Drug use, misuse or abuse is also primarily due to the nature of the drug abused, the personality of the individual and the addict’ s immediate environment The processes of indust1ialization, urbanization and migration have led to loosening of the traditional methods of social control rendering an individual vulnerable to the stresses and Strains of modern life. The fast changing social milieu, among other factors, is mainly contributing to the proliferation of drug abuse, both of traditional and of new psychoactive substances. The introduction of synthetic drugs and intravenous drug use leading to HIV/AIDS has added a new dimension to the problem, especially in the Northeast states of the country

Drug abuse and addiction is on the rise throughout India. According to recent surveys, India has at least seventy million drug addicts. Because India has seen such a rise in drug abuse and addiction, there is an increasing need for dealers and distributors to traffic the drugs. Many people in India are seeing this opportunity as a way to make fast and easy money. They not only risk the chance of getting caught by police and sentenced to a minimum of ten years in prison, but they are at risk for abusing or developing an addiction to the drugs. The youth that continue to abuse drugs will normally begin to use harder drugs and develop addictions to them. Some of them will join gangs or drug related organizations.

Most of the youth that get caught up with drugs normally do not continue education through college, and it is not uncommon for these people to end up on the streets. Most of the people who abuse or have an addiction to drugs in India are between the ages of 18 and 35. The majority of them are males, but there are a small percentage of women in India who abuse them; the number of women is slowly rising each year.

Since drug abuse and addiction in India has risen, the country has seen an increase in HIV, Tuberculosis, Hepatitis B and C, and other transmitted diseases. Injecting substances is becoming more popular amongst addicts, which is causing healthcare officials to become concerned about an even greater rise in these diseases.

Family Effects

The women and their children are facing problems as well. Many women who are married to drug abusers and addicts are subjected to domestic violence, infectious diseases, and financial problems. Eighty seven per cent of users who were in a rehab center claimed that they were violent to their wife, children, and other family members while using. Most domestic violence comes as a result of the addict needed money to buy more drugs.

India is beginning to see a rise in rehab centers across the country. However, drug use is still considered taboo and a very sensitive matter. Often times, families do not want to send their loved ones to a rehab in India, because of shame or even fear; fear that the government will find out about their loved one’s drug use.

India’s Stand

India has braced itself to face the menace of drug trafficking both at the national and international levels. Several measures involving innovative changes in enforcement, legal and judicial systems have been brought into effect. The introduction of death penalty for drug-related offences has been a major deterrent. The Narc0tic Drugs and Psychotropic Substances Act, 1985, were enacted with stringent provisions to curb this menace. The Act envisages a minimum term of 10 years imprisonment extendable to 20 years and fine of Rs 1 lakh extendable up to Rs 2 lakhs for the offenders. The Act has been further amended by making provisions for the forfeiture of properties derived from illicit drugs trafficking. Comprehensive strategy involving specific programmes to bring about an overall reduction in use of drugs has been evolved by the various government agencies and NGOS and is further Supplemented by measures like education, counseling, treatment and rehabilitation programmes. India has bilateral agreements on drug trafficking with 13 countries, including Pakistan and Burma. Prior to 1999, extradition between India and the United States occurred under the auspices of a 1931 treaty signed by the United States and the United Kingdom, which was made applicable to India in 1942. However, a new extradition treaty between India and the United States entered into force in July 1999. A Mutual Legal Assistance Treaty was signed by India and the United States in October 2001. India also is signatory to the following treaties and conventions:

(a) 1961 UN. Convention on Narcotic Drugs. (19) 1971 UN. Convention on Psychotropic Substances. (c) 1988 UN. Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances. (d) 2000 Transnational Crime Convention

The spread and entrenchment of drug abuse needs to be prevented, as the cost to the people, environment and economy will be colossal. The unseemly spectacle of unkempt drug abusers dotting lanes and by lanes, cinema halls and other public places should be enough to goad the authorities to act fast to remove the scourge of this social evil. Moreover, the spread of such reprehensible habits among the relatively young segment of society ought to be arrested at all cost. There is a need for the government enforcement agencies, the non governmental philanthropic agencies, and others to collaborate and supplement each Other’s efforts for a solution to the problem of drug addiction through education and legal actions. Practically every country has its own substance abuse problem to face.

What is Drug Abuse?

Drug abuse is a serious public health problem that affects almost every community and family in some way. Each year drug abuse causes millions of serious illnesses or injuries. Abused drugs include the use of :

• Club drugs.
• Anabolic steroids.

The term addiction is defined as a chronic, relapsing disorder characterized by compulsive drug seeking and use despite adverse consequences. It is considered a human brain disorder, because it involves functional changes to brain circuits involved in reward, stress, and self-control, and those changes may last a long time after a person has stopped taking drugs.

Drugs and Alcohols are addictive substances. Once a person falls prey to their abuse, it is not easy to get rid or refrain oneself. Their addiction and dependence could produce severe outcomes. Adolescents are more prone to getting into these habits.

Alcohol and drug abuse is a very common problem that our society is facing today. This addiction results in serious and harmful effects, if it is left untreated. There are different types of treatment for drug abuse.

Let us explore into how alcohol and drug abuse can be prevented and controlled.

Alcohol and Drug Abuse: Prevention and Control

Young and adolescent minds could be moulded in any direction depending on the kind of exposure they get. They might befriend abusers and get into the habit of drinking, smoking or taking drugs. At this point in time, it is the responsibility of the parents as well as the teachers to handle the issue sensitively and guide them in the right direction.

Here are certain measures which need to be taken to prevent and control alcohol and drug abuse.

• Persistent counselling is required to teach the child to deal with failures, pressures, stress, and disappointments. In fact, guiding them towards productive activities such as music, painting, yoga, sports or one of their hobbies could also help.
• Children often pick up habits from their close ones. Thus, the attitude of parents and older siblings towards alcohol, cigarettes, and drugs also affect the child’s choices.
• In case the child is stressed out and on the verge of abuse, help must be sought from parents or even trusted friends who may guide them in the right direction, thereby helping him vent out their anxiety and guilt.
• Parents must stay connected with the child, keeping a track of his whereabouts at all times. Spending more time with the family will help be open and honest with their parents.
• If it is found that children have fallen prey to alcohol and drug abuse, their friends must immediately bring this to the notice of their parents or teachers, so that the latter could take remedial measures for the same. Counselling can be given to students at school to ensure that others students are willing to speak out and help their friends in trouble.
• However, despite all the prevention measures, if unfortunately, the child does get into the abuse, seek professional aid. There are a number of rehabilitation centres, de-addiction programs and qualified psychiatrists who would help to get rid of the problem.

Drug addiction is on the increase in Pakistan. Young boys and girls of colleges and universities fall an easy victim to it. The reasons are quite obvious. The first reason is that the young people feel frustrated and tense in the modern world. They fail to solve their emotional and intellectual problems themselves. They are highly educated but they do not get a job according to their ability. In this world of tension and anxiety, they feel lonely and sad. They resort to drugs in order to mitigate their sorrows and sufferings. The second reason is that the uneducated people use drugs to relieve pain and sufferings.

Drug addiction is not a new thing. It has been in practice for centuries. People used opium, Charas and Bhang in the past. These narcotics gave them temporary pleasure and transported them into a world where there was no sorrow or suffering.

Now man has left these old narcotics and has become addicted to heroin. Heroin is the most sophisticated form of the drug. It is prepared from Opium. The major centres of illegal opium production are Turkey, Afghanistan and Pakistan. Heroin produced in these areas is marketed to European countries and America. It is a very costly drug. That is why it is smuggled to rich countries. It is the most addictive of drugs. A man may become addicted to it within a week. Its influence on our body, mind and soul is irresistible. If once this evil addiction grips us it may not leave us for years.

There are many reasons for its prevalence in Pakistan. First, the smugglers of heroin are very influential. They are not caught and punished severely. Secondly, the recent Afghan Russian War has encouraged this. Thirdly, young people want to get rid of their depression and anxiety. They resort to the use of drugs which mitigate their sufferings temporarily. Moreover, there is a misconceived notion that narcotics increase physical power and energy. Moreover, the heroine is the only drug which is easily available. Some people use it to have a new experience but soon they are caught into its web.

The use of drugs harms our body and mind. It affects lungs, heart and kidneys of the victim. It causes tuberculosis and cancer. It relieves depression for a short time and gives temporary pleasure. But as soon as the intoxication is over, it takes us to the world of reality and strain. In this way, it cripples our activity and makes us inactive. A drug addict cannot live without the drug. He can become a criminal, a robber or a thief. He must steal money to get the drug. Thus drug addiction produces an army of idlers and socially inactive people. In this way, it turns active and vigorous young people into active and passive idlers.

The Government of Pakistan is trying its utmost to control its prevalence. It persuades the producers of heroin not to prepare it. at the same time, it uses coercive measures to curb its preparation. co-operation of other countries, like U.S.A, U.K, West Germany and Canada is sought to counter its spread.
