKS. The coursework includes the core curriculum, a minimum of six electives (24 credits), a development-related internship, and the Second-Year Policy Analysis.

To graduate, you must:

• Matriculate as a full-time, in-residence student and take 12-24 credits per semester
• Earn at least 76 credits, which must include the required courses, SYPA, and electives
• Finish with a GPA of B or better
• Earn a B- or higher in all required MPA/ID courses

Combined Degrees

You might consider  pursuing a second degree jointly or concurrently  if you’re interested in how the world’s challenges can be addressed at the intersection of international development and business, law, medicine, design, or other fields.

Pursuing a joint or concurrent degree reduces coursework and residency requirements and makes it possible to earn two degrees in a shorter amount of time.

Joint Degrees

As an MPA/ID student, you can pursue a  joint degree —either an MBA at  Harvard Business School  or a JD at  Harvard Law School —that involves carefully crafted and integrated coursework.

Concurrent Degrees

You can pursue a concurrent degree in business, law, medicine, design, or another field—as long as it is:

• A professional degree (for example, an MBA, MD, or JD; not a PhD or an academic master’s degree)
• At least a two-year program
• Completed at a partner school

The concurrent degree program allows you to pursue degrees at HKS and at a partner school; however, the coursework is not as closely integrated as the joint degree program. As a concurrent degree student, you are responsible for weaving together the two halves of your learning experience.

Dalia Al Kadi MPA/ID 2011 is a Senior Economist in the Macroeconomics, Trade and Investment Global Practice at the World Bank in Washington, D.C. Prior to joining the World Bank, Dalia worked as a Project Manager at the Abu Dhabi General Secretariat of the Executive Council.

Abdulhamid Haidar MPA/ID 2021 is the founder of  Darsel , a non-profit aimed at bridging the digital divide. In Haidar’s words, “The [MPA/ID] curriculum, faculty, and incredible student community all played an integral role in Darsel’s development and its positive impact on education in developing countries.”

Katherine Koh MPA/ID-MBA 2008

Katherine Koh MPA/ID-MBA 2008 is the Principal Investment Officer and Global Climate Lead for Infrastructure at the International Finance Corporation (IFC).  In  Putting Climate at the Heart of IFC Infrastructure Business , she describes “the transition to a low-carbon and resilient global economy—and the need for climate-smart infrastructure solutions—(as) among the most urgent and important issues of our time.”

Johannes Lohmann MPA/ID 2017

Johannes Lohmann MPA/ID 2017 is an Executive Director at Pollination.  Johannes advises a range of public and private sector clients on their transition to net zero, and on decarbonization and nature positive strategies. Previously, Johannes worked as Head of Work and Financial Behaviour at the Behavioural Insights Team, advising public and private sector partners on topics such as green jobs and sustainable pensions.

He “Charlie” Tian MPA/ID 2015

He “Charlie” Tian MPA/ID 2015 is a Senior Professional/Project Team Leader at New Development Bank in the Project Sector Department. He joined the New Development Bank a few weeks after its establishment in 2015. Since then, he has worked on projects in renewable energy, green transportation, and social infrastructure, totaling $5 billion of the Bank’s investments.

Most students admitted to the MPA/ID Program have at least two years of development-related work experience in government, nonprofits, central or regional banks, international development institutions, research organizations, or private businesses. Usually at least some of the work has been in developing countries.

Quantitative Analysis

We also look for applicants who are interested in applying quantitative analysis and economics to development policy design.

Prerequisites

To apply to the MPA/ID Program, y ou must have:

• A bachelor’s degree with a solid academic record, including strong grades in economics and mathematics courses
• Completion of at least one university-level course each in microeconomics, macroeconomics, and calculus through multivariable calculus (usually part of a three-course college sequence). Applicants may satisfy some of these prerequisites after submitting an application as long as they are completed before the program starts. Statistics and linear algebra courses are desirable, but not required. 

How to Apply

A complete application to the MPA/ID Program includes: 

• Online application
• Three letters of recommendation
• GRE or GMAT required; in general, you are most competitive for admission if your quantitative section score is 160 or above on the GRE, or 48 or above on the GMAT.
• Non-native English speakers who did not earn an undergraduate degree conducted in English must submit TOEFL, IELTS, or Cambridge English exam results. We recommend an overall TOEFL score of at least 100 on the iBT or an overall band score of 7 on the IELTS.
• Academic transcripts
• $100 application fee or waiver

The application for the 2025-2026 academic year will be available in September 2024. There is one admission application deadline and one start date for each degree program per year. You may apply to only one master’s degree program per admissions cycle. 

Tuition & Fees

The cost of attendance for the 2024-2025 academic year is outlined in  Funding Your Master’s Education  to help you plan financially for our master’s degree programs. Living expense costs are based on residence in Cambridge. The 2025-2026 academic year rates will be published in March 2025. HKS tuition and fees are subject to change without notice.

Joint Japan/World Bank Graduate Scholarship Program

The MPA/ID Program is a  participating program  of the  Joint Japan/World Bank Graduate Scholarship Program  (JJ/WBGSP). The scholarship provides tuition, a monthly living stipend, round-trip airfare, health insurance, and travel allowance. The JJ/WBGSP is open to citizens of certain  developing countries  with relevant professional experience and a history of supporting their countries’ development efforts.
