Vast majority of permanent residents applying to join military not accepted in 1st year of eligibility: data

The Canadian Armed Forces has received more than 21,000 applications from permanent residents eager to join the chronically understaffed military full time — but CBC News has learned that fewer than 100 of them have made it into the regular force in the year since they were allowed to sign up.

In 2022, the federal government lifted a ban on permanent residents enlisting in the military after the country's top commander warned of a critical shortfall in personnel.

Gen. Wayne Eyre, chief of the defence staff, said that given the "significant number of demands around the world, there's just not enough Canadian Forces to do everything."

Out of 21,472 applications from permanent residents received between Nov. 1, 2022 and Nov. 24, 2023 (the first full year of eligibility), less than one per cent were accepted into the regular forces — just 77 people, according to the Department of National Defence.

And of the 6,928 permanent residents who applied to join the navy, army and air force reserves, just 76 were enrolled between Nov. 1, 2022 and Jan. 26, 2024, the department told CBC News.

Defence Minister Bill Blair said he's not satisfied with those numbers.

"I frankly think it's not good enough and it's potentially an opportunity lost," Blair told CBC News.

"I believe that there are very many of those permanent residents in Canada who would make outstanding members of the Canadian Armed Forces, and quite frankly, we need more people in the Canadian Armed Forces."

Brig.-Gen. Krista Brodie, the commander overseeing military recruitment, said that the application "process takes time."

"Certainly it's frustrating, and we field those frustrations from candidates and from Canadians and from our own chain of command all the time," she told CBC News.

Brodie said permanent residents are told when they apply that it can take 18 to 24 months for Canada's security agencies to handle their files because they can require an "additional level of security screening" due to "foreign implications."

"At the end of the day, we have to be a combat-capable force ready to fight tonight, and so standards matter," Brodie said. "And when you're dealing with sensitive military equipment in a national security environment, those factors are really important."

About 15,000 permanent residents applying to the regular forces have walked away from the application process amid the wait, Brodie confirmed.

'Standards matter' in military recruitment, brigadier-general says

Blair said the recruitment process has to move faster.

He said he's asked his department to look at allowing permanent residents to serve on a probationary basis while they wait for their security checks to be completed.

"I've got some experience in this, in hiring in other organizations. You've got to go fast, you've got to go certainly faster than those numbers demonstrate," Blair said.

The Department of National Defence said an interdisciplinary working group is considering the minister's request.

The military has increased the number of applications it can process and is also looking to expedite the procedure by speeding up information-sharing between government departments, Brodie said.

"Multiple Government of Canada departments are involved in processing the files of permanent residents to join the Canadian Armed Forces — and we will be working with other government departments to ensure that more permanent residents of Canada can join the CAF," defence department spokesperson Alex Tétreault said in a statement to CBC News.

The military projects it could hit a shortfall of more than 7,750 regular force members and approximately 7,475 reserve members by the end of the fiscal year in March.

Brodie said that while the military is losing more people each year than it's bringing in, that problem is starting to stabilize. The military is "really close to the tipping point" where the numbers turn around and "gradually" start to build, she said.

Sgt. Cynthia St-Jean at Ottawa's Canadian Forces recruitment office said one of the biggest barriers facing permanent residents is the time they spend waiting for their security clearances.

Canadian citizens can get their pre-security forms back in about three months, if they have straightforward files, she said.

"Since they don't have any travels outside the country, family outside the country, or banks or houses, it makes ... that background check much easier than [for] somebody that comes in with 20 years in a different country, some family members outside the country," said St-Jean, who is a recruiter.

"We do lose some applicants to the pre-security clearance form just because it is a lengthy time," she said. "But we do keep in contact with them. We try to say, 'Hey, your file is still open, this is still going, are you still interested?' So we try to keep them engaged."

Naval cadet Joseph Haddad said he was "very pleasantly surprised" when his application to join the navy's reserves was processed in three months. He came to Canada with family a decade ago because his father was on a diplomatic mission, he said.

"I believe the reason why my application didn't take as long is because I've been in Canada since 2012," said Haddad, who is now a Canadian citizen. "I also am a federal public servant at Canada Revenue Agency with clearance, so I believe that might have helped as well."

Faced with long delays, the majority of permanent residents applying for the regular forces lost interest and are no longer engaged in the application process, the military said.

Another 5,000 permanent resident applicants are still interested,   Brodie said, calling it an "exciting number for us to work with."

"A significant portion of those permanent resident prospects are women, and I think that's also a positive indicator," Brodie said.

Jamal Ludin is one of the permanent residents waiting for his security clearance to come back. Before taking his aptitude test in Ottawa, Ludin told CBC News he wants to serve the country that took him in.

Ludin is from Afghanistan; he escaped aboard a military plane when Kabul fell in 2021 to the Taliban. After living in a NATO camp in Albania, he came to Canada in May 2022.

"I want to be a part of this society because they help me in my very bad situation," he said. "They take me and my sisters and family from a very difficult moment."

Ludin's brother died in 2018 in Afghanistan, and his grieving mother later passed away of a stroke, he said.

He's currently supporting his family by doing deliveries and working at a school helping students with special needs. He also takes care of a sister with Down syndrome, he said.

Ludin said he's willing to wait up to two years for his security clearance to come back because he wants to make his family proud.

"My family always wanted to see me in uniform," he said.

Majority of permanent-resident applications to military not accepted, data shows

Ludin said he also wants to become a Canadian citizen.

As an incentive, the government also announced in 2022 that citizenship applications from Canadian Armed Forces members would be processed on "a priority basis."

The government fast-tracked processing 22 citizenship applications from military members between Nov. 21, 2022 and Nov 30, 2023, Immigration, Refugees and Citizenship Canada told CBC News. Another 11 applications are outstanding as of December, the department said.

Default configuration

By default, the size of the message is limited to 100,000 characters to prevent running potentially out of memory. This value can be modified by setting the init parameter maxMessageSize to the value of your choice. Setting the value to -1 disables the limitation.

When reading from a queue we might not have any messages. We can use a timeout query parameter to indicate how long we are prepared to wait for a message to arrive. This allows us to poll or block until a message arrives.

Couple this with HTTP 1.1 keep-alive sockets and pipeline processing we can have efficient access to JMS over HTTP.

Obviously if your client is Java then using ActiveMQ Classic’s JMS API is the fastest and most efficient way to work with the message broker; however, if you are not using Java or prefer the simplicity of HTTP then it should be fairly efficient, especially if your HTTP client supports keep-alive sockets and pipeline processing.

When consuming messages using the REST API, you have to keep session alive between GET requests, or you’ll create a separate consumer for every request and due to prefetch limit your succeeding call will hang.

As with producing, an alternative syntax for consuming messages is also supported, using the destination URL-encoded parameter; here are some examples: 

Consuming without sessions

Since 5.2.0 you can use clientId parameter to avoid storing actual JMS consumer in the request session. When using this approach, you don’t need to keep sessions alive between requests, you just need to use the same clientId every time.

Every such call will use the same JMS consumer and deliver messages send to it by the broker.

In 5.4.1 it’s also possible to unsubscribe the client. It’s done by sending a POST call with clientId and action=unsubscribe parameters to the server, like

Consuming with selectors

As of ActiveMQ Classic 5.4.0, you can use selectors when consuming using REST protocol. To do that, just specify the appropriate header with selector. To define a selector for the consumer, you have to provide it in an appropriate HTTP header. By default selector header name is selector , so the following example

should consume only messages that have test property set to 2 .

Consuming with One Shot Consumers

One shot consumption allows a REST call to receive a single message and then immediately close the associated consumer.

All of the examples so far lead to the servlet creating and holding on to consumers of the destination across multiple HTTP requests. Without care, these consumers could easily lead to confusion as messages are dispatched to them but then sit unused because the consuming HTTP session, or clientId, fails to connect to continue requesting the messages. One way around that problem is the use of one-shot consumers.  Simple add the  ?oneShot=true option and the consumer is removed once the consumption completes; as follows:

Note that interrupting the call while the consumer is waiting for a message, the consumer may remain until the server times out the HTTP request, or until a message finally arrives.

Content Types

By default messages are sent to the consumers with text/xml content type. Your REST-based application may expect JSON response instead of XML one. In that case, you can configure the servlet to send responses back by adding something like this

to your WEB-INF/web.xml .

A default content type can also be overridden using request headers. Specifying xml=true or json=true URL parameter you’ll get a response with the desired content type.

Since 5.7.0 release REST API can connect to the secured brokers. The API uses basic authentication header format to get username and password information.

Russian efforts to create anti-satellite weapons are cause for US concern

WASHINGTON — The U.S. has gathered highly sensitive intelligence about Russian anti-satellite weapons that has been shared in recent weeks with the upper echelons of government, according to four people who have been briefed on the intelligence. The people, who were not authorized to comment publicly, said the capability was not yet operational.

The intelligence sparked an urgent but vague warning Wednesday from the Republican head of the House Intelligence Committee, who urged the Biden administration to declassify information about what he called a serious national security threat.

Rep. Mike Turner gave no details about the nature of the threat, and the Biden administration also declined to address it. But several leading lawmakers, including House Speaker Mike Johnson, cautioned against being overly alarmed.

A congressional aide said he understood that the threat relates to a space-deployed Russian anti-satellite weapon. Such a weapon could pose a major danger to U.S. satellites that transmit billions of bytes of data each hour.

The aide, speaking on condition of anonymity due to the sensitivity of the matter, said it was not yet clear if the Russian weapon has nuclear capability, but said that is the fear.

In Moscow, Kremlin spokesperson Dmitry Peskov described the claims about a new Russian military capability as a ruse intended to make the U.S. Congress support aid for Ukraine.

“It’s obvious that Washington is trying to force Congress to vote on the aid bill by hook or by crook,” Peskov said in remarks carried by Russian news agencies. “Let’s see what ruse the White House will use.”

The threat Turner raised concerns about is not an active capability, according to U.S. officials familiar with the intelligence. One added that intelligence officials consider the threat to be significant, but it should not cause panic.

Turner issued a statement urging the administration to declassify the information so the U.S. and its allies can openly discuss how to respond.

He also sent an email to members of Congress saying his committee had “identified an urgent matter with regard to a destabilizing foreign military capability” that should be known to all congressional policy makers. He encouraged them to come to a SCIF, a secure area, to review the intelligence.

Turner has been a voice for stronger U.S. national security, putting him at odds with some Republican colleagues who favor a more isolationist approach. He has called for the renewal of a key U.S. government surveillance tool while some fellow Republicans and liberal Democrats have raised privacy objections.

And he supports continuing U.S. military aid for Ukraine in its war against Russia at a time that the funding remains uncertain because of opposition in the Republican-led House.

Johnson said he was not at liberty to disclose the classified information. “But we just want to assure everyone steady hands are at the wheel. We’re working on it and there’s no need for alarm,” he told reporters at the Capitol.

Democratic Rep. Jim Himes, the ranking member of the Intelligence Committee, said in a statement that the classified information is “significant” but “not a cause for panic.”

The Senate Intelligence Committee said it has been tracking the issue.

“We continue to take this matter seriously and are discussing an appropriate response with the administration,” Sen. Mark Warner, the Democratic committee chairman, and Sen. Marco Rubio, the Republican vice chairman, said in a statement. “In the meantime, we must be cautious about potentially disclosing sources and methods that may be key to preserving a range of options for U.S. action.”

The rapidly evolving threat in space was one of the primary reasons that the U.S. Space Force was established in 2019. A lot of that threat has to do with new capabilities that China and Russia have already developed that can interfere with critical satellite-based U.S. communications, such as GPS and the ability to quickly detect missile launches.

In recent years the U.S. has seen both China and Russia pursue new ways to jam satellites, intercept their feeds, blind them, shoot them down and even potentially grab them with a robotic arm to pull them out of their programmed orbits. One of the key missions of the Space Force is to train troops skilled in detecting and defending against those threats.

In its 2020 Defense Space Strategy, the Pentagon said China and Russia presented the greatest strategic threat in space due to their aggressive development of counterspace abilities, and their military doctrine calling for extending conflict to space.

The White House and lawmakers expressed frustration at how Turner raised his concerns. His announcement appeared to catch the Biden administration off-guard.

National security adviser Jake Sullivan told reporters at the White House that he already had been due to brief Turner and other senior congressional leaders on Thursday. Sullivan did not disclose the topic or provide any other details related to Turner’s statement.

“I’m focused on going to see him, sit with him as well as the other House members of the Gang of Eight, tomorrow,” Sullivan said. “And I’m not in a position to say anything further from this podium at this time.”

He acknowledged it was not standard practice to offer such a briefing.

“I’ll just say that I personally reached out to the Gang of Eight. It is highly unusual, in fact, for the national security adviser to do that,” Sullivan said. He said he had reached out earlier this week.

Johnson said he sent a letter last month to the White House requesting a meeting with the president to discuss “the serious national security issue that is classified.” He said Sullivan’s meeting was in response to his request.

Prolific cybercrime gang disrupted by joint UK, US and EU operation

LockBit’s website under control of security agencies from both sides of Atlantic, according to post

LockBit, a notorious cybercrime gang that holds its victims’ data to ransom, has been disrupted in a rare international law enforcement operation by Britain’s National Crime Agency, the FBI, Europol and a coalition of international police agencies, according to a post on the gang’s extortion website.

“This site is now under the control of the National Crime Agency of the UK, working in close cooperation with the FBI and the international law enforcement taskforce ‘Operation Cronos’,” the post said on Monday.

An NCA spokesperson confirmed that the agency had disrupted the gang and said the operation was “ongoing and developing”. A representative for LockBit did not respond to messages from Reuters seeking comment but did post messages on an encrypted messaging app saying it had backup servers not affected by the law enforcement action.

The US Department of Justice and the FBI did not immediately respond to requests for comment.

The post named other international police organisations from France, Japan, Switzerland, Canada, Australia, Sweden, the Netherlands, Finland and Germany.

LockBit and its affiliates have hacked some of the world’s largest organisations in recent months. The gang makes money by stealing sensitive data and threatening to leak it if victims fail to pay an extortionate ransom. Its affiliates are like-minded criminal groups it recruits to wage attacks using LockBit’s digital extortion tools.

Ransomware is malicious software that encrypts data. LockBit coerces its targets into paying ransom to decrypt or unlock that data with a digital key.

LockBit was discovered in 2020 when its malicious software was found on Russian-language cybercrime forums, leading some security analysts to believe the gang is based in Russia.

The gang has not professed support for any government, however, and no government has formally attributed it to a country. On its now defunct site on the dark web, the group said it was “located in the Netherlands, completely apolitical and only interested in money”.

“They are the Walmart of ransomware groups, they run it like a business – that’s what makes them different,” said Jon DiMaggio, chief security strategist at Analyst1, a US-based cybersecurity firm. “They are arguably the biggest ransomware crew today.”

Officials in the US, where LockBit has hit more than 1,700 organisations in nearly every industry, have described the group as the world’s top ransomware threat. Last November, LockBit published internal data from Boeing, one of the world’s largest defence and space contractors.

In early 2023, Royal Mail faced severe disruption after an attack by the group.

According to vx-underground, a cybersecurity research website, LockBit said in a statement in Russian and shared on Tox, an encrypted messaging app, that the FBI hit its servers that run on the programming language PHP.

The statement, which Reuters could not verify independently, added that it has backup servers without PHP that “are not touched”.

On X, vx-underground shared screenshots showing the control panel used by LockBit’s affiliates to launch attacks had been replaced with a message from law enforcement. “We have source code, details of the victims you have attacked, the amount of money extorted, the data stolen, chats, and much, much more,” it said.

“We may be in touch with you very soon. Have a nice day.”

Before it was taken down, LockBit’s website displayed an ever-growing gallery of victim organisations that was updated nearly daily. Next to their names were digital clocks that showed the number of days left to the deadline given to each organisation to provide ransom payment.

On Monday, LockBit’s site displayed a similar countdown, but from the law enforcement agencies who hacked the hackers: “Return here for more information at: 11.30 GMT on Tuesday 20 Feb.”

Don Smith, a vice-president of Secureworks, an arm of Dell Technologies, said LockBit was the most prolific and dominant ransomware operator in a highly competitive underground market.

“To put today’s takedown into context, based on leak site data, LockBit had a 25% share of the ransomware market,” Smith said. “Their nearest rival was BlackCat, at around 8.5%, and after that it really starts to fragment.

“LockBit dwarfed all other groups and today’s action is highly significant.”

The US has new intelligence on Russian military capabilities related to its efforts to deploy a nuclear anti-satellite system in space, according to multiple sources familiar with the intelligence.

The intelligence was briefed to Congress and key US allies, and some lawmakers say it is serious enough that it should be declassified and made public. While the intelligence is concerning, multiple senior members of Congress briefed on the information on Wednesday emphasized that it does not pose an immediate threat to the US or its interests.

The system remains under development and is not yet in orbit, according to three US officials familiar with the intelligence. It’s not clear how far the technology has progressed, one of the officials said. A separate US official told CNN the threat does not involve a weapon that would be used to attack humans.

It was not immediately clear whether the intelligence referred to a nuclear-powered, anti-satellite capability or a nuclear-armed capability.

While members of Congress downplayed the immediacy of the threat, an anti-satellite weapon placed in orbit around Earth would pose a significant danger to US nuclear command and control satellites, said Hans Kristensen, director of the Nuclear Information Project at the Federation of American Scientists. The US relies on such satellites – which he called “essential” – to ensure constant, seamless control over its nuclear arsenal.

Other countries have tested anti-satellite weapons in the past, but this would be an escalation, Kristensen said, and the US has made clear that it would react “very forcefully” to an attack on its nuclear command and control satellites.

“If it’s orbital, it’s a new level of threat [to the system], whether it’s nuclear or not,” said Kristensen, who added that even conventional weapons on an orbital anti-satellite system could pose a significant threat to the US.

ABC News first reported that the intelligence related to a Russian space-based nuclear capability.

Earlier Wednesday, the chairman of the House Intelligence Committee, Republican Rep. Mike Turner of Ohio, ignited a firestorm on Capitol Hill when he issued a cryptic statement announcing that the panel had “information concerning a serious national security threat.”

In a letter to lawmakers inviting them to view the intelligence in the committee’s classified spaces, he said that it related to a “destabilizing foreign military capability that should be known by all congressional policymakers.”

Immediately, lawmakers began tramping down to the House basement to learn what the intelligence was.

Some left underwhelmed. One Democratic member with deep national security experience said that they had never before received that kind of urgent summons over a national security matter during their time in Congress — and that the intelligence they saw when they arrived was not urgent enough to justify Turner’s alarm-pulling.

Within hours, the Republican speaker of the House, Rep. Mike Johnson, attempted to tamp down the imbroglio, telling reporters that “there is no cause for alarm” and indicating that he had known about the intelligence since at least January.

“We just want to assure everyone steady hands are at the wheel. We’re working on it and there’s no need for alarm,” Johnson said.

Rep. Jim Himes, the committee’s top Democrat, said in a statement that “the classified intelligence product that the House Intelligence Committee called to the attention of Members last night is a significant one, but it is not a cause for panic.”

National security adviser Jake Sullivan on Wednesday said he was “surprised” that Turner had made the existence of the intelligence public, noting that he was already scheduled to brief the top Republican and Democratic leaders of the House as well as Turner and Himes on Thursday.

“We scheduled a briefing for the House members of the Gang of Eight tomorrow,” Sullivan said. “That’s been on the books. So I am a bit surprised that Congressman Turner came out publicly today in advance of a meeting on the books for me to go sit with him alongside our intelligence and defense professionals tomorrow.”

Turner in his statement has urged the Biden administration to declassify “all information relating to this threat so that Congress, the Administration, and our allies can openly discuss the actions necessary to respond to this threat.”

Meanwhile, in a joint statement, the Republican and Democratic leaders of the Senate Intelligence Committee suggested that they had been tracking the intelligence but that it would be difficult to declassify it without exposing sensitive sources and methods.

The uproar over the new intelligence comes as a $60 billion aid package to support Ukraine in its fight against Russia has stalled in the House and former President Donald Trump has been publicly supporting GOP members who have opposed the package. Trump has also in recent days said that he would encourage Russia to “do whatever the hell they want” to NATO allies that do not meet alliance-set spending goals on their own defense.

Johnson has said that he will not bring the Senate-passed aid measure to the floor.

But Turner has publicly supported continuing to fund the Ukraine war effort. Some lawmakers and US officials privately speculated that his effort to brief lawmakers on the intelligence — something the House Intelligence Committee voted on Tuesday night to do — might be an attempt to shore up flagging support for Ukraine.

Sources declined to provide further detail on the intelligence or the Russian capabilities it describes.

But for years, Russia has pursued counterspace systems designed to neutralize US military and commercial space systems, according to a 2022 Defense Intelligence Agency (DIA) report on space security. Russian doctrine called for being able to target an enemy’s satellites from the ground, air, cyber and space, using attacks that range from temporary jamming to outright destruction.

In 2020, Russia tested a space-based anti-satellite weapon with sophisticated orbital capabilities that could have a dual purpose: it could service and inspect friendly satellites while having the capability to attack enemy satellites.

An attempt to launch a nuclear-armed anti-satellite system into space would violate The Outer Space Treaty of 1967, which explicitly prohibits “any objects carrying nuclear weapons or any other kinds of weapons of mass destruction” in orbit.
