Creation of Digital Infrastructure

भारत 2047 तक विकसित राष्ट्र बनने के लक्ष्य को लेकर आगे बढ़ रहा है। किसी भी देश के लिए डिजिटल अर्थव्यवस्था की मजबूती आज के वक्त में प्राथमिकता वाला मुद्दा है. डिजिटल अर्थव्यवस्था को मजबूत करके ही भारत विकसित राष्ट्र के लक्ष्य को हासिल कर सकता है। 

डिजिटल अर्थव्यवस्था की दिशा में भारत ने 8 साल पहले एक ऐसा फैसला लिया था, जिसकी बदौलत हम आज वैश्विक अर्थव्यवस्था के चमकते सितारे बन चुके हैं। एक जुलाई 2015 को देश में डिजिटल इंडिया कार्यक्रम की शुरुआत की गई थी। इस अभियान को और भी मजबूती देने की जरूरत है। इसी पहलू को ध्यान में रखकर भारत सरकार ने डिजिटल इंडिया कार्यक्रम के विस्तार का फैसला किया है। 

केंद्रीय कैबिनेट ने 16 अगस्त को डिजिटल इंडिया कार्यक्रम के विस्तार मंजूरी दे दी। इस पर 14, 903 करोड़ रुपये खर्च होंगे. डिजिटल इंडिया विस्तार के तहत पहले से जारी कार्यों को आगे बढ़ाया जाएगा। कुछ नए पहल भी होंगे।  बजट खर्च को वित्त वर्ष 2021-22 से 2025-26 तक पांच साल के लिए स्वीकार किया गया है। 

डिजिटल इंडिया कार्यक्रम के विस्तार का फैसला कुछ लाभ को रखकर किया गया है.  डिजिटल इंडिया कार्यक्रम के विस्तार के तहत कुछ लक्ष्य तय किए गए हैं. ये इस प्रकार हैं:

  • फ्यूचर स्किल प्राइम कार्यक्रम के तहत 6.25 लाख आईटी पेशेवरों को आधुनिक टेक्नोलॉजी के हिसाब से प्रशिक्षित कर उनके स्किल को बेहतर किया जाएगा। 
  • सूचना सुरक्षा और शिक्षा जागरूकता चरण (ISEA) कार्यक्रम के तहत 2.65 लाख लोगों को सूचना सुरक्षा के क्षेत्र में ट्रेनिंग दी जाएगी। 
  • राष्ट्रीय ज्ञान नेटवर्क (NKN) के आधुनिकीकरण के तहत इसमें 1,787 शिक्षण संस्थानों को जोड़ा जाएगा। 
  • डिजीलॉकर के तहत डिजिटल दस्तावेज सत्यापन की सुविधा अब  सूक्ष्म, लघु और मध्यम उद्यमों के साथ दूसरे संगठनों के लिए भी होगी। 
  • यूनिफाइड मोबाइल एप्लिकेशन फॉर न्यू एज गवर्नेंस (UMANG) ऐप पर फिलहाल 1,700 से ज्यादा सेवाएं उपलब्ध कराई जा रही हैं।  अब इस निःशुल्क मोबाइल ऐप उमंग पर इनके अलावा 540 अतिरिक्त सेवाएं भी मुहैया कराई जाएंगी। 
  • डिजिटल इंडिया कार्यक्रम के विस्तार के तहत  टियर 2/3 शहरों में 1,200 स्टार्टअप्स को  वित्तीय मदद दी जाएगी। 
  • तीन आर्टिफिशियल इंटेलिजेंस उत्कृष्टता केंद्र बनाए जाएंगे, जो स्वास्थ्य, कृषि और टिकाऊ शहरों की ज़रूरतों पर आधारित होंगे। 
  • साइबर-जागरूकता पाठ्यक्रम चलाकर 12 करोड़ कॉलेज छात्रों को साइबर सुरक्षा को लेकर जागरूक किया जाएगा। 
  • साइबर सुरक्षा के क्षेत्र में नई पहल शुरू की जाएगी. इसके तहत उपकरणों के विकास और राष्ट्रीय साइबर समन्वय केंद्र के साथ 200 से अधिक साइटों का एकीकरण किया जाएगा। 
  • राष्ट्रीय सुपर कंप्यूटर मिशन के तहत फिलहाल 18 सुपर कम्प्यूटर काम कर रहे हैं। डिजिटल इंडिया कार्यक्रम के विस्तार के तहत अब इस मिशन में 9 और सुपर कंप्यूटर जुड़ जाएंगे. भारत सरकार ने मार्च, 2015 में राष्ट्रीय सुपर कंप्यूटर मिशन के तहत 4,500 करोड़ रुपये की लागत से 2022 तक 70 सुपर कंप्यूटर स्थापित करने के प्रस्ताव को मंजूरी दी थी।

Digital India is the Government of India’s audacious programme. This will be for the purpose of preparing India for knowledge-based change and providing good governance to citizens through synchronised and coordinated engagement with both the Central and State Governments.

The Department of Electronics and Information Technology (DeitY) conceptualised this programme, which will have an impact on the ministries of communications and information technology, rural development, human resource development, and health, among others. Importance of digital education is increasing with the time. Little children also using mobile phone to continued online study. Now its need of every individual. People becomes aware about advantages of Internet and uses of it. During pandemic time, online education was only the source of education for children and teachers.

Through mobile apps teachers meet with their students and they can interact with students at staying home.  Mobile apps providing many facilities of teaching and learning at home eg. Video conferencing calls, learning classes for every subjects, and test question papers. On mobile apps children get their homework,  test question papers and another activities.

It was very beneficial online study at pandemic period when lockdown is on high peak. Teachers and students co-operate with each others and achieves the target. College students attend there online classes for their competitive types exams which is preparing for achieve their jobs.

Digital education is very expensive to afford it. Poor people cannot afford mobile phones and internet. It is very difficult and struggling for them to learning online. To fulfill their needs some people sell their household things to provide quality study for their children. They faced very difficulties during pandemic and lockdown situations.

Disadvantages

If there are lots of advantages of digital education there are some disadvantages too.

Digital education policy is never right for children with disabilities. It’s a big challenge for those kids. According to a survey, 50% of India’s children are from rural and backward areas, which are very difficult to provide internet. In a way, it can be said that it is exclusion in the name of inclusion.

It is passive learning within expensive. It makes children some lazy. Children can be habitual for mobile phone and getting lazy to study at home. Children can do misuse of mobile phones and internet. It is necessary that children activities on internet, parents should be always watch over. So they can guide them to do good or bad things. 

There are more than 50% children in India who live in rural and backward areas. It is a struggle to provide the means of internet for them. Some people are below poverty line who can not even buy the services of internet and android mobile etc. In these situations, digital education has remained like a dream for those people.

Studying online on mobile and computer for 5 to 6 hours a day has proved to be more fatal for health. This can have a very bad effect on the health of the students. Some studies have revealed that it can cause diseases like heart disease etc. According to Harvard Medical School researchers Blue light emitted from mobile has bad effect on eyes. Once the sleep system deteriorates, then physical diseases do not take long. Due to this, students can easily fall prey to other diseases. For example, there is pain in the neck, blurred vision, worsening of sleep, feeling of tension and bad effect on memory power.And it is more influenced by the abilities of reasoning power.

It is not wrong to say that the use of mobile and internet is a waste of time and money. Because most students are fickle, His mischievous nature plays an important role in taking him in the wrong direction. Instead of studying, spend time playing games and watching entertaining videos on mobile.This not only wastes the time of the students but also harms the money and health.
