A little more than two years ago, U.S. Rep. Jerry Carl was on the Mobile County Commission debating issues like the fate of a soccer complex in Mobile while duking it out with the Club For Growth as a fierce GOP primary was underway to claim the open 1st congressional district seat.

Now he’s a member of one of the most powerful committees on Capitol Hill.

Carl, 64, won the bruising primary election in 2020 , and sailed to re-election last year with little opposition. Late last week, he was nominated by House Republican Leadership as a member to the U.S. House Appropriations Committee.

“I’m up for the challenge,” Carl said in an interview with AL.com Tuesday. “There are people on the steering committee who feel like I’m up for it. I did campaign for it. A lot of congressmen don’t want to be near Appropriations because they have to take hard votes on issues. There are social issues that will put me in the crosshairs on a lot of things, but we’ve got to get this country turned around.”

Carl’s addition to Appropriations is the first time for a 1st congressional district lawmaker to serve on the powerful committee since former U.S. Rep. Jo Bonner served on it from 2008 until he retired in 2013. Before Bonner, former Congressman Sonny Callahan served on Appropriations and chaired its subcommittee on State, Foreign Operations, and Related Programs after Republicans reclaimed the House during the 1994 midterms.

Carl said he was unsure which of the Appropriations subcommittees he will serve on since those appointments have yet to be made.

“The district has a history of appropriators,” Carl said. “Every one of these (subcommittees) on Appropriations will affect my district directly. We have the possibility of Airbus picking up the tanker contract, and the funding of the Coast Guard. It’s a natural blend. We have a little bit of everything.”

Former U.S. Rep. Bradley Byrne, who preceded Carl as the congressional representative in the 1st district and is now the president and CEO of the Mobile Chamber, said Carl’s committee assignment gives South Alabama representation on a committee that also includes U.S. Rep. Robert Aderholt, R-Haleyville.

Aderholt, who is now Alabama’s longest serving lawmaker in Washington after the retirement of Senator Richard Shelby, will chair the Labor, Health and Human Services & Education Subcommittee of the House Appropriations Committee.

“The delegation plays as a team, and you have Aderholt in North Alabama and Jerry supporting him,” said Byrne. “Carl understands the practicalities on what we need (in South Alabama) because he’s been working on it a very long time. This is a very important move for this entire region.”

Quin Hillyer, a Mobile-based columnist for the Washington Examiner and a former aide to Louisiana Rep. Bob Livingston while he was chairman of Appropriations in the 1990s, said Carl’s assignment is a “very big deal” because “very rarely do members with so little seniority get appointed” to Appropriations.

“Everybody sees what Shelby did as the top ranking Republican on the Senate Appropriations and think, ‘well, that’s great’ and ‘maybe Jerry Carl will be able to bring back a ton of pork barrel projects and federal spending,’” said Hillyer. “But that’s not immediately necessarily the case. He will be a very junior member on a big committee. But it does at least get him at the table for legitimate projects for South Alabama.”

Hillyer said Carl’s involvement can be crucial in providing directives on how federal money should not be spent.

“What’s more important are the subtle ways that committee members can help,” said Hillyer. “By being at the table, and in the hearing room and at the late night sessions where Appropriation bills are marked up in granular detail, especially if you’re in the majority party, you will have the ear of the (committee’s) chairman to look after local interests.”

Hillyer added, “It might not be with spending new money, but it might also be how you either narrow or expand the definitions of existing money streams and how you can put language in saying that money shall not be spent in a certain way.”

Hillyer said Carl’s influence could be in objecting to Biden Administration regulations.

“An appropriations bill can mandate that no federal money be spent to enforce Regulation X or Regulation Y or Z,” Hillyer said. “As a member of Appropriations, you are in a much better position to get a half-sentence clause into a 300-page bill that says ‘no money can be spent to enforce this.’”

Carl said he plans to utilize his role to focus on what he says is “waste” in the federal government, and to look for ways to cut the federal budget.

“The appropriations for our district are huge, but it’s not necessarily what I can bring home but what can we do as far as focusing on waste,” said Carl.

Alabama Republican becomes the first House incumbent to lose a 2024 primary

Rep. Barry Moore has defeated Rep. Jerry Carl in a rare incumbent-vs.-incumbent Republican primary spurred by a Supreme Court decision forcing Alabama to adopt redrawn congressional districts, NBC News projects.

Carl becomes the first House lawmaker seeking re-election to lose their primary in the 2024 cycle.

Moore’s Super Tuesday victory is a win for the House Freedom Caucus — the band of far-right, anti-establishment rabble rousers that frequently clashes with GOP leadership and whose super PAC backed Moore. Rep. Marjorie Taylor Greene, R-Ga., a former Freedom Caucus member and a top Donald Trump ally on Capitol Hill, campaigned alongside Moore over the weekend in Alabama, arguing that Moore was more of a Trump loyalist than Carl.

“Barry Moore is President Trump’s man in Washington and has been from the very beginning. His entire family has and he has never wavered,” Greene said at a campaign stop before the election.

Carl, a member of the powerful Appropriations Committee and the Republican Study Committee, is more closely aligned with the business wing of the party.

Both Moore and Carl were first elected to Congress in 2020. Trump endorsed both men in their 2022 re-election bids but declined to weigh in this time.

Moore, who represents Alabama’s current 2nd Congressional District, decided to challenge Carl after redistricting combined large swaths of both districts into the 1st District. The new 1st District sweeps across southern Alabama, from the Mobile region to counties in the southeast. The district is ruby red and will stay in Republican control in November.

The new congressional map was adopted after the Supreme Court ruled that Alabama’s GOP-drawn districts violated the Voting Rights Act and forced the state to create a second Black opportunity district in the state — one where Black voters have a good chance of electing the representative of their choice.

Democrats are favored to win the newly drawn 2nd District, which would give them two of the seven House seats in Alabama.

Carl supports removing certain Democrats from committees

The Republican nominee for Speaker of the House, Kevin McCarthy (R-Calif.), is getting support from Republicans for his decision on future committee assignments in Congress.

McCarthy recently said he will remove Democratic Reps. Eric Swalwell (D-Calif.), Adam Schiff (D-Calif.), and Ilhan Omar (D-Minn.) from committees if he’s elected House leader.

“One thing I said from the very beginning, Eric Swalwell cannot get a security clearance in the public sector,” McCarthy said. “Why would we ever give him a security clearance and the secrets to America?

“So, I will not allow him to be on.”

Swalwell responded to McCarthy’s comments saying, “I think I can make the case that he’s going after me in retaliation for our caucus voting to kick Marjorie Taylor Greene off the (Jan. 6) committee. If you think anything that I have said or Adam Schiff has said or Ilhan Omar has said is comparable to Marjorie Taylor Greene posting on social media about killing Nancy Pelosi, then you just don’t have the facts.”

During an interview Saturday with Newsmax, U.S. Rep. Jerry Carl (R-Mobile) talked about his support for McCarthy and his decision on removing those members of Congress from their committee assignments.

“They have no business on those committees, they need to come off,” Carl said. “There’s several more, but I’ll let McCarthy do McCarthy’s job, and he’ll do a great job I might add, we’re excited to get him voted in.”

The congressman said the Democratic Party will have an opportunity to put better people in those positions.

“When he’s talking about Schiff and Swalwell and Omar,” he said. “They’re just damaging to this country and we’ve got to get them out of the way and encourage the Democrat party to put someone new in their place, replace them.”

He also believes Speaker Nancy Pelosi set the precedent when it comes to removing people from congressional committees.

“Nancy Pelosi set the parameters here,” he said. “So, according to Nancy Pelosi, she has a right to say who’s on a committee and who’s not so we use their own laws and their own definitions. We’ll move right along with them.”

Carl made a point to praise McCarthy for willing to stand up on this issue.

“And thank you Kevin McCarthy for stepping up and doing this,” he said. “It’s not an easy task. He’s going to come under quite a bit of pressure on this one.”

AGC PAC: The Associated General Contractors Of America Political Action Committee Endorses Representative Jerry Carl For The U.S. House

Construction Industry’s Election Fund Also Provides the Maximum Primary Contribution to Support the Carl Campaign Noting His Strong Support for Key Construction Issues

The Associated General Contractors of America Political Action Committee, also known as the AGC PAC, announced today that it has endorsed Representative Jerry Carl for the United States House of Representatives. AGC PAC officials said they are supporting the Carl campaign because of his strong commitment to the construction industry in Alabama.

“Jerry Carl is a serious leader who delivers for his constituents and state. He supports tax reforms that allow Alabama’s workers to keep more of their hard-earned money, fought unreasonable regulations that burden small businesses, and understands the need to invest in construction education and training programs” said Stephen E. Sandherr, Treasurer of AGC PAC. “Mr. Carl has the experience and track record – in business and in Congress - to protect our economy, our workers, and our country.”

In addition to endorsing Representative Carl, AGC PAC has contributed the maximum amount of $5,000 to his primary election. AGC PAC is also encouraging the association’s members in the 1 st Congressional District to help turn out the construction vote in support of his candidacy in the primary election on March 5, 2024.
