BIRAC Announces Call for Proposals under PACE 15th February- 31st March, 2023

Introduction.

Biotechnological research and development in India is largely carried out by academic institutions (universities/research organizations) and to some extent by industry (mostly large companies). By virtue of their strong infrastructure & technical capability academic/ research establishments are mandated to research on variety of problems of national importance and societal relevance. Also, unlike industry, research by academia is not governed by commercial gains alone thus allowing them to work on problems involving even high degree of risk.

To encourage/support academia to develop technology/product (up to PoC stage) of societal/ national importance and its subsequent validation by an industrial partner, BIRAC has launched  PACE  ( Promoting Academic Research Conversion to Enterprise).  

The scheme has two components as below:

1. Academic Innovation Research (AIR): 

The objective of Academic Innovation Research (AIR) scheme is to promote development of Proof-of-concept (PoC) for a process/product by academia with or without the involvement of industry 

2.Contract Research Scheme (CRS):

Contract Research Scheme (CRS) aims at validation of a process or prototype (developed by the academia) by the industrial partner

KEY FEATURES OF THE CALL

  1. Academic Innovation Research (AIR): 

The objective of Academic Innovation Research (AIR) scheme is to promote development of Proof-of-concept (PoC) for a process/product by academia with or without the involvement of industry/LLP

  2.Contract Research Scheme (CRS):

Contract Research Scheme (CRS) aims at validation of a process or prototype (developed by the academia) by the industrial partner/LLP

CONTRACT RESEARCH SCHEME (CRS):

  1. Types of projects to be supported:

Academia must have an established Proof-of-Concept (PoC) as evident by scientific data ready for validation by the industry in contract research mode

  2. Duration of the project:  No time limit

 3.   Funding Support (Grant):    Funding in the form of grant is provided to both academic as well as industrial partners. While funding is provided to the academia for In-House research which forms a part of validation of the Proof of Concept, funds are provided to the industrial partner for validation. There is no ceiling to the funding.

  4.   IPR :   Although the IP rights reside with the academia, the industry partner has first right of refusal for commercial exploitation of the New IP 

Technical criteria for applicants under CRS:

  • Evidence of proof of Concept (PoC) i.e., TRL-3 and validation ready data supporting the proposal is compulsory and must be submitted in the CRS application. Absence of which can result in disqualification of the proposal
  • Proposals that have received AIR funding should have the same industrial partner who collaborated for AIR project. Any deviation must be duly justified with clarity on IP governance.
  • The CRS proposal should be accompanied by the Commitment Letter by the industrial partner to exercise the first right for monetizing the product/technology.

WHO CAN APPLY?

Eligibility:

a)Under the scheme, academia (Public or Private Institute, University, NGO, or Research Foundation) having a well-established support system for research shall be the primary applicant.

For Public or Private Institute, University, NGO, or Research Foundation, submission of proper registration/ accreditation from a government body is mandatory like UGC affiliation certification AICTE, CSIR /DSIR/SIRO certificate/Bye laws of society/Trust Deed etc whichever is applicable.

Involvement of industry/LLP is optional for AIR Scheme, it is mandatory to have an industrial partner/LLP for CRS

ELIGIBILITY CRITERIA FOR INDUSTRY

*  Minimum 51% of the shares of the Company should be held by Indian Citizens holding Indian passport (Indian Citizens do not include Person of Indian Origin (PIO) and Overseas Citizenship of India (OCI) holders)

*  Minimum half of the persons who subscribed their names to the LLP document as its Partners should be Indian citizens.

*  Participating companies should have adequate in-house facility to address the project implementation aspects (which shall be evaluated during the site visit)  OR  Incubated with any of the recognized Incubation Facility.

ELIGIBILITY CRITERIA FOR ACADEMIC COLLABORATOR

*  Public/private university/colleges in India

*  National research laboratories

*  Not-for-profit private research labs/societies/foundation

Cancer Research North East (CaRes NER) Programme Call for Proposals, 2023 Theme: Early diagnosis of cancers

I. background, ii. scope of the call.

Provide intervention models to address the problem through the identification of determinants, barriers and facilitators towards early cancer detection

Broad proposed study areas

  • Early detection in the form of screening and early diagnosis: community-based strategies, scaling up of existing interventions, strategies to address health-seeking behaviour for early detection, overcoming barriers to early detection.
  • Access to care-diagnosis and treatment: Interventions to improve access to diagnosis and treatment, scaling up of existing interventions, overcoming barriers to accessing cancer care
  • Studies on cancer epidemiology, aetiology and risk factor of cancers alone
  • Basic science (Cellular and molecular biology, immunology, genetics and genomics, physiology studies) related to cancer.
  • Interventions that comprise the development of diagnostic tools, devices or pharmacological agents

III. Applicant Eligibility

  • Applicants from multidisciplinary backgrounds are eligible to apply. The Principal Investigator (PI) should be holding a regular faculty/scientific position in a medical college, research institute, or university, including government, semi-government and NGOs'/ private institutes registered with DSIR SIRO Scheme, from any of the eight states in the Northeast Region. Investigators from other parts of the country will not be eligible to be a PI.

Collaborations

  • The applicant can choose collaborators in any institution outside the NER from any part of India (no international investigators will be eligible).
  • Collaborations involving institutions/health systems within NER are encouraged. The collaboration could be purely academic or in the form of lending technical support or mentorship for undertaking the proposed research. The collaborators could be listed as co-investigators with their roles defined.
  • No direct funding will be provided to institutions outside NER from ICMR-NCDIR, Bengaluru. However, the NER PI can submit an appropriate budget for the collaborator outside NER with due justifications for transferring funds as per her/his institutional norms.

IV. Funding amount

A pragmatic budget commensurate with the project's goals and objectives should be framed. A maximum limit of INR 1,00,00,000 for the total duration of the project

V. Study duration

The study could be for a maximum duration of three years

Interested applicants should first register on the submission portal https://proposals.ncdirindia.org/default.aspx and submit a full proposal in the prescribed format, latest by 28 th February 2023 . An early registration is encouraged so that registered applicants could avail of the benefit of attending a grant writing webinar organized by ICMR-NCDIR, tentatively during mid February 2023. VII. Process of selection

An expert committee shall review the proposals as per norms of ICMR/MoHFW/GoI revised from time to time. Shortlisted applicants may be invited to revise the proposals given any recommendations from the committee before final approval for funding. In case proposals with similar objectives are received, these would be considered for merging them into a larger proposal in consultation with applicants. Please note that proposals that were submitted in response to earlier calls will not be considered again.

  • Desirable: Weightage would be given to applicant having experience of atleast 5 years in the Research subject domain and a PhD holder.

  • 25% of Honorarium i.e., Rs. 25000/- would be released on submission of Final Report. Balance amount i.e., Rs. 75000 would be released subject to the approval of Final report

Step-6 Approval of Final Report DURATION The duration of research project should not exceed 1 (One) month from the date the project proposal is approved by the competent authority unless a longer period is otherwise justified. In case more than one month is expected due to justified reasons, the prior approval from the competent authority should be taken. The longer period in any case should not exceed further one month. PERMISSIBLE HONORARIUM The eligible honorarium including other incidental expenditure per study would be Rs. 1,00,000/-. The honorarium would be paid only after the submission and approval of the research report by the competent authority. 25% of Honorarium i.e., Rs. 25000/- would be released on submission of Final Report. Balance amount i.e., Rs. 75000 would be released subject to the approval of Final report COPYRIGHT / IP RIGHTS etc. Any copyright or intellectual property right or patent, etc. – commercial, academic and for further research purpose, arising out of the research work would vest with ICAI. The ICAI would, however, duly acknowledge the researcher in the research publication. MONITORING The implementation and progress of the research projects approved under this scheme would be monitored regularly. The applicant may, at any point of time during the project, be requested to provide the details of work done/remaining, the draft of the project/publication, etc. to evaluate the implementation and progress of the project. If it is observed that the project is not being carried out as mentioned in the research proposal or the progress made by the researcher is not satisfactory, it may also be withdrawn. Practical-Oriented Training for New Researchers in India 2023

The course is part of the DIES (Dialogue on Innovative Higher Education Strategies) program which is jointly coordinated by the German Academic Exchange Service (DAAD) and German Rectors’ Conference (HRK) and financed by the German Federal Ministry for Economic Development and Cooperation (BMZ). On behalf of the three organisations the DIES ProGRANT Coordination Office at the University of Cologne and a local partner are organising the course. The aim of DIES ProGRANT is to train younger researchers and young PhD holders in developing a promising proposal for national or international research funding (every participant will have the opportunity to tailor their application to the funding institution of their choice). Researchers from all disciplines from India can apply for this course. DIES ProGRANT is also an effective tool for promoting international research and relationships. INDIA-TAIWAN PROGRAMME OF COOPERATION IN SCIENCE & TECHNOLOGY

Call for joint research project proposals 2023.

Pursuant to the signing of an Memorandum of Understanding(MoU) between the Taipei Economic and Cultural Centre (TECC) in New Delhi and the India -Taipei Association (ITA) in Taipei on Scientific & Technological cooperation in April 2007, the Department of Science & Technology (DST) and the National Science and Technology Council (NSTC) (formerly known as Ministry of Science & Technology (MOST)) of Taiwan, as nodal agencies to implement the programme of cooperation between India and Taiwan, invites joint research proposals for support under Indo-Taiwan S&T cooperation programme.

Priority areas for R&D projects

Projects for financial support in the following broad subject areas will be supported-

Financial support

  • Up to 10 joint research projects would be supported against the present call and the likely date for start of the projects is 1st January 2024.
  • The financial support is available basically for mobility of scientists/ researchers from each side towards international travel expenses/exchange visits of the Indian Scientists/Researcher from India to Taiwan. Normally 2 visits (up-to 30 and 60 days each) per year from each side for max of 3 years would be allowed.
  • Some additional incremental funding on account of scientific manpower (JRF/SRF/RA etc); scientific minor equipment/ accessories (max of Rs. 5.0 lac); chemicals/ consumables/ accessories (upto Rs 3.0 lac per year) and contingency of upto Rs 50,000/- per year is also available under the scheme. However, support for capital equipment is NOT available.
  • Institutional overhead charges shall be payable to Indian grantee institutes @5% of the non-travel expenses/costs.

The local hospitality norms pertaining to exchange visits would be as below:

  • The visiting party will meet the expenditure on international and domestic (inter-city) air travel.
  • The receiving party will meet the expenditure on local hospitality for boarding, lodging and local ground transportation of the visiting scientists.
  • Normally, two visits per year from each side would be permitted. The duration of visits would be max 60 days per year for junior scientists and max 30 days per year for senior scientists.
  • Only one visit per year will be permitted for each participating scientist from each country.

(a) Indian scientists visiting Taiwan – Furnished accommodation in hotel/ guest house plus per-diem @ 1000 NTD per day towards boarding and out of pocket expenses

(b) Taiwanese scientist visiting India – Furnished accommodation in hotel/ guest house (subject to maximum of Rs.4000/night inclusive of taxes) and per-diem of Rs.2500/- per day will be provided.

Project Duration: 3 years (2024-2026)

No requests for extension (with or without additional cost) of the project beyond three years duration shall be considered.

Eligibility

Programme is open to all Scientists, Engineers, faculty, researchers, young scientists from public funded research institutes and academic institutions (Govt as well as private academic institutions) in India and Taiwan, engaged in advance research in the above referred areas. The PIs should not get superannuated/transferred to another institute during the course of implementation of the project. The participation of private industry from both sides is encouraged and welcomed to be partner in the project. However, private companies shall have to bring their own funding for their research work/component in the project. No funding is available to private companies from Indian as well as Taiwanese side.

Submission of applications for proposals and last date

  • The project proposals should necessarily be developed jointly by the scientists/researchers/engineers from the institution on both sides, duly endorsed by the heads of the respective institutions.
  • Proposals submitted unilaterally shall not be considered. Advance copies, incomplete and loose proposals shall not be accepted.
  • Only one research proposal from researcher/applicant shall be considered at a time.
  • The Joint project proposals may be submitted by the Indian partner to INAE and by the Taiwanese partners to NSTC.
  • The project proposals completed in all respect must be received by both sides latest by 31 st July 2023.
