Doctoral fellowships for ASEAN: Opportunities for Higher Education in India
ASEAN citizens now have an opportunity to study in India, thanks to the Doctoral Fellowship in India programme.
The fellowship allows successful applicants to pursue a PhD degree at any Indian Institutes of Technology (IITs) for up to five years. IIT has produced some of the world’s top CEOs and most influential entrepreneurs, including Sundar Pichai of Alphabet Inc./Google, Arvind Krishna of IBM, and Sachin Bansal of Flipkart.
The fellowship was launched during the ASEAN-India Commemorative Summit in 2018, which marked the 25th anniversary of the ASEAN-India dialogue relations. Prime Minister Shri Narendra Modi of India announced the allotment of 1,000 fellowship slots exclusively for citizens of the 10 ASEAN Member States.
Increasing the number of fellowships for ASEAN students to pursue higher education in India is part of the plan of action to implement the ASEAN-India Partnership for Peace, Progress and Shared Prosperity (2021-2025).
Four selection rounds have been completed, and a total of 81 individuals in the region have been selected for the fellowship.

To inspire students from ASEAN countries and to enable access to the best university education and research, the Government of India (GOI) launched the Doctoral fellowship in India for ASEAN. This programme gives the students the opportunity to research at The Indian Institute of Technology (IIT). IITs are autonomous public technical and research universities spread across the country.

What is Doctoral fellowship in India for ASEAN?
This fellowship is exclusively offered to 1000 students from ASEAN countries to pursue a PhD programme in India at any of the 23 IITs of their choice. The programme also gives the researcher the funding required for up to 5 years including a stipend to cover their living expenses.
This programme was launched by Shri Narendra Modi, the Prime Minister of India during the 25th anniversary of the ASEAN-India Summit on 25th January 2018. A total budget of INR 300 crore (approximately USD 40 million)” for up to 1000 integrated Ph.D. Fellowships will be given by the Government of India. This initiative aimed to strengthen the ties between the ASEAN countries and also to enable students to get education from the best universities of the world.

The Benefits of PhD Fellowship Programme
Being the top institutes in India, every doctoral student at IITs is guided by the finest faculty in addition to several other benefits.
- The fellowship bears the whole cost of studying and living expenses for up to 5 years of the PhD programme.
- It offers an extra contingency fund to cover study costs such as travel and books.
- The fellowship includes a monthly stipend of up to INR 31,000 for the first 2 years, INR 35,000 for the remainder of the term.
- Fellows will earn a study grant for research expenses such as travel, books, and contingency of up to INR 170,000.
- The scheme would also include up to 24 percent of accommodation (monthly house rent allowance)-as per Govt. Standards (depending on the city) of the scholarship if hostel accommodation is not offered.
Selection Process
Candidates who wish to apply for Doctoral fellowship in India for ASEAN need to apply online at our IIT portal. During this process you can choose the specific programme and also define which of the 23 IITs you want to study at.
The respective IIT will screen your application, shortlist you and interview you online. Then the institutes announce their offers of admission, including the waitlist.
If you are selected for multiple programmes, you will need to decide which programme to pursue and then the final accepted student details are reported on the portal.

About the Programme
On 25 January 2018 at the 25th anniversary of the ASEAN-India Summit in New Delhi, the Prime Minister of India, Shri Narendra Modi announced 1000 fellowships for ASEAN citizens in the presence of all leaders of 10 ASEAN countries. The programme gives ASEAN citizens a choice to pursue a PhD at the internationally renowned IIT of their choice.
Strengthen the deep and historical relations between India and ASEAN. Applicants may apply online and the selected ones get a chance to finish their PhD with funding at par with their Indian counterparts from the Government of India. The funding includes a monthly stipend and an annual research grant for up to 5 years of their PhD programme.

New Delhi [India], Sept 16 (ANI): External Affairs Minister S Jaishankar and Minister of Human Resource Development (MHRD) Ramesh Pokhriyal 'Nishank' on Monday launched the PhD fellowship programme in IITs for ASEAN students.
According to officials, IIT-Delhi has been designated by the MHRD as the coordinating IIT for the fellowship programme launched at the Ministry of External Affairs (MEA).
"IIT-Delhi has developed a web portal (http://asean.iitd.ac.in) to administer the application and admission process. ASEAN students can log in to the portal to apply for the PhD programmes of their choice at various IITs," said the MEA in a press release.
Adding that the first batch of the ASEAN students will be admitted in January 2020, the ministry said: "Admissions under the programme will be staggered over three academic years, i.e., 2019-2020, 2020-2021 and 2021-2022. MHRD will provide scholarships to ASEAN students at par with Indian PhD scholars, along with a yearly research grant, as applicable.""IITs will make a small provision to cover living expenses of selected students from their own budgetary resources," added the ministry.
The fellowship programme at a total budget outlay of Rs 300 crore (approximately US $ 45 million) is the single-largest capacity development initiative of India in its partnership with ASEAN.
The ministry also added that in January 2018, Prime Minister Narendra Modi had announced India's offer to provide up to 1000 integrated PhD fellowships for ASEAN students in IITs while attending the 25th Anniversary ASEAN-India Commemorative Summit in New Delhi.

Ceremony to Launch 1000 Integrated PhD Fellowships to ASEAN students at IITs

- In January 2018, Prime Minister Shri Narendra Modi had announced at the 25th Anniversary ASEAN-India Commemorative Summit in New Delhi India's offer of upto 1000 integrated PhD Fellowships for ASEAN students in the prestigious Indian Institutes of Technology (IITs). In implementation of this commitment, External Affairs Minister Dr. S. Jaishankar and Minister of Human Resource Development Dr. Ramesh Pokhriyal 'Nishank', formally launched the Fellowship Programme at a ceremony at the Ministry of External Affairs on Monday, September 16, 2019.
- Besides the Ambassadors/High Commissioners of all ten ASEAN Member States in New Delhi, the Launch Ceremony was also attended by senior officials from MEA and MHRD, Directors/Representatives of all 23 IITs, CEO of NITI Aayog and Chairpersons of the University Grants Commission (UGC) and All India Council for Technical Education (AICTE).

Key Information
The Ministry of Human Resource Development (MHRD) provides financial assistance to deserving students for higher education through the MHRD scholarship in India. The MHRD provides National and External scholarships for the applicants, and different departments provide several schemes under the MHRD.
The candidates must pursue a regular Medical/ Engineering course from an AICTE-recognized college with a score of at least 80% marks in class 12 to satisfy the MHRD scholarship eligibility criteria. Moreover, the scholarship provides external scholarships in collaboration with the governments of different countries under the cultural exchange program. The MHRD scholarship's last date was January 31, 2024.

MHRD Scholarship Eligibility Criteria 2023-24
The MHRD higher education scholarship is awarded to deserving students who have passed class 12. The objective is to encourage deserving students to obtain a quality education. Tabulated below are the MHRD scholarship eligibility criteria:
The Government awards the MHRD scholarship amount to the selected students based on the level of study and scheme. The details of the MHRD scholarship amounts availed by the students under each scheme are as follows:
MHRD Scholarship Selection Process
Around 82,000 MHRD scholarships are given under the Central Sector scholarship scheme. 41,000 MHRD scholarships are for boys and girls . The scholarship providers follow a selection process to award the scholarship to deserving candidates based on merit or financial need. The selection process for the MHRD scholarship is explained in detail.
- Candidates will be selected based on merit as per the state allocated quota.
- Verification of the application will be done at two levels- Institution level and State Education Board level.
- Students are selected based on merit.
- All eligible girl students will receive the scholarship under this scheme.
- The committee will select the candidates based on the Mental Ability Test (MAT) and Scholastic Ability Test (SAT) conducted by each state/ UT.
- The reviewers first shortlist the application form.
- Selection is done based on the performance of the applicant in the written test or the interview at the nodal institute.
- The selection of students is done through merit based on the marks scored in the last qualifying examination.
- The selection of candidates is done based on academic merit.
- The selection committee of the Commonwealth Scholarship Commission selects the applicants based on academic merit, quality of study plan, and the potential impact of the students' work on the development of their home country.
- Selection is based on the interview done by the providers for the shortlisted candidates.
- Candidates are selected based on merit and the performance in the interview conducted by the selection committee.
- The selection committee shortlists scholars for the interview based on merit.
- The Government of Japan selects the scholars based on merit.
- MHRD does the initial level of selection.
- The Italian government does the final selection.
- The Mexican government does the final selection.

From refugee to scholar: Mānoa student wins competitive fellowship

A student who fled political persecution in Myanmar is on the brink of earning his BA from the Asian studies department at the University of Hawaiʻi at Mānoa and has won a highly competitive fellowship to pursue a PhD . Kyaw Hsan Hlaing is one of 30 students , selected from nearly 2,400 applicants in the country, recently awarded the Paul & Daisy Soros Fellowship for New Americans, which provides him $90,000 in funding for graduate school.
Kyaw Hsan, 27, reflected on the pivotal summer of 2020 in his homeland of Myanmar. It was then that he delved into journalism, spotlighting daunting crises of the raging COVID-19 pandemic and armed rebellion linked to displacement and genocidal acts by the Myanmar military. “I myself, I believe I can give a voice for all these people. I am just trying to get all these voiceless and marginalized communities—to hear what they feel, what they suffer during the war and pandemic,” said Kyaw Hsan.
Homework by candlelight
His commitment to furthering his education traces back to a challenging childhood, growing under authoritarian rule in Myanmar. Violence was a harsh reality in his tiny village. Access to education was scarce, however, Kyaw Hsan’s parents believed in its importance. After finishing primary school, they sent him to a charity-run school. He often completed his studies by candlelight because their village has no electricity, until to this day.
“Although I wasn’t an outstanding student, passing the high school exam in 2013 was a huge accomplishment for both me and my family,” Kyaw Hsan said. “Because I became the first in my family to graduate from high school and the first to attend a university.”
In February 2021, the military coup in Myanmar shattered Kyaw Hsan’s dreams of furthering his education. Undeterred, he pivoted, channeling his energies into exposing human rights violations and amplifying the voices of democratic movements, even in the face of death threats that forced him into hiding.
Ultimately, Kyaw Hsan was forced to flee his homeland and was granted political asylum, resettling in the U.S in early 2022.
Hope in Hawaiʻi
Upon arrival in the United States, despite being determined to complete his college studies, Kyaw Hsan didn’t receive any offers from universities on the continent, he had applied to at least 10. He was eventually accepted into UH Mānoa as an Asian studies major in spring 2023. He credits the university for assisting him through the application process, which can be particularly challenging for refugees who can’t always provide specific documentation.
“I was so depressed because there seemed little hope that I could go back to school until getting to UH ,” Kyaw Hsan said. “A lot of people from UH really had to work hard to get me to UH …This means a lot. I’m really grateful.”
Following graduation, Kyaw Hsan will continue his academic journey at Cornell University, pursuing a PhD in political science and continuing his mission not only to give voice to the voiceless, but also to fulfill his childhood dream of becoming an academic.

Increasing the number of fellowships for ASEAN students to pursue higher education in India is part of the plan of action to implement the ASEAN-India Partnership for Peace, Progress and Shared Prosperity (2021-2025). Four selection rounds have been completed, and a total of 81 individuals in the region have been selected for the fellowship.
The fellowship bears the whole cost of studying and living expenses for up to 5 years of the PhD programme. It offers an extra contingency fund to cover study costs such as travel and books. The fellowship includes a monthly stipend of up to INR 31,000 for the first 2 years, INR 35,000 for the remainder of the term.
