The Juris Doctor (JD) degree is a unique model of graduate legal education designed to meet the needs of Qatar and the Middle East. The JD is the first-of-its-kind graduate law degree in the MENA region; courses are taught in English, so graduates are prepared to work locally as well as in the international legal market.

A JD targets individuals who already hold an undergraduate degree, which can be in any subject, including law. The JD education builds on the student’s previous experience. Students may pursue expertise in law that is aligned with their previous degree or move in a completely different direction.

The College of Law’s JD curriculum is consistent with the best offered internationally. The JD was created through a strategic partnership with Northwestern University Pritzker School of Law. The program equips graduates with a high level of legal knowledge and complementary research, writing, and advocacy skills. The focus on skills training enables college graduates to make the most of a wide range of career options in the government, private corporations, law firms, international organizations, and academia.

A JD graduate was recently licensed to practice law in New York after completing the LL.M. degree at a US law school, and other graduates are pursuing licensing in Qatar and Canada, subject to the requirements of those jurisdictions. Graduates are typically qualified to undertake further legal studies in the United States and other countries in Europe.

In short, our JD graduates rise to the top as they combine previous university education and training with three years of rigorous, interdisciplinary legal education.

Graduates of this program will be equipped to: 

  • Exhibit comprehensive knowledge of the common, civil, and Shari’a legal traditions and how they apply to the practice of law within public, international, and private sectors.
  • Demonstrate comprehensive knowledge of substantive and procedural issues of certain domestic systems and the international system.
  • Make use of legal doctrine to conduct comparative analysis of multiple systems and formulate reasoned analysis of contemporary legal issues.
  • Test research abilities to shape new policy in a comparative and international legal context.
  • Demonstrate effective communication skills and superior knowledge of professional responsibility issues and can decisively identify the appropriate course of action in a given situation.

Program Focus

  • The first year and a half (Part I) of the program focuses on the foundations for lawyering, while the second year and a half (Part II) applies and elaborates on the legal principles from Part I to major sectors that are vital to Qatar and the region. The courses in Part I, foundations for lawyering, develop a student’s understanding of legal doctrine in key subjects. They also develop analytical and reasoning skills so that the student can articulate the relevant principles and apply them to real-world problems. Taught from a comparative perspective, the courses in Part I examine the different legal systems that converge in global legal practice with a focus on identifying common themes and points of departure. Part I also trains students of how to navigate systems, depending on the exigencies of the transnational transactions they will be required to manage during their professional careers.
  • During Part II, students apply and further develop their foundational skills in sectors that are vital to Qatar and the region. These areas of law include Energy, Healthcare, Global Economic Law and Governance, Construction & Infrastructure Development, Media, and Sports.
  • Accompanying a dynamic curriculum is an extensive offering of co-curricular activities, such as colloquia and Majlis, at which leading experts provide insights on contemporary legal topics. Additionally, student moot court competitions, in which students argue a simulated case before a court or arbitral tribunal, provide an important avenue for skills development. Through moot courts, students experience drafting memorials and engaging in oral arguments. The College of Law has fielded teams in top international competitions, including the Philip C. Jessup International Law Moot Court Competition, the Willem C. Vis International Commercial Arbitration Moot, and the Europa Competition. In 2019, the College of Law hosted its first international moot, the Cybersecurity Law Moot Court Competition, featuring ten teams from around the world.

About the Program

The Mission of the Ph.D. in Law Program at Qatar University College of Law is:

To prepare graduate students to become effective university teachers and research scholars or senior researchers who significantly make a difference in Qatar and beyond.

The Ph.D. in Law program will help in providing well-prepared leaders, educators, law researchers, and professional contributors to society who are empowered with the latest knowledge, skills, and tools. The program is intended to accommodate all fields of law, and utilize interdisciplinary and international collaborations to enrich the learning experience.

Objectives:

The educational objectives for the Ph.D. in Law program are:

1.            Train students to become research scholars;

2.            Provide students an opportunity to deepen and enhance their knowledge of certain areas of law; and

3.            Develop students with intellectual initiative, independence, and contribute original ideas to existing literatures.

The program achieves its objectives through rigorous teaching and research that contribute to the advancement of knowledge and practice. The education objectives were created by benchmarking other Ph.D. in Law programs such as the University of Washington’s School of Law Ph.D. in Law program.

Learning outcomes:

After benchmarking the learning outcomes in ABA Section 302  and other Ph.D. in Law programs in Europe and the region, a set of learning outcomes were determined using a previous study by Jurfhorsk (Arhaus University in Denmark), which sets high and uniform Ph.D. in Law programs in Denmark, and which identified learning outcomes by benchmarking other Ph.D. in Law Programs.

Upon completing the requirements of the Ph.D. in Law program, the student will have mastered the following learning outcomes (SLOs):

1.            Demonstrate an understanding of and apply legal research and legal analysis methodologies and techniques within a specific field of legal research.

2.            Evaluate legal materials from different knowledge resources, including legal information systems.

3.            Articulate and convey ideas and arguments to a range of audiences and in a variety of context.

4.            Ability to work independently and analyze one’s own findings and those of others.

Opportunities

Students with a Ph.D. in Law will have excellent employment opportunities in Qatar and abroad. A career in academe within in the State of Qatar or in the region is highly likely given the demand for faculty in all legal disciplines within regional law schools. Graduates will also be sufficiently capable of pursuing a career as a legal researcher in one of the law disciplines either by conducting consulting work, or as a lawyer who is equipped with advanced knowledge. As we are witnessing the planned growth in all aspects in the country, there will be a need for more graduates in all legal disciplines. An example is the continuing need for new law faculty at the College of Law because of the rapid increase in student enrollments. Additionally, the opening of advanced law programs in other institutions like Hamad Bin Khalifa University have and will continue to create employment opportunities for graduates with a Ph.D. in Law. Additionally, given the significant proportion of GDP invested in research, new opportunities continue to abound. The graduates of the Ph.D. in Law program will be the human capital supporting the knowledge-based economy being fostered in Qatar. It will be this generation that will staff the institutions and research centers that will develop the Qatari society and economy.

Garrett West ’18 to Join Yale Law School Faculty

Garrett West

Dean Heather K. Gerken has announced that Garrett West ’18 will be joining the Yale Law School faculty as an Associate Professor of Law on July 1, 2024.

West’s scholarly interests include torts, remedies, federal courts, and administrative law. His scholarship focuses on the uses of private law theory in public law and on the problems of constitutional interpretation and doctrinal coherence through constitutional change. His work has been or will be published in the Yale Law Journal , Virginia Law Review , Wisconsin Law Review , and Administrative Law Review , exploring topics such as constitutional torts, the Appointments Clause of the Constitution, and contempt of Congress.

“Garrett has produced an astonishing amount of insightful scholarship while working full-time as a lawyer, and every paper showcases his creativity and brilliance,” said Dean Heather K. Gerken. “His presence on the faculty will enrich our conversation and enhance our intellectual life.” 

West received his B.A. from Hillsdale College in 2015 and his J.D. from Yale Law School in 2018, where he served as Articles and Essays Editor on the Yale Law Journal and as Submissions Editor for the Yale Journal on Regulation . During law school, West received the Thomas I. Emerson Prize in 2017 and 2018, awarded annually to a distinguished student paper on legislation. 

After law school, West clerked for Judge Diarmuid F. O’Scannlain of the U.S. Court of Appeals for the Ninth Circuit, Judge Thomas B. Griffith of the U.S. Court of Appeals for the D.C. Circuit, and Justice Samuel Alito ’75 of the U.S. Supreme Court.

West is currently an associate in the Washington, D.C., office of Paul, Weiss, Rifkind, Wharton & Garrison LLP, where he is a member of the firm’s Supreme Court & Appellate Litigation Group.

Doctor of Philosophy (PhD) Program (Research-based – Research Intensive)

About the program.

The Doctor of Philosophy in Engineering is offered for the first time in Fall 2011. The mission of the doctoral program in the College of Engineering is to provide students with intensive advanced training in research that leads to the highest level of scholarly achievement and enable them to conduct research independently to address new challenges as innovators. The Ph.D. program is highly research-intensive.

The Ph.D. program is designed to enhance students' competencies in contributing to the existing body of knowledge, innovation, and creation of new knowledge and techniques. Students are expected to equip themselves with strong theoretical and methodological foundations and to develop their ability to conduct research independently.

The total credit hours for the program is 60 credits. Students enrolled in the program are required to complete a minimum of 12 credit hours of coursework and 48 credit hours of research work. The typical duration of the program is three years (six semesters) and the maximum duration is five years (ten semesters). The program currently caters only to full-time students.

Program Objectives

Graduates of the doctoral program will be able to fulfill most of the following educational objectives:

  • Foster Innovation of new ideas, methods, and techniques in science and engineering.
  • Contribute to the advancement of the scientific body of knowledge in engineering and related fields.

Learning Outcomes

By the time a student completes all requirements of the program, the student will have achieved the following learning outcomes:

  • Able to systematically review, analyze, assimilate and interpret the body of scientific literature and innovations in their discipline area,
  • Apply and validate innovations and discoveries in the lab or real-world settings in more efficient and effective ways,
  • Produce high-quality research
  • Disseminate effectively the research output in reputable international journals, conferences, patents, research proposals, and other scientific venues.

Graduation Requirements

In order to graduate, students of the Ph.D. program must have successfully completed the following requirements:

  • A minimum of 12 credit hours of course work must be completed. The grade point average (GPA) must be 3.0 or higher on a scale of 4.00.
  • Pass the oral defense while completing the 48 thesis credit hours .
  • At least  two accepted papers in Q1/Q2  peer-reviewed and indexed journals.
  • An acceptable thesis must be completed within five years after admission.

International Affiliation

Two memorandum of understanding (MoU) agreements between Qatar University and two international universities, namely Politecnico Di Milano and Politecnico Di Torino, have been signed to advance the existing relationships and engage collaborative opportunities.

Ph.D. students seeking a dual degree from one of the international universities must first have successfully passed admission to QU -- they can then apply for admission to the university abroad as Visiting Research Students on condition of fulfilling the required international university standard admission policies and criteria (including English Language proficiency).
